"Our men can't track him down? Where is he now?"

Reiju replied again.
"So young, yet strong enough to defeat Chinjao… Even if the man is old now, his strength is far from weak."
Hearing this, Reiju hesitated, then spoke carefully.
"Father, should we act? By your reasoning, we must find him before the Marines do.
But given how things look, his grudge with the Donquixote Family must be deep. If we were to bring him in, it might spark conflict between us and Doflamingo."
"Perfect. We'll just take over his business."
Judge responded instantly, betraying how long he had coveted the lucrative arms trade.
"Send someone to observe him. And if the Marines issue a bounty, inform me at once."
After a pause, Judge decided to wait and see.
Doflamingo would not ignore such a threat. He wanted to know what move the Heavenly Yaksha would make.
"Yes, Father!"
Reiju nodded.
As the eldest child, she handled most of Germa's affairs—this matter was no exception.

"The Marines are on us again!"
Robin raised a hand, pointing at the distant sea.
A dozen warships were charging toward them.
Dunn leapt skyward, and in a blaze of fire conjured a colossal wall of flame across the waves.
The fire roared and spread as he landed back on deck.
"Let's go!"
With a burst of fire propelling the ship forward, its speed surged. Robin calmly extended a dozen arms across the deck to anchor herself.
She was used to this now—it happened often.

"Stop!"
On the lead Marine warship, a desperate shout rang out.
The fleet slowed abruptly, halting before the flaming barrier spanning the sea.
The towering wall of fire completely blocked their advance.
"Again!"
The Beihai branch rear admiral leading the pursuit stared at the flames, utterly helpless.
"Request reinforcements!"
He gave the order at once.
This scene had played out several times already.
He could tell the enemy did not intend to kill them.
But in Beihai, islands were being destroyed one after another. He could not just stand by.
Not with orders from the World Government in hand.
The trouble was, they simply couldn't catch up.
Even if they did, a clash would bring heavy casualties.
That was why, though he chased fiercely, he never managed to engage.
The truth was simple—this man's speed was too great. They were always a step behind.
Resigned, he picked up the Den Den Mushi, sending out the usual call for reinforcements. It was, in truth, also a way to shift responsibility.
This time, however, instead of reporting through the Government, he contacted Marine Headquarters directly, using his branch admiral's clearance.
And secured the rare chance to speak with the Fleet Admiral himself.
"Fleet Admiral!"
He stood at once, back straight, voice taut with formality.
"The fire-wielding man has destroyed more than ten islands across Beihai!"
From the Den Den Mushi came Sengoku's voice.
"It's Dunn, isn't it?"
The rear admiral froze.
The Fleet Admiral seemed to know more than he did—even the man's name.
"Fleet Admiral, I don't know his name, but yes, he has destroyed many islands!"
"Those islands—they're tied to Doflamingo, aren't they?"
Sengoku's question made the rear admiral's heart tighten.
"Yes, Fleet Admiral!"
He dared not conceal the truth.
"Suspected to be Doflamingo's munitions factories."
"No wonder. He clashed with Doflamingo before. Now he's taken his fight to Beihai…"
Sengoku's voice carried clear exasperation.
