The Yang Release and Yin Release of the Yin-Yang Release, and the nature transformation and shape manipulation of Yang Release chakra and Yin Release chakra, are two entirely different levels of concepts. If the Sage of Six Paths wished, he could create living human beings.
Aside from the Sage of Six Paths, others, like the Nara and Akimichi clans, only possessed a superficial understanding, nowhere near the Yin-Yang Release. Even the Tailed Beast Bomb used by tailed beasts was merely, like the Nara and Akimichi, the extreme nature transformation and shape manipulation of Yang Release chakra and Yin Release chakra. Aside from the Sage of Six Paths of the past, no one possessed Yin-Yang Release.

"How is that possible!" Toneri's father's face was filled with disbelief. "That monstrous thing, is it an ultimate Yin Release creation of the Yin-Yang Release?!"
Previously, he hadn't used his authority to draw chakra from the giant Tenseigan on the moon, so he hadn't understood what 'Vortex's' existence truly represented.
