Chapter 27 - Chen Tian's New Hope Plan

In Chen Tian's private arcade, neon lights cast a psychedelic glow in the dim space.

Tony paced back and forth agitatedly, his dress shoes tapping a dull rhythm on the specially designed floor.

"Jarvis, turn off the music!" Tony suddenly yelled, and the rock music playing in the background abruptly stopped.

He turned to Chen Tian, who was sitting in front of a massive virtual screen, "Now, explain what you meant by that statement in the elevator today? What do you mean, 'Do you want to see S.H.I.E.L.D.'s collapse?'"

Dr. Banner pushed up his glasses: "Tony, calm down..."

"I am calm," Tony retorted, but nanoparticles were already flowing restlessly on his wrist, "I just want to know what grand scheme our great strategist is planning now."

2B stood quietly in the corner, while Natasha leaned against the bar, her fingers lightly tapping the edge of a glass, a faint smile playing on her red lips.

Chen Tian slowly put down his game controller and turned to face everyone.

"Everyone," he snapped his fingers, and the arcade's main screen immediately switched to a 3D structural diagram of S.H.I.E.L.D., "Let's play a game—it's called 'Find HYDRA.'"

Tony stopped pacing: "Ha! I knew it!" He quickly walked to the screen, "So today you agreed to let Rogers join..."

Banner frowned: "Wait, are you saying inside S.H.I.E.L.D...."

"Not inside," Chen Tian stood up, his finger sweeping across the holographic projection, and several key locations immediately turned red, "but S.H.I.E.L.D. itself is a carefully cultivated breeding ground for HYDRA."

Tony whistled: "Well, that's... delightfully bad news." He turned to Banner, "Bruce, remember those anomalous data we analyzed?"

Banner's expression turned serious: "Those repeatedly modified mission logs..."

"That's HYDRA cleaning up their mess," Chen Tian sneered, and the projection switched to Pierce's file, "And that amiable Council representative today is the biggest snakehead."

Chen Tian's gaze slowly swept over everyone, and he said with a smile, "Actually, it's more than that." His finger lightly tapped in the air, and the screen instantly switched, displaying surveillance footage from Fury's lab—a cube emitting a faint blue light slowly rotating in a specialized container.

"The real plan is," Chen Tian's voice was low and dangerous, "we're going to leak Fury's research on the Tesseract to HYDRA."

"The Tesseract?" Banner pushed up his glasses, his brows tightly furrowed, "What is that thing?"

Tony suddenly turned, his eyes fixed on the blue cube on the screen: "Wait... isn't that the energy source Red Skull was looking for during World War II? How did Fury get his hands on it?"

Chen Tian gave Tony a meaningful look: "Because your father found it, Tony. Howard Stark discovered this Tesseract by accident while salvaging Captain America in the Arctic Ocean."

Tony's expression froze: "My father... never mentioned this."

"Of course not," Chen Tian said softly, "It's one of S.H.I.E.L.D.'s top secrets. What's interesting is..." He pulled up an encrypted file, "HYDRA's Alexander Pierce knows S.H.I.E.L.D. has this treasure, but for over seventy years, they haven't been able to find its exact location."

Natasha put down her glass, a sharp glint in her eyes: "So you want to..."

"HYDRA wants us to play on their chessboard, but I refuse. I want to change the chessboard!" Chen Tian's smile gradually widened, "I want HYDRA to know where this Tesseract is, then send the Winter Soldier to steal it, and Steve..."

Chen Tian's finger lightly swiped across the holographic projection, and the screen immediately switched to a comparison chart of Steve and Winter Soldier's files.

He smiled like a fox who had stolen food: "When Steve discovers that the enemy he's desperately trying to stop is actually his best friend whom he thought had died long ago—"

Tony suddenly snapped his fingers: "Oh! That scene will be spectacular!"

He gesticulated excitedly in the air, "Captain America versus the Winter Soldier, and then he finds out it's Bucky Barnes? This plot is more thrilling than a Hollywood script! Wait, how do you know the Winter Soldier is Bucky Barnes?"

