Once the panel's notifications stopped scrolling, "Nara-Raikage" focused his attention on the only two S-rank jutsu he had acquired.

Keisuke was surprised by the jutsu's effect. He recalled the contents of the scroll, noting that the technique required a strangely-shaped piece of equipment to function.
'Well, I thought it was magic, but it turns out to be technology. And black-market tech at that... For an individual, its value is far less than the Flying Thunder God Technique. But from a faction's perspective, its strategic value is almost on par with it.'
Of course, that was only when comparing it to the original Flying Thunder God. When compared to Minato's modified version, which could even teleport a Tailed Beast Bomb, this jutsu couldn't even touch its shadow.

This jutsu was used to create a dense, black storm cloud that could be used as a defensive barrier or to fire lasers at the enemy. He also noted the [Storm Release Chakra Creation Method] scroll. Unfortunately, Storm Release was a fusion of Water and Lightning, and his main body didn't have a lightning affinity. The scroll was useless to him, except as a piece of research.
'My main body can't use it, but in my current 'Raikage' state, I can at least play around with it... but my chakra is limited, I can't waste it.'
Kumogakure's collection of Storm Release jutsu was fairly complete, from S-rank down to B-rank. In contrast, their other "Lava Release Chakra Creation Method" was a completely different story. Unlike his own, which created magma, Kumo's version was likely stolen from Iwa. It was a little-known fact that Iwa had not only an Explosion Corps, but also a Lava Corps. Their version of Lava Release didn't create magma, but "lime." Kumo's scroll included this "lime" version, as well as a "rubber" version.

He thought back to his own Lava Release. 'What's even more special is that the chakra ratio for Fire and Earth is identical in all of them...'
If the ratio was the same, but the output was different, he could only think of one possibility. The base techniques used for the fusion were different. Even with Earth Style, there was a difference between a "soft" jutsu like [Swamp of the Underworld] and a "hard" jutsu like [Earth Spear].
'This is the real reason! When they performed the initial nature transformation, they were already on different paths!'
This discovery was a massive breakthrough. He had been stuck on his own Yin + Earth fusion, unable to find the precise ratio. It now seemed he had found the real solution. 'But... this is a job for my main body.'
He continued to scan Kumo's collection.

This was the Third Raikage's signature jutsu. Keisuke had assumed it was a fusion with another nature, but it turned out to just be Lightning Release combined with a simple, non-elemental Cursed Seal, which added a "binding" effect. He was far more interested in another, more famous B-rank technique.

This was it. This B-rank jutsu was the true core of Kumogakure's entire combat philosophy. All of their top-tier ninja's fighting styles were built upon it. Its effect was simple and brutal. Normally, a ninja without a lightning affinity couldn't use it.
But... who said he didn't have an equivalent?
'Kumo's jutsu uses lightning to boost nerve reflexes and activate cells. But Tsunade's [Body Pathway Derangement] is a Yang Release jutsu that turns chakra into electricity to disrupt the nervous system! He was, however, interested in their "Cloud-Style Swordmanship" scrolls, as he'd been wanting to improve his own skills.
After browsing everything, he confirmed his suspicions. From the real Third Raikage's perspective, almost none of this loot would have been effective against the "Shadow of Darkness." The only useful items were the Heavenly Transfer Technique, the Storm Demon Dragon, and the Amber Purifying Pot.
'In that case... it's best to declare peace with Konoha!'
And so, with the rest of Kumogakure completely unaware, their "leader," the Third Raikage, had just made a strategic decision to end the war.
