(Pov: Inspector Kagemoto, Quirk Safety Burau aka QSB)
A loud sigh reverberated through the dimly lit office. Its origin was a man hunched over two freshly printed files and an incident report that had chosen to appear at 4 in the morning, courtesy of the Police.
The lights flickered from time to time, adding to the somber atmosphere. Maybe it was the absence of his colleagues. Maybe it was his own exhaustion.
That, or the "Dark Shadow" mentioned in both the file and the report had decided to seep into his office and choke out the bulbs.
Indeed. That was his current read. And it was still miles better than the smut book his wife had been reading: "Tangled in Your Quirk."And no, he didn't read it out of own literary interest, but rather because he wanted to know what his wife found so damn good about that trashy story.
This incident report, at least, was more interesting. It wasn't the typical case of "Oh, he lost control of his quirk!"
So here he was, called in at night to pull up "Fumikage Tokoyami's" quirk file, which sent him into an argument with one of the Quirk Registration Office bureaucrats. Then, a few minutes later, he'd been informed to add "Riku Shindai's" quirk information too, forcing him to call the same regulation obsessed gremlin again.
Awkward.
But after a heap of traded insults, sprinkled with cited rules, Kagemoto finally had both records in hand.
Now he could actually start working on the damn report.
'Let's see... Tokoyami Fumikage... damn, the kid is just 5!'
Slightly shocking, although not completely new. In a society with so many quirks, there was no shortgage of incident reports with freshly appeared quirks going crazy.
'Although the "demolition of Playground" is a bit much. That's the Nishisato Children's park? A little big of a place to be destroyed by a 5 year old.'
But reports rarely lied. Another sigh escaped him as he found himself a comfortable seating position to read the damn thing.
Long story short, 5 year old Fumikage Tokoyami lost control over his quirk in unusual circumstances", and then proceeded to wreck the playground until his friend "Riku Shindai" somehow contained him. The police, arriving due to the sighting of thrashing shadows, found the kids being consoled by Mr. and Mr's. Shindai, and took them in for questioning.
Then, his attention was directed to the Quirk files. He let out a whistle. 'So... Dark Shadow, a semi-autonomic entity made of darkness, known to be at risk of rampage when summoned at night. That's a pretty villainous quirk.'
Setting the file down, he turned his attention back to the incident report. 'Ah... this report is gonna be troublesome. The kid's quirk went on a rampage before sunset. If the kid lost control during daylight, they are gonna have to update the risk assessment of his quirk in the register.'
Having a quirk with risk of going rampage at night was already pretty important, but it'd be even worse if he'd lost control during daytime. That meant that measures would have to be implemented or prepared. Especially given the Quirk's apparently unpredictable power. Something which "grows stronger in the dark" was difficult to measure after all.
'And "Riku Shindai" somehow beat the thing...'
Another file to read.
'Damn.'
That word was mentally repeated several time as he went over the child's... every aspect.
Then he leaned back with a groan. 'A mutantkid, whose quirk consists of 3 or 4 disabilities, negated by a single emotion-based sensory ability, somehow flipped the coin on a rampaging entity made of darkness.'
Absurd and even off-putting. A frown covered his face as he looked at the face of the kid's picture, which only showcased wings and teeth.
'Mutants... always more trouble than benefits.'
A scoff escaped him. He knew that plenty of people would complain about his opinion, but someone like him, who worked at a job which was heavily tied to criminality, knew the statistics pretty well. While mutants rarely were the "worst of criminals," they were certainly the "majority of criminals." The kind that were easily stoppable by heroes, but never diminished in numbers.
'And... his quirk is linked to...empathy? Not many details but marked as a Sensor. So he can sense emotions.'
Kagemoto's reading paused for a moment. 'Or even manipulate them.'
That would certainly explain it. Given that this "Dark Shadow" was mentioned to be tied to darkness and control, and usually controllable during daylight, there was a good chance the mutant had somehow... make the poor kid lose control. Maybe not intentionally, but dangerous nevertheless.