Chen Tian shrugged, "Do you think there's any intelligence that can be hidden from these two super intelligences when Jarvis and 2B work together?"

Tony laughed heartily, "Well done."

Chen Tian's finger lightly swiped across the holographic projection, and the screen immediately split into three sections: on the left was Bucky Barnes's action route map, in the middle was Steve Rogers's psychological analysis model, and on the right was the distribution map of HYDRA members within S.H.I.E.L.D.

"The plan is simple," Chen Tian's voice carried the calm confidence of someone with victory in hand, "We just need to show the right thing to the right person at the right time."

Tony stroked his chin, his eyes sparkling with excitement: "Let me guess... After Bucky steals the Tesseract, Steve, that good old guy, will definitely go easy on him because he recognizes him as Bucky."

"Not only that," Chen Tian lightly tapped the projection, and the screen switched to S.H.I.E.L.D.'s database interface, "I've already had 2B implant a special program into S.H.I.E.L.D.'s system. When Steve pursues Bucky, he'll 'accidentally' hack into an encrypted terminal..."

Natasha raised an eyebrow: "And then see what?"

"The truth." Chen Tian's finger swept through the air, and dozens of classified documents marked 'HYDRA' immediately appeared on the projection, "Including Pierce's true identity, the list of HYDRA members within S.H.I.E.L.D., and..." He deliberately paused, "the complete archives of the Winter Soldier project."

Banner gasped: "You're going to turn S.H.I.E.L.D. completely upside down."

Chen Tian chuckled at that: "This is just the beginning, Dr." His eyes sparkled with a dangerous glint, like a spider weaving its web, "The game has just begun, and the climax is yet to come."

He snapped his fingers, "Once HYDRA gets the Tesseract, they'll surely be eager to use its power."

The corners of Chen Tian's mouth curved into a cunning arc, "And at this point, our dear Mr. Tony Stark needs to make an appearance."

Tony raised an eyebrow: "Oh? There's a part for me?"

"Exactly." Chen Tian nodded, "I've already arranged for the Arbitrators to reach a 'strategic cooperation' with S.H.I.E.L.D. As a gesture of goodwill, we will gift them an old version of the Arc Reactor to provide high-quality clean energy for their S.H.I.E.L.D. building."

Tony suddenly stood up, "Wait, you're going to give an Arc Reactor to those snake-in-the-grass bastards?" His voice was filled with disbelief, "Are you crazy? Even if it's an old one, that thing's energy output is enough to flatten half of New York!"

Chen Tian unhurriedly raised his hand to signal him to calm down: "Tony, sit down."

"No, this time you have to explain it clearly to me." Tony stubbornly stood his ground, "Do you know what HYDRA will do with that reactor? They can use it to—"

"—to fully activate the Tesseract." Chen Tian finished his sentence, his tone suddenly becoming serious, "That's exactly what we want."

Banner pushed up his glasses, his brows tightly furrowed: "Wait, are you saying... deliberately let them activate the Tesseract?"

Tony's expression shifted from anger to confusion: "You'd better explain yourself, Chen. Because right now it sounds like you're helping our enemies."

Chen Tian stood up and walked to the holographic projection.

He gently waved his hand, and the projection transformed into a 3D map of the Potomac River bank in Washington D.C. and the Malibu coast, with Arbitrator Tower and S.H.I.E.L.D. Headquarters marked in prominent red.

"The Tesseract requires immense energy to be fully activated," Chen Tian explained, pointing to the two locations, "If they try it in Arbitrator Tower, we have absolute control. But that would be too obvious; HYDRA wouldn't fall for it."

Tony narrowed his eyes: "So you're deliberately giving them a seemingly safe testing ground..."

"Exactly." Chen Tian nodded, "S.H.I.E.L.D. Headquarters has sufficient protective measures, and HYDRA has completely infiltrated it, so they will think it's safe enough. More importantly—" His finger swept across the map, showing the evacuation routes of the surrounding areas, "—we can evacuate civilians beforehand and control the battlefield to the smallest possible extent."

