"I want you to talk with the caravan and arrange for our people to infiltrate alongside them," said the Third.

Since the Uchiha controlled the Military Police, they might as well let the Hyūga set up a scouting unit.

Uchiha Ryo repeated again.
Inside the room, both Akaba and his clone couldn't resist standing up to peek outside.
"This kid has potential—he's even bolder than The Third!"
