WHY THIS WORKS:

CONTRAST WITH EMPIRE:
The Imperial system taxes income at rates that increase with earnings (punishing success), while noble houses use exemptions and loopholes to pay fractions of what commoners owe. The result: those who work hardest pay the most, while those born into wealth pay the least.

CRITICAL: Vital services (healers, teachers, law enforcement, infrastructure maintenance) are set at Level 5 MINIMUM — above skilled trade, reflecting their societal importance.
THE 20x RULE:
Within any organization operating on Seven Peaks territory, the highest-compensated person may not earn more than 20 times the lowest-compensated person in that same organization.
- If your lowest worker earns 25 gold/month, your highest earner caps at 500 gold/month.
- If you want to earn more at the top, you must RAISE THE BOTTOM.
- This includes all compensation: wages, bonuses, profit-sharing, housing allowances, everything.
- Enforced through the Open Ledger (see Part 6).
WHY 20x:
- Still allows significant wealth accumulation for exceptional contribution.
- Creates a direct mathematical link between top and bottom.
- Makes exploitation structurally unprofitable — you can't squeeze workers without squeezing yourself.
- In the Empire, the ratio between a celestial lord's income and a Ring Eight laborer's is roughly 10,000:1. The contrast speaks for itself.

PART 4: WELFARE — THE CONTRIBUTION MODEL

PRINCIPLE: Nothing in nature gains anything without effort. Dignity comes from contribution. But a society that lets people starve because they can't find work is not a society — it's a machine that discards broken parts.
NO UNCONDITIONAL WELFARE:
- No one receives money for doing nothing.
- No indefinite support without contribution.
- No bureaucratic application process that humiliates people.
THE WORKCAMP SYSTEM:
Anyone who needs to earn — whether newly arrived, between jobs, or starting from nothing — can go to a Community Workcamp and put in a day's labor for a day's pay. Same day. No application. No waiting. No means-testing. No humiliation.
How it works:
1. Show up at any Workcamp by dawn.
2. Register (name only — no background checks, no questions).
3. Receive assignment based on current community needs:
- Infrastructure maintenance (roads, buildings, formations)
- Agricultural work (planting, harvesting, processing)
- Sanitation and cleaning
- Construction assistance
- Material processing and sorting
- Environmental maintenance (forest management, water systems)
4. Work a standard day (8 hours with breaks and a provided meal).
5. Receive payment at the end of the day. Cash. Immediate.
Workcamp pay = Level 2 base wage equivalent (25 gold/month, prorated to daily rate). Not luxury. Enough to eat, find shelter, and survive while you build toward something better.
THE SAFETY NET (for those who CANNOT work):
- Severely disabled: Full community support, no conditions. Assessed by medical practitioners, reviewed annually.
- Elderly without family: Community care homes. Residents contribute what they can (teaching, mentoring, craft work) but are not required to meet labor minimums.
- Children without parents: Community guardianship. Full support, education, and placement with willing families.
- Temporarily unable (injury, illness, late pregnancy, recovery): Medical support from the health pavilion. Workcamp assignment waived until cleared by a practitioner. Support continues during recovery — no gap, no paperwork.
- New mothers/fathers: 60-day contribution waiver after birth.

