Scrutiny reshapes behavior.

At first, it sharpens decision making. It slows impulse. It forces justification where assumption once sufficed. Over time, however, scrutiny also breeds resentment. Not among those who benefit from accountability, but among those who have learned to rely on opacity as protection.

Aria sensed that shift before Marcelo articulated it.

It appeared in tone.

A tightening of language. A subtle impatience creeping into official statements. Phrases that framed oversight not as participation, but as obstruction. Words like "delay," "inefficiency," and "burden."

"They are no longer adjusting," Marcelo said during a briefing that focused less on data and more on atmosphere. "They are pushing back."

Luca folded his arms. "Openly."

"Not directly," Marcelo replied. "Strategically."

Aria listened carefully. Elena sat at her feet, lining up small stones she had collected in the garden, rearranging them when the pattern displeased her.

"How," Aria asked.
