While the U.A highschool entrance exams was occuring alongside that of various other schools across the country which in a way heralded the beginning of a new generation of heroes similarly.
In the underworld a new generation of villains as well as other dark forces were rising as if it was fate that where there is light there must always be darkness and where there is darkness there must be light and equilibrium of both must always be present.
It was never a part of the world this law but became one through time and events it was now a fundamental part of reality a hero can only exist if there is a villain but not vise versa.

"Do we seriously have to go there ourselves kurogiri"said the man with his face covered by a hand mask wearing baggy clothes with a lean body that appeared to be in his late teens his name was Tomura Shigaraki.
"Yes since master himself couldn't come here at the very least at least you had to be there young master" said kurogiri just as emotionless as ever.
"Sure sure tch it's annoying but I guess a deals a deal heh"smirk shigaraki a bit annoyed.
And so the two continued to walk through the streets like any normal person even though they were dressed like obvious villains an yet noone paid them any attention.
That was because the street was by no means normal one only had to look up and they would find that there was no sky up there as this place was infact the underworld essentially a series of underground tunnels connected to various settlements.
Settlements that were created over centuries ago as a sort of doomsday bunker but eventually lost their purpose as they were instead abandoned by the government but was later on occupied by the homeless, the outcast and the lawless and thus with over a century of time at their hands the people there created their own society with their own laws and thus was formed the underworld.
Here only the strongest and most resourceful survived the people at the surface had almost no power here and those who did were without a doubt corrupt assholes.
Japan had a total of 4 underground cities with a population of over 1.8 million people living in them in total and all of them had one thing in common their hatred for the privileged people and the government who ruled over them which the reason why no heroes enter here and return alive much less naive cops.
And the ultimate ruler of the underworld of Japan was without a doubt the greatest villain in all of Japan and one of the greatest in the world All for one and under his rule the Japanese underworld remained isolated and unconquered by outside forces resulting in extreme loyalty towards him by atleast 40%of the citizens in here.
Which leads us to the young shigaraki alongside his companion kurogiri heading towards one of the tokyo underworld city's largest pub house where they were making a deal.
"So this is it huh" said shigaraki annoyed by the fact that this pub had a sort of anti teleportation system in it something that not even the HPSC had and those guys had the governments funds to play around with.
Anti teleportation tech works in a way that it doesn't stops teleportation it simply makes it so that the teleporter becomes virtually blind and thus causes the teleportation to become very dangerous to even begin with kurogiri's warp quirk was effected in a way that he doesn't know what's on the other side of his warp unless it's 10 m away from him.
"Let's get this done with!"shouted shigaraki as he walked inside the pub with kurogiri following behind him.
As they entered the pub it revealed that it was alot bigger on the inside them it was on the outside with hundreds of customers all of its 13 floors being visible from the entrance though one thing was obvious about this place it was that all of it's customers were villains big time ones as well as low class ones.
But shigaraki and kurogiri ignored All of them and continued walking towards the elevator as all around them bastards on the lower level were laughing and beating eachother up.
And as the two who were inside the elevator it reveals the pubs biggest feature it was that each level displayed their rank and status in the underworld the higher your status the higher the floor you get with the 10th to 13th floor reserved only for the worst of the worst in these lands.
And so the dou landed on the 12th floor where their clients were present with whom they were sent to meet .
"Well well well so you must be Tomura Shigaraki." Asked a man in a grey suit and blue tie as he sat on a luxury chair his most distinctive feature being his eyes or eye as they were connected into a singular red glowing eye.(Imagine cyclops from x men just organic)
Next to him were two individuals a man and woman with full combat gears in black each had a gun not found on the surface though all three had one thing in it was the symbol of 4 on their chest which stood for the 4th SEAT.
"Yah I am shigaraki so what?"shigaraki asked as he looked at the man before him with caution after a staring contest that lasted for a few seconds he took a seat infront of the man waited.
"Oh my apologies you may call me one eye yah i know it's very original"
"I not interested in your name but sure one eye"
"My my how impatient young man but very well let's get the dealing done with.
Your master and mine had a deal in which we give you any sort of foreign products from guns to manpower to any tech you wanted and my master gets a singular item you know what it is don't you"
"Yah I do something only master can give "
"Good then here's the catalogue of what we can offer choose a list of things from it and we will deliver the main transaction between our master's are done it's just that your master asked us to give you a taste of what we can offer"
"Oh!? It's like a tutorial for the store"
"Well more like micro transaction since it's outside your game but sure "
"Bah whatever ....."
"So what you say?"
"Oh I like what I see here how bout I get these guns for hire "
"Hmmmn? Sure we'll do but what do you have in mind for them"
"To start a raid at the spawn point soon"
"Oh how exciting sure I'll even add in one of our operatives you know as a gift"
"Hmmmnn nah this is going to be my raid lo want all the loot myself"
"Oh my how greedy hahhahahahh very well I'll sent the guns in hire as well as the other chosen items i about a week until then why don't we have our own talk about messing with the surface"
"Sure as long as you don't kill steal"
And thus the gears of the underworld starts moving once again for a new start.