PART 5: GOVERNANCE — INVERSE VOTING & THE HUMBLE COUNCIL

PRINCIPLE: Traditional voting selects for charisma, wealth, and the ability to make promises. Seven Peaks selects for the absence of objection — the person nobody has reason to oppose.
THE HUMBLE COUNCIL:
Seven Peaks is governed by a council of 9 members:
- 5 civilian representatives (elected by inverse vote)
- 2 sect representatives (appointed by sect leadership)
- 1 military representative (appointed by Commander)
- 1 elder representative (selected by splinter group elders)
The Sect Master holds executive authority but NOT a council vote. The Sect Master can veto council decisions, but only with a public written justification that is displayed on the Open Ledger for all citizens to read. Overuse of veto is grounds for public censure.
INVERSE VOTING — HOW IT WORKS:
Step 1: QUALIFICATION
Candidates for civilian council must meet ALL of:
- Minimum 6 months residency
- Minimum 120 community hours logged (workcamps, community service, or equivalent recognized contribution)
- No outstanding criminal restitution
- Gatehouse intent reading: GREEN (verified at time of candidacy)
- NOT a family member of any sitting council member
Step 2: THE BALLOT
All qualified candidates are placed on the ballot automatically.
You don't campaign.
You don't declare candidacy.
You don't ask for votes.
If you qualify, you're on the list.
Step 3: THE VOTE
Every citizen with 3+ months of residency votes for the people they DO NOT WANT on the council. You can vote against as many or as few candidates as you wish.
Step 4: THE COUNT
Votes AGAINST are tallied. The 5 candidates with the FEWEST votes against them become council members.
WHY THIS WORKS:
- You can't win by being popular — only by being unoffensive.
- Negative campaigning HELPS your opponent (fewer votes against them).
- Loud, ambitious, power-hungry individuals attract opposition.
- Quiet, competent, service-oriented people slip through.
- Combined with the qualification requirement, every candidate has PROVEN contribution before they can even appear on the ballot.
- The gatehouse reading eliminates candidates with hostile intent — a safeguard no real-world democracy has.
TERM LIMITS & COOLING OFF:
- Council terms: 1 year.
- Maximum consecutive terms: 2.
- After serving, a mandatory 1-year cooling period before eligibility.
- During the cooling period, return to your regular occupation.
- No career politicians. Ever.
COUNCIL COMPENSATION:
Council members earn the MEDIAN WAGE of the community. Not the average (which wealthy outliers skew upward) — the median (the exact middle). If the community prospers, they prosper. If it stagnates, so does their purse.
This single rule aligns leadership incentives with citizen wellbeing more powerfully than any oversight mechanism ever devised.
THE RECALL CLAUSE:
Any council member can be removed at any time if 60% of citizens sign a recall petition. No waiting for the end of term. No appeals process. If the community decides you're out, you're out. Today.
This keeps council members accountable every single day — not just during election season.

THE CONTRACT TRANSPARENCY RULE:
All community contracts — construction, supply, services — are publicly bid through the Open Ledger system.

FOR SEVERE CRIMES (attempted murder, child endangerment, treason):

IMPRISONMENT IS A LAST RESORT:
- Confinement is expensive and rarely rehabilitates.
- Most offenders respond better to restitution + community integration than to isolation.
- The goal is always: can this person become a contributing member of the community again? If yes, guide them there. If no, remove them.
NO DEATH PENALTY:
- The state does not kill its citizens. Period.
- Self-defense in the moment is justified. Execution after the
fact is vengeance dressed as justice.
- Exile serves the same protective function without the
irreversibility.

