Jihl made the decision.

"Yes, that's fine," Goro agreed as well.
"Nooo!" Cocoboha cried, clawing at his hair.
"Regarding military affairs—or in this case, would it be more like a police force? Do you have a recommendation for the person to lead that?"
"That would be Basqual, he's a lion beastmen. He has red hair and strong ability, combined with kindness. He is a fitting man for the role."
"Whaaat? Basqual? I hate that guy! He always acts all high and mighty, looking down on everyone!"