'I'll have to check. The file mentions "possible connection to valenced mental state of a person." Means he should be able to manipulate emotions. Damn, i know that people like to label dangerous looking stuff as villainous, but subtle stuff like this is even worse.'
He was quite aware that the masses were a lot like sheep, easily falling for the topic of "villainous quirks" and hearsay, but this would be ridiculous.
If public attention shifted onto this case, the kid with the rampaging quirk would end up being feared and scorned, while the very reason for the rampage would be glorified as a Hero. Especially the Mutant community who'd been pushing for recognition, especially after the rise of that number 11 Hero, Gang Orca.
And it just so happened, that Riku Shindai's quirk was a bit more subtle. His features as a Mutant, overshadowed the presence of an emitter-type quirk, making people question his quirk's aspect less.
Now... what to write for his report?
'That's difficult... two kids playing at the park, no adult supervision, quote unquote: "villainous" quirk rampages, mutant kid saves the day. Boom, Tokoyami kid gets all the blame. Details about the emotion based quirk of the mutant's gonna be buried.'
The kind of stuff his colleagues would write. Couldn't say he liked it. They were way too biased.
It'd certainly be easier to interrogate the kids himself, but the matter had already been settled with the police. His job was just to prepare a more official version of the report, adding details about their quirk's involvement in the incident.
'I guess i'll abstain from too much speculation. Blaming a 5 year old it a bit much.'
Some of his colleagues would definitely go way harder on the kid. Community service and special quirk control lessons. The kind of stuff which stayed on the record. He wouldn't go that far.
'And honestly, nothing serious happened, the kid just needs to up his control a bit.'
He quickly scribbled some notes, a reminder on what to write down once starting his own report.
'And this Riku... well, better sure than sorry.'

Quirk Specification: Semi autonomous entity made of darkness. Entity influenced by emotions and ambient light conditions.

He was trembling. Still, not having stopped ever since being brought home by his parent. Even now, in his room, laying on his bed, he kept trembling.
No tears, no snot. All had been wiped by his parents who had done their best to encourage him as the police brought him home. Not a comment of blame, just understanding and comfort.
As if they expected it. As if they knew his quirk would one day rampage.
'M-my Quirk-k... v-villa-ainou-s-s.'
His short but vivid childhood, memorizing a phrase from his icon.
'YES! YOU CAN BE A HERO!'
A phrase which now sounded like a lie. An empty phrase, it's meaning hollow in front of an undeniable truth.
'My Q-quirk t-tried t-to kill s-someone.'
Fumikage Tokoyami, could have been a murderer.
A villain.
His shoulders sagged and his beak buried itself in his chest.
He had been about to become a villain. And he didn't understand why.
Fumikage was sure it hadn't been him. He had not commanded Dark Shadow to do anything like that. He remembered the strange feeling, as if his Quirk was attracted to Riku.
But he also remembered his own quirk, using the abilities it had to restrain him. To forcibly move his body, the black tendrils treating his body like a puppet.
That was the quirk he had been talking to? The quirk which he summoned next to a lamp at night, when he felt lonely?
The being which encouraged him, supported him and promised to fight crime alongside him?
A Shadowy monster, manipulating his body like a puppet, screaming at his friend how it would consume him.
The physical pain he endured as he fought against the bindings.
The judgemental stare of the officer asking him about his actions.
The shame he felt while quietly answering.
Fumikage Tokoyami curled himself up on his bed, his thoughts consisting of what had been the worst moment of his life so far.

(Pov: Kana)
She was steaming in worry. This wasn't how the word "steaming" was usually used. It was usually more linked to Anger or embarrassment, but the word was quite literal when it came to her.
She was, indeed steaming in worry. And Guilt. And fear. And doubt. Even Anger.
She was restlessly pacing around in front of Riku's room, while Masaki simply sat on a couch, wearing an expression a lot more thoughtful than she was used to seeing on him.
Both she and her husband had been scolded by the Police. For obvious reasons. Leaving children alone on a playground. On that, nor she nor Masaki even tried to defend themselves. Apology and worry were all they knew in that moment.
