You could simply demand that I and Kushina leave Konoha right now—I wouldn't refuse. However, if I ever find out later that Danzo still took Naruto away, I will destroy Konoha without hesitation.
"So now the opportunity to make me leave Konoha is right before you. Will you seize this chance or not?"
Hiruzen stared at Chinya for a long moment, trying to read his thoughts.
To be honest, he didn't want Chinya to leave Konoha. Rather, he wanted Chinya to remain in Konoha forever—though certainly not alive.

Chinya said coldly, "You backstabbers never change. Since Kakashi's willing to be your tool, I'll act like I never had such a foolish disciple. Tell the Third if he doesn't want me leaving Konoha, tell Kakashi not to show his face to me again—otherwise, I'll take back everything I've given him!
Since the Third doesn't want me leaving Konoha, I'll say this once more—I'm done playing your games. As long as everyone leaves me in peace, I'm still a Konoha ninja.

Hiruzen Sarutobi vowed to Chinya, "On the honor of the Hokage, I swear that no one in Konoha will harm Kushina Uzumaki and Uzumaki Sōnagi!"
However, Chinya showed no intention of letting go.
Unwilling to see an old friend die before his eyes, Hiruzen compromised, "As long as you don't tell Naruto about his origins, I'll allow you to interact with him to some extent—provided you check in with me first!"
Chinya stopped tightening his grip around Koharu Utatane's neck.
Determined at all costs to kill Koharu Utatane, Chinya was somewhat surprised that Hiruzen would go this far just to protect her.
