Chapter 81 - "A Parallel World's Justice."

Half an hour later

In the White House's underground strategy room, the long conference table was lined with top-ranking military and government officials.

The Secretary of Defense, FBI Director, National Security Advisor—every key figure sat tensely, whispering to each other.

"The President called an emergency meeting out of nowhere. What happened?"

"Probably has something to do with that The Steel Man attack on the military base earlier."

"General Ross's side is in chaos. The man himself is missing."

The door opened. The President walked in, face dark, holding a folder.

The room fell silent instantly.

Without small talk, he slammed the file onto the table.

"The Superhuman Regulation Act," he declared firmly.

"From now on, every superhuman within U.S. borders must register with the government. That includes their name, address, family info, and powers. Anyone who refuses will be classified as a criminal and hunted down by special enforcement units."

The room was dead silent.

Defense Secretary Howard was the first to respond. "You mean... we're putting superhumans under government control?"

"Not just The Steel man", the President said, growing more confident. "Superman ,The Hulk, Adam Bernard… mutants. Every single one of them has to be monitored."

The FBI Director frowned. "But based on our evaluations, these superhumans are way beyond what regular law enforcement can handle. Especially that Steel Man—he doesn't exactly follow the 'no killing' rule like in the comics. He just wiped out Ross's entire base today."

The President tapped the table. "Which is exactly why we need a stronger force to keep them in check."

The National Security Advisor couldn't help but ask, "You mean...?"

"A special task force built specifically to deal with superhumans. Staffed by professionals," the President said, eyes scanning the room.

The officials exchanged looks.

"With all due respect, Mr. President," Howard said seriously, "our current tech is nowhere near enough to take on someone at Steel Man's level. Unless…"

"Unless what?"

"Unless we find Kryptonite—which is pretty much impossible—or somehow create superhuman warriors of our own," Howard said, helplessly spreading his hands.

The President raised a hand and gave a knowing smile. "Who said we haven't?"

The room went quiet again.

Howard looked puzzled. "Then... who are they?"

The President didn't answer directly. Instead, he said slowly, "They call themselves the 'Prime Tribunal.' They come from a parallel universe that's already been destroyed. Back in their world, they were both rulers and judges."

The FBI Director jumped to his feet. "You mean—they're not even from our world?!"

"Exactly," the President replied coldly. "Which means they know the weaknesses of superhumans."

"And more importantly… they're willing to work with us."

His voice rose sharply, echoing through the meeting room.

"The existence of superhumans is an insult to the natural order."

"We are going to correct that mistake."

After glancing at the others' reactions, the President pressed his communicator."Let them in."

The conference room doors slowly swung open. A team of heavily armed special forces stepped aside, tense and alert. Their guns weren't raised, but their fingers stayed near the triggers.

Then, seven figures walked into the room.

Leading the way was a man in a red bodysuit, golden armor gleaming under the lights. His muscles looked like they were carved from stone, and his eyes glowed with blinding white light.

The pressure he gave off was intense—everyone in the room instinctively held their breath.

Right behind him came another figure, dark energy pulsing at his fingertips, a prism-like gauntlet on his wrist casting a dangerous glow. His expression was ice cold.

Suddenly, a red-and-green blur flashed—he was at the door one second, leaning against the conference table the next.

Some of the officials were visibly shaken and started whispering among themselves.

"Who's that? Wonder Woman?"

"Why's there a skull-faced guy in a black cloak?"

"Is that… the Flash?"

Haibolong stood tall with his arms crossed, his voice booming through the room:

"Starting today, any superhuman who doesn't register their identity, abilities, and movements with the government will be treated as a criminal."

He scanned the faces of the high-ranking officials. Not one dared to meet his eyes.

"We will not tolerate threats like that."

"Disobedience will lead to arrest."

"Resistance… will be met with execution."

The warrior woman stepped forward and added, "That includes the so-called Steel man or Superman."

The President took a deep breath, stood up, and made the official announcement:

"The Superhuman Regulation Act goes into effect immediately."

"The Supreme High Team will act as the top enforcers and carry out judgment."

All the military and political leaders in the room turned pale—no one dared speak out.

Long Island Villa

A golden holographic projection floated in the middle of the living room, clearly showing everything that had just happened in the White House conference room.

The arrival of the Supreme High Team.Haibolong's ultimatum.The President signing the bill into law.

Wanda sat cross-legged on the couch with a bowl of ice cream in her hands. She scooped a bite into her mouth and mumbled, "Wow, talk about cocky."

Kara stood in front of the projection, arms crossed, golden hair draped over her shoulders. Her eyes were burning with fighting spirit."So that's Haibolong? Looks like a knockoff Kryptonian to me."

Jiro leaned back against the sofa, tapping the armrest with his fingers, calm as ever."Just a cheap parallel world imitation. I've killed the real deal before—this one's no threat."

Turing's mechanical voice came from the ceiling:"Sir, would you like me to pull up Haibolong's combat data?"

"No need," Jiro waved it off.

"He's just an Eternal who charges up on solar radiation. Nothing impressive."

Wanda perked up and sat straighter. "So when do we make a move? Should we just storm the White House?"

Kara frowned slightly. "If they actually start rounding up superhumans… a lot of people are gonna get hurt."

Still tapping the armrest, Jiro stayed composed. "No rush."

He looked at the two of them and said calmly,"I want to see what the heroes of this world decide to do."

Then he raised his hand, and the projection switched to a global news feed.

Media outlets around the world were already blowing up, reporting non-stop about the Superhuman Regulation Act. The internet was in an uproar.

"Let them go ahead with it," Jiro said quietly.

"Let the whole world see how their 'enforcers' operate."

"Let's wait for the first hero to be arrested."

"Wait until the world realizes that compromise… doesn't earn you respect."

Kara walked up beside him. "And violence does?"

Jiro didn't answer right away.He just picked up the bowl of ice cream from the table.

When the time comes."

"They'll see how that piece of junk has been turned into scrap metal."

"The world will remember who is truly supreme."

"....."
