"What insolence!" an old man shouted, pounding his fist on the table.

Yamabuki Haruto ignored him completely, his eyes locked on the Great Sage. "We will not be your dogs, nor will we be the dogs of the five nobles. We are the Gotei 13, a force created to protect Soul Society from threats both external and internal. Our loyalty is to the stability of this world, not to the whims of its self-proclaimed rulers."

Yamamoto's spiritual pressure flared again, a searing heat that made the air shimmer. The sages instinctively recoiled, their faces paling.

"Our conditions are far simpler," Yamabuki Haruto continued, "and they are non-negotiable. First, the Gotei 13 operates autonomously, under the command of Captain-Commander Yamamoto Shigekuni. We will receive orders from no one else."

"Second, the Gotei 13 will be funded by all the great noble families of Soul Society. The amount will be determined by us, and will be based on the needs of a proper military force, not on charity."

"Third, we will establish an academy to train the next generation of Shinigami. Enrollment will be based on talent and spiritual pressure, not on noble blood."

"Fourth, the selection of Captains and Vice-Captains will be done by the Gotei 13 itself. We will select the most capable to lead, not the most well-connected."

"And finally," Yamabuki Haruto leaned forward, a genuinely menacing smile on his face. "The Central 46 Chambers will continue to exist, but you will do so as a civilian governing body, with no military command. Your purpose will be to uphold the laws of Soul Society, not to use them as a shield for your own incompetence. If at any point you try to interfere with the military affairs of the Gotei 13, you will be replaced."

"And to ensure you understand the gravity of our position, Captain-Commander Yamamoto has a message for you."

Yamamoto stepped forward, his spiritual pressure engulfing the room completely. It was not a physical attack, but a suffocating mental assault that crushed their will. The old men and women on the dais looked like small, pathetic insects under the heel of a giant.

"If you do not accept these terms," Yamamoto's voice was a low growl, "the next time a Hollow horde appears... do not expect us to come."

The threat was clear. It was a choice between accepting the Gotei 13 on its own terms or facing the destruction of Soul Society. The silence in the room was deafening. The Central 46, for the first time in their existence, had been completely outmaneuvered and intimidated.

After what felt like an eternity, the Great Sage, trembling uncontrollably, finally managed to speak.

"We... we accept. The Gotei 13 will be recognized as an official organization, under your command."
