They exist to be used as a weapon—preferably against the Wyrm, or against the condominium manager, whatever. At least that's what the Ghost Council believes, this sect of werewolves who discovered that spiritual gossip can also be considered ancient wisdom.

The galliards of the Ghost Council are masters of two things:

Speaking at the right time.

And, above all, keeping their mouths shut when it suits them (something no other werewolf storyteller can do, because they usually open their mouths and spew three-hour-long mythology).

This mysterious demeanor inspires you, even if you've never met one of them in person. You basically idolize them like a teenager who follows a TikTok coach without understanding anything.

But of course, you can't just walk in and say "accept me." First, you have to prove your worth to the Council's Spirit Patron: the great coiled dragon. He's been called Pita-skog by Black Tarn, and Cernunnos' Serpent by Clay. To you, he just sounds like a mythological lizard that eats people.

Detail: none of your former packmates trust them.

Scarper, for example, swore that the Council members came from a lineage of Garou who dug too deep into the Earth (like Vale miners), discovered forbidden secrets, and, as a bonus, fried their brains in the process.

In other words: either you gain cosmic wisdom... or you get a lifetime incarceration in the spiritual sanatorium.
