The cops had not given up their search on Snowflake, they had searched every corner of the city, each street had been thoroughly patrolled but they found no traces of him. They knew for sure that he hadn't left the city, so they made their search limited to the city alone.
After everything they did to look for him had resulted to nothing but futile, they decided to take a break after a month and planned on their next approach.
