Robert David watched as his subordinates nervously avoided his gaze. He was fortunate he hadn't ordered them to go to the consulate to arrest William Devinshire. He had a feeling that if he had given such an order, a large group of them would have resigned on the spot. Robert David felt a surge of annoyance and spoke angrily to Deltoro.

"Immediately issue a ban on William Devinshire, prohibiting him from ever entering Montenegro again. Put him on the list of persons permanently unwelcome in this country."

"Alright, I'll have it done. It would be best to send that man away at dawn. If he stays any longer, he'll only cause us more trouble. Chief, we have 43 dead today, most of them mercenaries. If their associates come looking for revenge, it will be a nightmare. We can't count on being lucky enough to avoid civilian and tourist casualties every time."

Deltoro didn't want William in his jurisdiction for a second longer. He couldn't wait to send the man away; the thought of actually trying to arrest William Devinshire was out of the question.

He recalled how, after killing 43 people, William Devinshire had casually sipped whiskey and chatted with a few of Deltoro's colleagues, his expression as nonchalant as if he had merely stepped on a few bugs.

When he fired, he intended to kill, and he even tortured their leader to get information—the mastermind's identity, Deltoro imagined. And after he got what he wanted, he'd thrown the man from the 7th floor.

In Deltoro's eyes, William was a devil who killed without batting an eye, a methodical monster. He certainly didn't believe the official story that the leader had jumped from the building on his own.

The mere thought of the gangster being thrown from that height made Deltoro break out in a cold sweat. A chill ran up his spine, and he imagined he felt the same terror as the people who had witnessed the gruesome scene.

*Get William Devinshire out of here immediately.* Once the thought took root, Deltoro didn't want to waste another second. He had to get rid of that walking disaster.

As long as William Devinshire left Montenegro, whatever happened next wasn't his problem. In fact, it would be for the best if William hunted down and killed the mastermind himself. Then no one would come looking for trouble over what happened tonight.

Deltoro was startled by his own thoughts. Then again, he reasoned, *don't blame me for thinking it. Blame them for messing with a killing machine like William Devinshire.*

Besides, William had eliminated over forty gangsters armed with AKs in under ten minutes. If any of them had escaped, who knows what kind of trouble they would have caused.

When Director Robert David heard Deltoro's suggestion that someone might come seeking revenge against William Devinshire, he was instantly terrified. But then he considered it: if over forty men couldn't take William down today, whoever came next would need hundreds. Who would dare?

But if hundreds of men *did* come, they would tear entire streets apart. "Damn it, send him away!" Robert David exclaimed. "Get William Devinshire out of Montenegro! Del, you go to the foreign affairs department. Give them the news."

"Tell them this group's associates are planning to come to Montenegro to find William Devinshire. If they don't want our cities torn apart, they'll get him out of the country by tomorrow."

Deltoro immediately saluted Robert David. "Understood, Chief. I'll report the information we've 'just received' to the foreign affairs department."

"I'll tell them hundreds of men are preparing to descend on Montenegro to retaliate against William Devinshire, and demand that the foreign affairs department expel him immediately. Thank you, Chief. I'm on my way now."

Robert David was taken aback by the 'hundreds of men' Deltoro had just invented, but he knew that if this was reported, the people at the foreign affairs department would be terrified. And their fear was exactly what he wanted.

When Deltoro reported his fabricated intelligence, the Montenegrin Foreign Affairs Department panicked. With a total population of only 600,000, the country couldn't handle an invasion of mercenaries looking for trouble. The police certainly couldn't be expected to stop them. The next morning, while he was still sleeping, William was awakened by a staff member from the English consulate. He was informed that he had been expelled by Montenegro and had to leave the country that very morning. He was now permanently barred from re-entry.

*Damn it,* William thought. *They're kicking me out? I'm the victim here!* And no one had even considered compensating him for his losses.

He had saved hundreds of people in that hotel last night! The young consulate staffer was astounded by William's audacity. *This man has a real talent for foreign affairs,* the staffer thought. *I've worked in this department for a long time, but I've never met anyone as shameless and cold-blooded as William Devinshire.*

He briefly considered suggesting a transfer for William Devinshire to their department.

But he quickly abandoned the idea. The man was a walking disaster, and it was better not to invite that kind of trouble into his own life.

And so, before he even had a chance to eat breakfast, William was escorted away by staff from the foreign affairs department, bound for Switzerland.

William boarded the plane, thoroughly annoyed. Just a day ago, he had been considering buying or building a large house in the mountains here to use as a vacation home.

Now, that was impossible. He had been listed as a permanently unwelcome person and could never return to Montenegro without special approval.

They had even prepared a charter flight for him, heading directly to Switzerland. Montenegro clearly didn't want him on their soil for a moment longer; they were willing to spend ten thousand dollars just to get rid of him.
