Quirk: Dimensional Matrix

Description: Dimensional Matrix allows the user to access a higher dimension where the world appears frozen. User is able to move as he/she pleases, as if walking through a world frozen in time. However, the user is not able to interact with any frozen humans due to a strange interference, all other objects are fair game.
Any and all changes within this higher dimension will not affect the physical world once the user leaves.
Once the user has exited the higher dimension and returned to the material world, it will appear as if nothing occurred. The user will have remained in the same location since the moment they activated the Quirk. No time in the material world will have passed while the user is in the higher dimension.
This means that the user may observe their surroundings for any threat/danger while using Dimensional Matrix and react to them accordingly once the Quirk is turned off.
