He is High 8-A or Multi-City Block Level with Deep Blue, full Ultralink and the God killer sword. In the full of his attack power at this point is not that high of a diff against his no power boost form, but he would last way way way longer in a fight.
His body without the powerboosts above is around low 9-B but with a sword and full use of his zero-point energy organ is Jang Geon level (Wild West Murim) or Low 8-C.
