It is imaginable that if Tobirama were still the Hokage, Kazuki, even as Kagami's son, would likely not have had such an environment to grow up safely.
Even if Kazuki had become Tsunade's disciple, it would have been no exception. Tobirama would never miss any opportunity to target the Uchiha.

Kazuki sighed helplessly. "Initially, I thought Danzo would team up with Fugaku. Now that Fugaku controls the Land of Water, Danzo doesn't seem to have any intention of going to the Land of Water."
"I originally wanted Danzo to gather all the individuals secretly opposing Konoha, but from the current situation, it seems Danzo hasn't taken on this responsibility well. Indeed, those who can't make it to the big stage will never make it."
Tobirama's expression turned cold. He felt that Kazuki had dissed him. After all, Danzo was his disciple.
If Danzo was incompetent, didn't that mean he, the teacher, was incompetent?