Comforting Fumikage way way more important. So was contacting his parents.
After that, there was Riku.
Honestly, she was not ashamed to admit that she would usually worry far more for him than for Fumikage. But, they had returned to a nearly destroyed playground and Riku comforting his friend after hearing loud screams.
So, their priority had indeed been shifted onto Fumikage who seemed to be in a lot more distress.
That was, until the full story of what happened was explained to them. Their worry had shifted back to Riku, as they wanted to know if he was really alright.
The answer was yes. Bruises and dirt, but nothing else. And he had been calm. A bit disoriented at the beginning, but back to senses during his clumsy and ineffective interactions with the police officer.
The police had brought them back home afterwards although Fumikage had obviously been sent back to his own place.
Once at home, Masaki had cornered Riku with a simple "What happened?"
A full recap had been given in Braille and Riku promptly excused himself to his room.
Which was, where the parents encountered a problem. A problem they had encountered before.
They struggled to read his emotional state.
Usually, both Parents prided themselves on understanding their son's moods, especially Masaki who saw himself as some sort of whisperer.
But, that was when the mood was light. When Riku wanted something. Or when he didn't. The emotions he conveyed through his Quirk or the sounds he made, was usually more of a show to portray what he felt or wanted.
His growls and snarls had become normal, something he used to announce himself or to accompany his actions.
For him, all of these things were a way to express himself. Replacement for Speech.
Now, he had been quiet and still.
He barely moved. No snapping around his tail. No snarling or growling at anyone. He didn't even bother to turn his head, a habit he had developed to let people know that he noticed their presence. None of that.
He simply behaved like a statue. Something he did while studying his quirk'a abilities, like when trying to figure out Telepathy by himself. 'My god, he has got to be inside his head...'
Kana was sure of it. The description of the evenings events had been the kind of stuff you'd make an action movie with. And not one featuring 5-year olds.
But, just like Masaki, she was completely stumped on how to show her support.
While on the topic of support, it'd be good to mention that her feelings towards Tokoyami had become complicated as well.
On one hand, he was a 5-year old who merely lost control over his quirk.
On the other hand, that "mere" loss of control was capable of destroying a playground.
So, motherly instincts screamed to keep her son away from the danger such a quirk-bearer would drag around.
And decent human morals reminded her that, depriving a child of a friend over an accident was cruel, to both parties, especially when they were in need of support.
She was lost. Completely and utterly lost. Not to mention, the fact that they had been warned that they'd be contacted by the QSB (Quirk Safety Bureau) for details of the Quirk and possibly even reparations.
Then, there was Masaki.
He sat there, seemingly lost in thought before simply disappearing into the kitchen, to which then followed the rattling sound of the Coffee-machine which pulled her out of her thoughts.
Soon after, she was handed a small cup.
"Pretty crazy huh. Riku saved his friend."
Her gaze immediately sharpened at Masaki's nearly casual statement.
"THAT's the thing you're focusing on?"
Her glare, usually enough to have him retreat didn't seem to affect him this time.
Instead, he completely ignored her question, put down his cup after taking a sip, and met her gaze with unflinching eyes before answering.
"I mean yeah. He's five. He didn't run away. Fought a rampaging quirk, won, got held by the Police, couldn't communicate to explain his side and remained calm throughout the entire time."
"He's hurting, and you're focusing on his ability to stay calm???"
"Uhuh, because staying calm or waiting to have calmed down before doing anything is not only impressive, but it's waayy more effective than handling things while stressed. So i say we handle this after we sleep."
Her glare intensified. But before she could answer, her husband continued.
"You don't really want to wake him up after such a day, right? Let him rest. And let yourself rest as well."
There was no rebuke this time.

(Pov: Riku Shindai)
He sat upon his bed, all the while basking in Silence. No different than usual, one would think.
Wrong.
The word Silence, which had been an absolute for his past 5 years, was now used in a relative sense.
The first sound he had heard, had been a literal scream of a murder-hungry quirk and following that had been the crying of his friend. Then, the worry of his parents and the interrogation of the officers. It had been loud.