Banner suddenly understood something: "And if they choose to activate it elsewhere..."

"The consequences would be unimaginable," Chen Tian replied seriously, "Think about it, if they activate the Tesseract in Times Square or Central Park..."

Tony's frown deepened, "Wait, let me get this straight..." He paced back and forth, "You're saying we not only let HYDRA steal the Tesseract, but we also provide them with the energy to activate it? This sounds like playing with fire!"

Banner's eyes behind his glasses flickered with worry: "Chen Tian, this plan is too risky. Once the Tesseract is activated, the consequences might be beyond our control..."

Natasha also frowned: "And Steve will be greatly affected by this. Are you sure you want to use his trust and feelings in this way?"

Chen Tian leaned against the arcade machine, a cunning arc forming on his lips.

He snapped his fingers, and the holographic projection immediately switched to real-time footage from major news outlets.

"Everyone, just imagine..." His voice was low and persuasive, "When S.H.I.E.L.D. Headquarters suddenly erupts in an energy storm powerful enough to destroy half of Washington, when the public witnesses with their own eyes that the security agency they trust is actually serving HYDRA..."

Tony suddenly stopped pacing, his eyes wide: "Oh! I get it!" He abruptly turned to Chen Tian, "You want to completely destroy S.H.I.E.L.D.'s image in the public eye!"

"Not only that." Chen Tian's eyes glinted shrewdly, "When the World falls into panic, when people discover that even Captain America was kept in the dark..." He slowly walked towards the projection, and the screen switched to promotional footage for the Arbitrators, "That's the perfect time for our magnificent entrance."

Banner gasped: "You want the Arbitrators to replace S.H.I.E.L.D.'s position?"

"No," Chen Tian shook his head, "it's about rebuilding order." His finger swept through the air, and the projection displayed a meticulously designed rescue plan, "When the explosion occurs, our rescue teams will be on site immediately, our medical teams will treat the injured, and our defense systems will protect civilians..."

Natasha narrowed her eyes: "And all of this will be broadcast live globally?"

"Of course." Chen Tian smiled, "I've already had Jarvis prepare a global media synchronization system. When S.H.I.E.L.D.'s building collapses in the energy storm, the whole World will see the Arbitrators' symbol shining above the ruins."

Tony suddenly burst out laughing, patting Chen Tian on the shoulder: "My God, that move of yours is too vicious! Not only did you destroy HYDRA's lair, but you also reaped a wave of public support!" But his smile quickly faded, "However... Steve's side..."

Chen Tian's expression became complex: "This is a necessary sacrifice." He pulled up Steve's psychological analysis model, "Captain Rogers's beliefs need a complete collapse to see the truth clearly. When he discovers that the organization he trusted most betrayed him, when he finds his closest friend has become an enemy..."

"He will break down," Natasha said softly, a flicker of unwillingness in her eyes.

"And then be reborn," Chen Tian continued firmly, "Only after experiencing such a blow can he truly stand with us. Think about it, when Captain America publicly exposes S.H.I.E.L.D. becoming HYDRA's shield, when he announces joining the Arbitrators in a global live broadcast..."

Tony whistled: "That scene will definitely be shocking."

Chen Tian suddenly chuckled, his finger gliding across the holographic projection, the screen switching to real-time monitoring of major cities around the globe. His eyes gleamed with almost fanatical light, and a dangerous curve appeared at the corner of his mouth.

"Imagine that scene," his voice was low and magnetic, as if telling a fascinating fairy tale, "When S.H.I.E.L.D.'s building collapses in a blue energy storm, when those politicians in suits flee in panic..." He snapped his fingers, and the projection immediately played a simulated scene, "And at this very moment—"

The screen switched to the Arbitrators' rescue team descending from the sky, their Arbitrator uniforms shining brightly in the firelight.

