Vol 1: Preparation is finished and vol 2 will begin in some time. Use this chapter to tell me your thoughts, tell me if you want something added or tell me what you think could be better.

I picked these three because they're a bit on the evil side and wouldn't question Tomura's thought process and morality.
Like I said before, he's not a bad person, but he's not good either. He is a "do want it takes" type of character.
He will absolutely do whatever it takes to make sure his people have a place to feel safe. This fic is a kingdom building fic, and it will have a lot of political content with a lot of action of course.
Tomura will function a lot like Rimuru. If you've read the tensura novels, you know the other kingdoms can't leave tempest alone.
Tomura will not be antagonistic, but reactionary. He won't actively go out and harm people, but if you try to harm his people, he will return it tenfold.
Vol 2 is called Genosha. As it will be the raid of Genosha. After the raid, a lot of kingdom building and political activity will take place. There will be action, but not a lot, as the era of superheroes has only just began, with the Fantastic Four being the first superhero team along side the X-Men.
Vol 2 will probably be 30+ chapters.
Vol 3 of called Superhero era, which will be one of the longest Volumes. It will follow the MCU movies with some comic book elements. The superhero era will end at Endgame, and after that, Vol 4 will be the Krakoa/Cosmic Era.
And Tomura still has Xorn's mutant ability. Who should he give it to?