And it hadn't gone away. He could still hear.
For example the conversation going on between his parents. They weren't bothering to whisper, the reason for that obvious, but he still didn't understand a word they said.
'Huh, so that's what they sound like.'
He felt numb. Way too much had happened. The fact that he could hear was great, but it also threw him for a loop.
'I wonder how he's doing.'
His friend had been pretty close to what he imagined a mental breakdown to be like. His parents were obviously stressed out and he felt as though disconnected from reality.
He had been very well aware how crazy a world with superpowers was, but today he had gotten a first seat experience in how much those Quirks controlled someone's Life.
'Man, this world... kind of sucks, huh?'
This world wasn't that different than the original earth he knew. Especially when it came to the people and Lifestyle, it seemed like it was simply copy pasted.
But, in his original World, no one had Superpowers. So rarely did a kid with fucked up powers ended up nearly killing someone, traumatizing themselves in the process.
'These kind of things are probably common here...'
And what if it happened again? To the same person? What if they didn't have the maturity and support to keep their mental health afloat?
:(AN: I fell into another rant... short yap.):
Back in his first Life, the closest thing he knew about Mental breakdowns was a friend who was overwhelmed because of his studies. Or someone who lost a family member. These events had driven some people to have panic attacks and many more problems, mental breakdown being one of them.
He may never have experienced a real mental breakdown himself, but sadness, fear, panic, anger and all these other strong emotions which had led him to believe that what happened was the end of all, just seemed so ridiculous in Hindsight.
He, who had legally been considered an adult had experienced such strong emotions over... studying? Over school? Over University?
Coming into this new world, he had considered those definitions of Heroes and Villains as ludicrous. It seemed like a gross oversimplification of the world's real problems.
But... what if it wasn't? At least not totally?
Were those villains simply people with troublesome quirks? Did their own Quirks traumatize them? Did they go crazy?
Not just Trauma. Just pressure and Judgement could be enough to drive someone nuts.
A phrase he had heard, was that: "The more good there is, the more bad there will be."
The meaning was simple enough, basically saying that good would never offset evil.
All it did was raise the standards of what counted as good and normal, which in turn expanded what was considered evil.

The bar was constantly being raised and whoever could not catch it, fell deeper into the pit.
Come to think if it, even All Might served as an example. An extraordinary Hero, who stood at the Apex of what a Hero should be.
Every Hero who would try to do good, would now forever be compared to him.
'And now... Tokoyami already has a rough start.'
This was something which would undoubtedly shake his confidence in what good he could do as a Hero.
A slight growl escaped him as he considered that. He would definitely try to help, but he had no clue how. This was way out of his expertise.
'I'll just try to sleep for now..'

(Pov: Narration...?)
The few days, not Riku nor Tokoyami went to Kindergarten. The QSB contacted both Families, listing them the required action for Quirk control and Psychological evaluations.
That included individual Therapy sessions, light exercise and isolation.
Both of the children's mornings were spent in different offices, as they talked with their therapists and did small exercises, to assess their mental states and get over Tokoyami's fear of his own quirk.
Then, their afternoon were free although the parents had been told to temporarily keep them inside the house more, only occasionally going out with fixed purpose.
Riku's days were filled with practice. he spent most of his time doing physical exercise and silently listening to his parents conversations.
He had informed his father and mother of his newly acquired hearing and was surprised to witness rather numb reactions, him interpreting their emotions as: "Oh sure, why the fuck not?"
Nevertheless, they helped him connect his Braille with speech, happy to have the chance to actually talk to him.
Tokoyami meanwhile, followed a similar morning regimen although his afternoons were a lot less organized. It consisted mostly of playing, drawing and anxiety bursts whenever his thoughts returned to his quirk.
His parents spent their time doing their best to console or distract him, although doing so did not show results. Interaction had been awkward between both sets of adults, especially after the QSB report was issued.
Who was at fault? The parents for not being present? Riku, who was listed as possible cause for Dark Shadow's outburst? Or Tokoyami who had lost control over his quirk?