Chen Tian's voice gradually rose: "Our medical pods land precisely next to every injured person, our energy shields protect innocent civilians, our battle suits search for survivors in the ruins..."

Excitement began to flicker in Tony's eyes, and Chen Tian turned to him. The moment their eyes met, it was as if electricity flashed between them.

"At that time," Chen Tian's voice was like a devil's whisper, "people all over the World will understand a cruel truth—" He paused deliberately, letting silence spread in the room, "The so-called government agencies are never absolute justice."

Natasha's wine glass stopped at her lips, her red lips slightly parted. Dr. Banner's glasses slipped to the tip of his nose, but he forgot to push them back.

Chen Tian slowly walked to the center of the room, the light and shadow of the holographic projection casting unpredictable colors on his face: "And when they desperately search for support..."

His arms suddenly spread wide, and the Arbitrators' symbol in the projection bloomed with dazzling light over the virtual ruins, "The only ones truly worthy of trust are the Arbitrators, who are not controlled by any country or any political force!"

Tony suddenly burst into laughter, clapping his hands and standing up: "Excellent! This is absolutely the craziest plan I've ever heard!"

His eyes gleamed with the same fanaticism as Chen Tian's, "At that time, let alone resources, governments around the World will be begging us on their knees to take over the global defense system!"

Chen Tian nodded elegantly, tapping his finger, and the projection switched to a future simulation: "At that time, no matter what crisis the World encounters," the Arbitrators' fleet in the image deployed defenses all over the World, "they will provide us with everything we need at the first instance—funds, technology, talent..." His smile widened, "And even, absolute command."

Dr. Banner finally found his voice: "This... this is equivalent to establishing a new World order..."

"No, Bruce," Chen Tian shook his head, his eyes suddenly becoming incredibly serious, "This is saving a World that the old order cannot protect." He walked to the window, looking at the city lights in the distance, "When the next major war comes, we will no longer miss opportunities due to bureaucratic bickering; when incidents like the Monaco incident occur, we will not delay due to mutual suspicion among governments..."

Tony suddenly fell silent, lost in thought: "So this is your true purpose... to break down the barriers between nations."

Chen Tian turned around, the moonlight outlining his slender silhouette behind him: "Think about it, Tony. A truly global defense system, a rapid response mechanism free from political interference..." His voice carried an undeniable firmness, "This is the only way for humanity to survive in the face of cosmic threats."

The room fell into a brief silence, with only the faint hum of the holographic projection. Natasha slowly put down her wine glass, her red lips slightly parted: "You know this is tantamount to challenging all existing international laws..."

Chen Tian was silent for a moment, looking deeply at Natasha. The blue light of the holographic projection cast flickering shadows on his well-defined profile, making him appear both mysterious and dangerous.

"Nat," his voice was a little hoarse, "You and I went through the New Mexico incident, where that artifact from the sky almost triggered a global energy storm." He slowly walked towards her, his eyes fixed on her delicate face, "That time there were also Frost Giants from Jotunheim, who almost froze the wilderness in that area into glaciers, not to mention the big explosion caused by Mephisto. If that explosion had happened in New York or other major cities, what do you think the consequences would have been?"

Natasha's red lips pursed slightly, a heavy look flashing in her eyes.

"These incidents, each one of them was enough to destroy a city, and what did government agencies do? They passed the buck, vied for power, and even..." Chen Tian pointed to the holographic projection not far away, the blue light of the Tesseract flickering faintly, "There were even people who wanted to use unknown energy to create weapons!"

A cold flame ignited in his eyes: "Are we always going to be the 'Avengers' who clean up the mess afterwards? Why can't we be the 'Arbitrators' who prevent trouble before it starts?"

Tony clapped softly from the side, his eyes gleaming with approval.

Chen Tian took a deep breath and scanned the group, "I can't guarantee that all countries in the World will join our global defense system, but I know that if we don't do it, when the next crisis comes, we will still be passively responding."

"Therefore, destroying S.H.I.E.L.D. and destroying the World Security Council is a must." Chen Tian looked at 2B and Tony, "Even if I have to bear the title of conspirator, I don't care."

