Sitting in the conference room, Sengoku's face was dark as he looked at the message transmitted from the Sabaody Archipelago.
This kind of information, in the past, he would've dismissed outright—ridiculing anyone foolish enough to believe it.
Just some wannabe mimicking the Pirate King, trying to stir up attention.
But now…
Among the rule-type drops from the Soul Harvester, one item was the [Revival Coin] and its fragments.
Anyone who obtained a revival coin could bring the dead back to life.
In the Navy's vault, there were currently three Revival Coins, unused simply because there hadn't been a good opportunity.
Sengoku had hesitated—he didn't want to waste them on a simple test.
Other factions also had fragments or full coins.
Some had tested them… and they truly resurrected the deceased perfectly.

Who had brought back Gol D. Roger?
"Notify Garp. Get to Sabaody Archipelago immediately and capture Roger before he gets too strong."
"Lock him in the Demon-Sealing Tower."
Sengoku issued the order to the reporting marine, his tone deadly serious.

there was still one undeniable truth:

The Navy's Main Family was now independent.

A corruption lord who ruled the first layer of hell: Purgatory.
He commanded undead and yaksha minions.
Just like the Soul Harvester, his drops included many rule-based items, a massive amount of reward points,
and his exclusive drop: the [Yaksha Set].
But more importantly—
The Purgatory Map granted access to a new quest:
Collect 100 monster shards to forge a portal to [Arad Continent], also known as the New World, and unlock the level 19 cap.
"The New World…"
Sengoku took a deep breath.
He recalled information from G-8 Fortress's Vice Admiral Jonathan,
who had accidentally connected with players from the Ninja World and leaked this info.
Right now, top-tier players could easily wipe out what used to be the strongest in the One Piece world.
And they were still only first-tier.
Once they advanced to Tier 2,
their power would leap again—
enough to casually squash Tier 1 players like ants.
Whoever seized the initiative in reaching Tier 2 would dominate resource access in the New World.
"Jonathan said no one in the Ninja World has reached Tier 2 yet?"
This was delicate.
The Ninja World's game progress was slightly ahead of theirs.
If a conflict broke out, things could spiral out of control.
"The ninja who contacted Jonathan is the leader of a faction called [Dawn]."
Tsuru recalled and explained further:
"Unlike us, their world is filled with balanced powers—villages of similar strength."
"They constantly monitor and sabotage each other to stop anyone from reaching Tier 2."
Any time a player tried to complete their Tier 2 quest, enemies from rival villages would move in to stop it.
"So that's it…"
Sengoku narrowed his eyes.
"The Dawn leader deliberately leaked the info to make us break their deadlock."
Makes sense.
If a Four Emperor or the Revolutionary Army tried to Tier up,
the Navy would absolutely go all-in to stop them.
Mutual distrust among factions meant it was near impossible for anyone to ascend.
And that…
was a massive waste of reward points.
"Purgatory and the Death Island are exclusive mini-maps for our world," Tsuru added.
"But the Arad Continent is a shared global map."
"Dawn wants to partner with us as mercenaries—to help their players reach Tier 2."
Bringing in outside help was the best way to break a stalemate.
Sengoku nodded but replied with a grim expression:
"Pretend to agree. Get more intel. But until the Navy has its own Tier 2 player—
no world, no faction, no one can be allowed to reach it before us."
Even internal allies in the One Piece world required caution.
Foreign powers? Even more so.
If Arad was truly a shared world,
that meant those otherworld players might have ways to show up in One Piece territory too.
If their power level was close, there was room for diplomacy.
But if One Piece World was discovered and invaded by vastly stronger realms—
the Navy, as the strongest native force, would be hit first and hardest.
This was war.
Not just faction war, not even just world war—
but a cosmic war.
Sengoku's stomach twisted.
If he got it wrong, he wouldn't just go down as a disgrace to the Navy—
he'd become a criminal to the entire world.
Extreme caution was the only path forward.
