Chapter 10 - Bubbles and Tsunamis

The aftermath of Rima's tsunami left the waters around what had been Turtle Shell Island in a state of controlled chaos. Debris fields stretched for miles, emergency currents created navigation hazards that would take weeks to chart, and somewhere in the wreckage of his beached flagship, Captain Blackbrine was very much alive and very angry.

"Commander, we're getting distress signals from multiple vessels," Kenji reported, his voice tight with concern. "The geological changes have created underwater obstacles that weren't on any charts. Three civilian ships are taking on water, and one of the supply vessels is trapped in a new sandbar."

Rima stood at the bow of the Justice's Wake, watching steam rise from the settling waters while her mind raced through tactical calculations. Victory against Blackbrine had cost them their element of surprise and possibly their window of opportunity to rescue the missing Marines. Worse, her unprecedented use of geological manipulation had created environmental consequences she was still struggling to understand.

"Priorities, Kenji. Send rescue teams to the civilian vessels first, then coordinate salvage operations for anything that might contain intelligence. And keep monitoring for any sign that Blackbrine survived the crash."

"Ma'am, about that..." Maria's voice carried from the communications station, where she was monitoring multiple radio frequencies. "We're picking up foam bubble formations rising from the wreckage site. A lot of them."

Through her binoculars, Rima could see what Maria meant. The water around the beached Poisoned Chalice was beginning to froth with unnatural foam, and within that foam, shapes were moving with purpose and direction.

"He's creating an escape route," she realized. "Sarah, what's your position?"

Agent Mitchell's voice crackled through the earpiece, distorted by interference from the ongoing electromagnetic effects of the geological disruption. "I'm aboard one of the supply vessels, extracting data from their communication systems. Rima, the intelligence I'm finding... this operation is bigger than we imagined. "Prepared how?"

As the Justice's Wake closed to within fifty feet of Blackbrine's position, Rima made her move. Instead of attacking his foam constructs or trying to disrupt his bubble-based mobility, she reached deep into the ocean and began altering the fundamental properties of seawater itself.

Salt concentration, temperature, pressure, molecular composition—every factor that affected how water behaved became subject to her will. Within a sphere of influence extending hundreds of feet in every direction, the ocean stopped behaving like normal seawater and started responding to physical laws that existed nowhere else in the natural world.

"Impossible," Blackbrine gasped as his foam body began losing cohesion. "You can't change the properties of seawater itself!"

"I can't change the laws of physics," Rima replied, her voice carrying the absolute confidence of someone who understood her powers better than anyone else alive. "But I can create localized conditions where those laws express themselves differently."

The battle's conclusion was as spectacular as it was decisive. Unable to maintain his foam body in water that no longer supported his Devil Fruit's requirements, Blackbrine was forced to resume human form. Once solid again, he became vulnerable to conventional attacks, and Maria's gunnery crew was expert at hitting conventional targets.

"You think this victory matters?" he gasped, floating in the water beside the wreckage of his constructs. "Operation Deep Strike launches in three days, not seven. Your Marines are ready, Commander, and they're going to destroy Marine Headquarters using everything you taught them about loyalty and duty."

Three days. The timeline had been accelerated, probably in response to their attack on Turtle Shell Island. Whatever organization was behind this conspiracy, they were moving to the final phase of their plan before Marine reinforcements could arrive.

"Where?" Rima demanded. "Where are they being held?"

Blackbrine's smile was bitter with the knowledge of his own defeat and the certainty of hers. "Devil's Garden Atoll. But you'll never reach them in time, and even if you do, you'll find that your precious Marines don't want to be rescued."

As Sarah's boat arrived to collect intelligence data and coordinate prisoner transfer, Rima stared out at the debris field that had once been a criminal fortress. They had won a decisive tactical victory, eliminating a major enemy base and capturing one of the conspiracy's key figures.

But they had also learned that their real objective—rescuing the missing Marines—had become a race against time they might not be able to win.

In three days, ninety-seven enhanced Marines would either be returned to active duty or launched against Marine Headquarters in an attack that could destabilize the World Government itself.

The tide had turned in their favor, but the storm they were sailing into was far from over.
