The council chamber of the Hidden Leaf was thick with tension.

"You mistake vigilance for oppression," Tobirama replied evenly. "The Uchiha's nature is driven by emotion. History has proven that unchecked passion leads to chaos."

The words hung in the air like poison. Setsuna's eyes narrowed—his voice trembled with restrained fury.

"So, the Hokage's right hand believes an entire clan should live in chains because of their emotions? Or perhaps because of your fear, Senju Tobirama?"

"Hashirama was an idealist," he replied quietly. "And his ideals nearly destroyed this village when Madara turned against us."

Setsuna's Sharingan gleamed. "Madara sought justice. You sought domination."

The words hit like a blade. Tobirama's voice rose, sharp as steel. "Madara sought power above peace! Do not twist history, Setsuna!"

"And you," Setsuna countered, "twisted peace into tyranny!"

Tobirama's eyes narrowed toward the setting sun outside. "If the Uchiha once again seek a savior in Madara, then they are doomed to repeat history. We cannot allow sentiment to undo what we have built."

"But Sensei," Hiruzen pressed, "what if your policies are fueling their resentment?"

Tobirama's jaw tightened. "Peace requires discipline. A single weak link can destroy everything."

"Do you think Lord Madara will really return?" another asked.

Setsuna's lips curved faintly, though his eyes remained cold. "Even you see it, Lord Hashirama. Your brother's fear will undo your dream."

Hashirama's heart clenched. He turned to Setsuna. "And you, Elder Setsuna—do not let pride cloud your vision. The Uchiha have suffered, yes, but vengeance will only bring ruin."

Setsuna met his gaze evenly. "Then ensure your brother remembers the same, Hokage-sama."

For a long moment, no one spoke. The air was thick with unspoken truths—love, grief, betrayal—all woven into a fragile peace.

Finally, Hashirama sighed. "If this continues, we'll lose everything. Tobirama, I forbid further restrictions on the Uchiha without my approval. Setsuna, I expect your clan to uphold the peace."

Both men nodded, but neither was satisfied.
