Most jutsu were classified as forbidden because they had harsh activation conditions or caused harm to the user's body. The Yang Seal, however, acted on the soul, and its side effects were currently unknown. It required time and extensive testing, which was why it was deemed forbidden.
However, An Yan felt that Tobirama's true intention was likely to prevent this jutsu from falling into the hands of other Uchiha, which could lead to a large number of Mangekyo Sharingan users, upsetting the balance of power within the village and potentially causing internal strife.
Kagami Uchiha was clearly aware of his own clan's nature. He was an extremely calm person, similar in personality to Tobirama, which was why Tobirama favored him.
As the only Uchiha Tobirama acknowledged, Kagami knew what he should and shouldn't do without needing to be told. A simple look from Tobirama was enough for him to understand.
Dealing with the ninja from the other Yin Release clans was even easier. A record of an S-rank mission was enough to satisfy them. They were only there to assist Mito Uzumaki in developing the sealing jutsu, providing information on the subtle connections between Yin Release chakra and the soul.
They didn't know the specific sealing formula. In fact, even if the complex formula were placed in front of them, they wouldn't be able to understand or learn it without years of dedicated research.
Kagami Uchiha was a direct disciple of the Second Hokage and knew some sealing jutsu himself. Coupled with his Sharingan, which allowed him to observe the flow of chakra, and the guidance of Mito and Tobirama, he was able to learn the Yang Seal.
An Yan had witnessed the entire development process of the Yang Seal and was intimately familiar with all the key points, difficulties, and taboos. He had no fear of forbidden jutsu. Besides, the Yang Seal was originally his idea. It made no sense not to use it after it was developed. From his current perspective, the structure of the seal was perfect, with no major flaws.
So, An Yan began practicing it immediately. A round, blood-red mark formed on his forehead, like that of a mythical Buddha.
Mito was a little worried, but only slightly. An Yan was practicing right under her nose. If anything went wrong, she could intervene at any time. At worst, she could use a double seal to seal away the Yang Seal itself.

When An Yan found him, Koken was sparring with a child from the Sarutobi clan. By the age of eight, children from ninja clans had generally mastered some family secret techniques or ninjutsu, gradually widening the gap between them and commoner ninja.
As An Yan watched, the two of them exchanged blows, their fight evenly matched. They occasionally used ninjutsu, reminiscent of the battles between Obito and Kakashi during their academy days.
The children didn't have much chakra and quickly finished their fight after using some jutsu. Only then did they notice An Yan standing nearby.
"Hey, kid, who are you? Who let you in here?"
The Sarutobi child saw that An Yan had no clan crest and instinctively assumed he was a commoner ninja trying to steal their techniques. His tone was immediately unfriendly.
An Yan wasn't one to back down. He didn't respond well to aggression. If the kid was going to be rude, he would be rude right back.
"I'm here to see Koken Uchiha. This has nothing to do with you. Get lost."

The Sarutobi child had a short temper. He rolled up his sleeves and was about to make a move, but Koken grabbed him by the back of his collar.
"Shinnosuke, we just used up a lot of chakra. It's not wise to fight now."
Koken held Shinnosuke back and, after calming him down, turned to An Yan.
"I don't know you. Why are you looking for me?"
"I heard the Uchiha clan's Sharingan is unrivaled. I came to see it for myself."
An Yan made up a random excuse. He couldn't just say he was bored and looking for trouble.
Hearing that An Yan admired the reputation of the Sharingan, Koken's expression softened slightly. As a member of the Uchiha clan, he was used to people bothering him out of curiosity about the Sharingan.
"I'm sorry, little one, but I'm only eight. I haven't awakened my Sharingan yet. You can come back and find me after I have."
Koken was clearly trying to brush him off. Who knew when he would awaken his Sharingan? An Yan didn't have the patience for that.
"If you haven't awakened it, then you haven't. You've used up a lot of chakra and you're not in good condition, so I won't take advantage of you. Seven o'clock tonight, Training Ground 13. I'll be waiting. Let me see if the Uchiha are nothing without their Sharingan."