After the meeting, only Chen Tian, Tony, and 2B remained in the game room. The blue light of the holographic projection gradually dimmed, and the lingering warmth of the intense discussion still hung in the air. Tony casually grabbed a bottle of whiskey, poured two glasses, and handed one to Chen Tian.

"Seriously, your plan is pretty ruthless," Tony took a gulp of whiskey, smacking his lips, "But I like it."

Chen Tian took the glass but didn't drink, just gently swirling the amber liquid inside. His gaze fell on the projector, where the holographic image of the Tesseract still lingered, the blue cube glowing faintly in the darkness.

"Tony," he suddenly spoke, his voice low, "This plan has a fatal flaw."

Tony raised an eyebrow: "Oh? Our genius Mr. Chen also makes oversights?"

Chen Tian's finger slid across the holographic projection, and the image of the Tesseract suddenly decomposed and reassembled, revealing a gem emitting a faint blue light inside. "The Tesseract is just a container," he said softly, "It contains the Space Stone—one of the six Infinity Stones."

Tony frowned tightly, "What do you mean?"

With a wave of Chen Tian's hand, the projection screen suddenly switched to a vast starry sky, "In the depths of the Universe, there is a Titan tyrant named Thanos, who has been collecting these Stones." A purple giant sitting on a floating throne appeared in the image, and just his projected image was chilling.

"Then we shouldn't carry out this plan!" Tony shouted excitedly.

"It's too late. When Fury was studying the Tesseract, he announced to the entire Universe that 'the Infinity Stones are here with us'," Chen Tian sighed, leaning back in his chair.

"So, I plan to resolve HYDRA and the impending cosmic visitors at S.H.I.E.L.D.'s location, all at once."

Tony's pupils suddenly constricted, and the wine glass in his hand almost slipped. He stood up abruptly, pointing at Thanos's projection.

"Wait, you mean—" His voice trembled slightly, "We're not only dealing with HYDRA, but also fighting an alien army at the same time?"

Chen Tian gently swirled his wine glass, a mysterious smile playing on his lips: "Yes, Tony. We also have to deal with Thanos's vanguard, the Chitauri."

2B calmly added: "According to our intelligence, Thanos will not come to Earth personally. Because..."

"Because of Sorcerer Supreme Gu Yi," Chen Tian interjected, drawing a line in the air, and the image of a bald female figure in yellow robes appeared in the projection, "She is the Guardian of Earth, an existence even Thanos dares not easily challenge."

"When the Chitauri army descends through the portal opened by the Tesseract," his voice was terrifyingly calm, "the whole World will witness two facts—"

The projection screen split into two: on one side, the S.H.I.E.L.D. building collapsed in blue energy, and HYDRA Agents fled in panic; on the other side, the Arbitrators' battle suit formation confronted the alien legion, energy shields protecting the frightened civilians.

"First, existing government agencies are not only corrupt and incompetent, but have also brought about disaster," Chen Tian's fingers closed, and the screen switched to scenes of panic in major cities worldwide, "Second—"

"Only the Arbitrators can protect humanity when the end of the World comes."

Chen Tian walked to the floor-to-ceiling window, the night view of Malibu spread out before him.

"This is a big gamble," his voice was light, but carried firm power, "But we must make the whole World understand—"

He turned to face Tony, the moonlight outlining his slender silhouette behind him:

"When alien fleets descend, when government agencies collapse, when government armed forces fight among themselves... only the Arbitrators and a global defense network can provide true refuge for humanity."

Tony was silent for a moment, then suddenly burst out laughing. He grabbed the wine bottle and poured a glass for Chen Tian as well, the amber liquid sparkling in the moonlight.

"To our doomsday plan," he raised his glass, his eyes gleaming with a crazy yet clear light.

Chen Tian took the glass but didn't drink. His gaze went over Tony, to the purple giant in the projection.

"No, Tony, it's not the end of the World, but new hope."
