Just as Ophelia had suspected, Leon never had any ambition to rule Earth. This wasn't due to a lack of ambition, but because Earth's population was simply too small to provide him with enough faith.
The planet's purpose was merely to supply him with orphans during the initial stages when his faith was weak. He needed to gather and nurture them to build a kingdom of God similar to Asgard, but on a more expansive scale.