PART 8: PROPERTY, LAND & RESOURCES — THE STEWARDSHIP MODEL

PRINCIPLE: You own what you create. You do not own what the earth created. Land and natural resources are not property — they are shared inheritance held in trust for the living.
THE PHILOSOPHY (Raven's formal position):
"Nobody made the land. Nobody made the ore in the ground, the water in the rivers, or the energy that rises through this mountain. These things existed before us and will exist after us. You can no more own a hectare of earth than you can own the wind. What you CAN own is what your hands and mind create — the house you build, the crop you grow, the tool you forge, the business you run. The land beneath your feet belongs to everyone who walks on it. We don't sell it. We don't hoard it. We steward it."
LAND — STEWARDSHIP, NOT OWNERSHIP:
- NO private land ownership. Period.
- Citizens receive STEWARDSHIP LEASES — the right to use land for a defined purpose (housing, farming, commerce, workshop).
- Leases are long-term (25 years, renewable) and inheritable.
- Lease cost: nominal annual fee based on size and use category, NOT market value. A farmer's lease costs the same whether the land is next to the commercial district or on the outer border.
- You OWN the buildings, improvements, crops, and everything you create ON the land. Fully. These can be sold, inherited, or traded.
- If you stop using the land (2 years unused), the lease reverts to the community for reassignment.
- If you want to move, you sell your BUILDINGS to the next steward. The land itself is never bought or sold.
WHY THIS WORKS:
- Land speculation is impossible. You can't buy empty land and wait for prices to rise — there's nothing to buy.
- Housing costs plummet. The biggest cost of a home in the Empire is the LAND it sits on. Remove land cost, and housing becomes about construction — which is labor and materials, both of which are accessible.
- Hoarding is structurally impossible. You can't own 10,000 hectares and sit on them. You use what you steward, or it goes to someone who will.
- Farmers work land they USE, not land they're renting from a lord who's never touched soil. The psychological difference is enormous — stewardship feels like ownership without the injustice of one person claiming a piece of the planet.
PRIMARY RESIDENCE PROTECTION:
- A citizen's home (the building, not the land) cannot be seized for debt. Ever.
- You can lose your business. You can lose your investments. You cannot lose the roof over your family's head.
- The stewardship lease on a primary residence cannot be revoked except by the citizen's own choice or by criminal exile.
NATURAL RESOURCES — THE COMMUNITY SHARE:
"You didn't make the copper in the ground. The earth did. Your labor extracts it. Your skill refines it. That labor and skill deserve fair compensation. But the resource itself belongs to the people who live on this land — all of them."
How it works:
- Extraction operations (mining, quarrying, harvesting rare materials) operate under community license.
- The operator keeps a FAIR RETURN: extraction costs + labor + equipment depreciation + reasonable profit margin (capped at 30% above verified costs).
- Everything above the fair return — the RESOURCE PREMIUM — goes to the community fund. Tracked on the Open Ledger. Every coin visible.
- The resource premium funds infrastructure, education, healthcare, and emergency reserves — the things that benefit everyone.
- Operators cannot export raw resources without community approval. Value-adding (refining, crafting, processing) is incentivized because the community benefits more from finished goods than raw exports.
THE NEXUS PRECEDENT:
Seven Peaks sits on a spiritual nexus — the most valuable natural resource on Ascara. In the Empire's framework, the Emperor would claim the nexus as crown property. The Sanctum would claim it as a cosmic resource under their jurisdiction. Noble houses would fight to control it.
In Seven Peaks: nobody owns the nexus. It's a natural phenomenon.
The energy it produces benefits everyone who lives here — fueling cultivation, enriching agriculture, powering formation technology. The community maintains it. The community benefits from it. No individual, no family, no institution claims exclusive rights to a force of nature.
This is the philosophical foundation of the entire sovereign territory: the earth's gifts belong to the earth's people.
WATER RIGHTS:
- Water is a community resource. Always.
- No private water rights. No selling access to rivers or springs.
- The community maintains water infrastructure (purification, distribution, irrigation) through the public fund.
- Commercial water use (brewing, manufacturing, large-scale agriculture) pays a usage fee proportional to volume — tracked on the Open Ledger.
- Contaminating a water source is treated as a crime against the community, not a civil matter.
CONTRAST WITH THE EMPIRE:
In the Empire, noble houses own land that their ancestors claimed centuries ago. Tenant farmers pay rent to lords who have never touched soil. Mining operations extract resources and export the wealth to Ring One while the communities living above the mines see nothing. Water rights are bought and sold like commodities, and entire districts in the outer Rings depend on infrastructure controlled by families who view them as revenue streams rather than people.
Seven Peaks says: the earth belongs to everyone. What you build belongs to you. What the earth provides belongs to the community. And the distinction between those two things is the difference between a civilization and a racket.

ANTI-DYNASTY CLAUSE:
- Family members of sitting council members cannot hold council positions simultaneously.

MANDATORY POSITION ROTATION:
- Treasury oversight, law enforcement leadership, trade regulation, and contract approval roles rotate on fixed 6-month schedules.
- Rotation is random within the qualified pool — not appointed.
- No one person controls money, enforcement, or trade long enough to build corrupt networks.
- Outgoing officer must produce a full accounting before transfer.
COMMUNITY HOURS — THE SOCIAL CONTRACT:
Every able-bodied citizen contributes a minimum of 8 hours per month
of community service. Not a tax. Labor.
- Building and maintaining infrastructure
- Assisting in the medical pavilion
- Teaching or mentoring
- Agricultural work
- Environmental maintenance

CRITICAL RULES:
1. EVERY stream has access to the SAME quality facilities. Trade students use the same libraries, the same training grounds, the same medical support as A-stream academics. Facility quality does NOT vary by stream.
2. Streams are PERMEABLE. Assessment happens twice yearly. A C-stream student who catches fire moves to B. An A-stream student who struggles can shift without shame. Streams are current placement, not permanent labels. Some children are late bloomers. The system breathes.
3. Trade streams are NOT lesser. A master carpenter is as respected as a scholar. A healer who entered through trade training earns the same as one from academic study. The
community needs BOTH. Compensating one less than the other is a lie about what matters.
4. No student is LEFT BEHIND — but no student is HELD BACK. Gifted children are challenged. Struggling children are supported. The crime is treating them identically when they need different things.
5. Every stream includes: literacy, numeracy, civic responsibility (including how the governance system works), basic cultivation awareness, and critical thinking.
CLASS SIZE PRINCIPLE:
"A brilliant child in a class of forty is invisible. A struggling child in a class of forty is forgotten. Neither outcome is acceptable."
- Maximum class sizes enforced across ALL streams.
- Additional instructors hired before class sizes are allowed to
grow. This is not negotiable — it's funded before luxuries.
ADULT EDUCATION:
- Free. Voluntary. Always available.
- Any citizen can retrain at any age.
- Workcamps include optional skills training for those who want it.
- No one is locked into the path they started on.
THE INNOVATION COMMONS:
"How many ideas have died because the person who had them couldn't afford a hammer and a workshop? How many solutions to problems we haven't solved yet are locked inside people who never got the chance to build them?"
Seven Peaks maintains a public Innovation Commons — a facility (initially part of the Forge complex, expanding as the territory grows) where any citizen can bring an idea and access:
- Workshop space (smithing, carpentry, formation crafting, alchemy)
- Raw materials (basic allocation free; advanced materials at cost)
- Tools (full range, maintained by the community)
- Expert consultation (rotating roster of skilled practitioners who donate advisory hours as part of community service)
- Prototype support (help building a working model)
- Testing facilities (safe spaces to test ideas that might explode, freeze, or otherwise misbehave)
HOW IT WORKS:
1. Citizen registers an idea (brief description, what they need).
2. Basic allocation of materials and workshop time is FREE.
3. If the idea shows promise, a review panel (rotating, drawn from relevant trades) can approve additional resources.
4. If the invention succeeds and becomes commercially viable:
- The inventor owns it. Fully. It's their creation.
- The community receives a modest royalty (5-10%) for the first 5 years, reflecting the public investment in resources.
- After 5 years, the inventor owns it outright. No further obligation.
5. If the invention fails — and most will — no penalty. No debt. No shame. The materials used are written off as community investment in innovation. Because for every hundred failures, one changes the world. And the community funded that one.
PATENT/KNOWLEDGE SHARING:
- No perpetual patents. Inventions are protected for 10 years.
- After 10 years, the knowledge enters the public domain.

THE OPEN SEAT — CITIZENS ATTEND COUNCIL:
Every council session reserves 10 seats for randomly selected citizens, drawn by lottery each month. They don't vote. They watch. They sit in the room while decisions are debated, argued, and made. Different citizens every month.
- Selection is random from the full citizen roster (3+ months residency).
- Attendance is voluntary but encouraged.
- Citizens may ask questions during a designated period at the end of each session (not during deliberation).
- The psychological effect: leaders who know ordinary people are watching them in real time find it much harder to make self-serving decisions. The room is never private. The room is never empty.

THE MENTOR MANDATE:

ELDER WISDOM COUNCIL — NON-BINDING ADVISORS:
A separate body from the governing council. Composed of the territory's most experienced citizens — no power, no votes, no executive authority.
Composition:
- 5-7 members, nominated by community, confirmed by governing council.
- Minimum age or equivalent life experience (for cultivators whose physical age doesn't match their years).
- Splinter group elders (700 years of accumulated experience) form the natural core.
Role:
- The governing council is REQUIRED to consult the Elder Wisdom Council before any major decision (defined as: policy changes, significant expenditure, military action, treaty negotiation, charter amendments).
- Required to HEAR them. Not required to AGREE.