Apologizing would be easy, if it was without sincerity.
Right now, both sides focused on their family and they didn't know each other enough to properly interact.

"This is bullshit!"
Masaki's voice echoed through the living room. Riku was out at the therapist's office, so the volume didn't matter much.
But the reason for his outburst? It was that damn piece of paper lying in front of him.
"They want us to pay reparations for the playground? Fine, fine! The costs are split with the Tokoyami family. They want him in therapy? Great! Let's see if he's okay! But Tokoyami's only got a month to monitor his mental health. A month, and Riku gets three? What the hell kind of bullshit is this?!"
Kana only gave a slow blink. She was not used to seeing her husband have such outbursts and the unfairness of the situation left her feeling numb.
Her son, had fought a rampaging Quirk to protect a friend and was now basically undergoing scrutiny, because some retard in an office thought he would manipulate people's emotions on purpose.
Her eyes fell onto the paper, a flurry of convoluted and unnecessarily complicated sentences explained their reasoning. A bunch of legalese words and an unnecessary amounts of "if's," all pointing to "potential misuse of quirk."
The way both parents interpreted this was simple.
Tokoyami would receive help for a month. The boy had understandably been rather shaken by the events and even refused to summon his quirk. His personality had quieted down, Chuuni episodes disappeared and he played and occupied himself in silence. So therapy might really help him.
Meanwhile, Riku would undergo three months of Scrutiny, with some douchebag trying to find flaws in behavior and thoughts. Given Riku's muteness, a translator was necessary and that certainly wouldn't help.
Nor would his personality.
A power to "manipulate" other's emotions, coupled with someone whose emotions couldn't be properly interpreted and had a decent level of intelligence could easily led to hasty deductions and conclusions.
Kana was well aware that the stereotype for manipulators were those who were not completely stoic, but kept their emotions on a tight leash and showcased intelligence through restraint.
And Riku just so happened to be emotionally unreadable, was more intelligent than others his age and worst of all, was emotionally mature when it came down to it.
Add to that the fact that he was a mutant, prejudice would really follow him everywhere.
'It's really unfair, Tokoyami is technically a mutant as well...'
The problem was... he wasn't. Despite his appearance, his Quirk was listed as Emitter and slight Mutations were considered normal when you had any type of quirk. And yes, whether a Mutation was considered a "slight Mutation" or a strong one was decided by the individual.
And given that the individual who had reviewed their reports seemed to be a biased piece of shit, it wasn't looking great for Riku.
A sigh escaped Kana as she looked back up to Masaki.
"We can contest... but there really isn't much of a point. The fact that the incident is not public is already a boon and i doubt that they'd reconsider anyway."
Her husband didn't answer, simply plopping down on a chair. She continued.
"The best thing to do, is to go through with it. I don't know if this will be considered a stain on his record for his career, but if no incidents follow, they won't be able to really hold it against him."
Masaki sighed. "The actual problem might be less about the therapy sessions and more about the Quirk Register. Work places or schools have access to those... And long-ass registers usually mean that the Quirk is troublesome, not to mention the fact it'll mention "emotional manipulation." It's just... not something people would accept or hire."
Kana just let out a frustrated groan.
Because there was nothing they could do, but hope that their son wouldn't be judged too harshly.

(small timeskip: a few days) (Pov: Riku)
'Haah, alright.'
Riku was annoyed. Verily so. This entire fiasco really hadn't been worth it. Letting himself being chomped by Dark Shadow really might have been the better option.
The main reason for his current mood... was a certain Therapist. An old dude who kept interpreting and dissecting every word he said.
Having to justify yourself for your thoughts and feelings was just strange. Not to mention the fact that a translator had to translate for the both of them in order to understand each other.
'The guy could've just been speaking random bullshit, fooling both me and Mr therapist.'
And... he still wasn't done. Apparently, he'd suffer two months and a half of this farce.
But he had finally received permission to return to Kindergarten. And so did Tokoyami.
He tried not to dwell too much on how often he'd asked the therapist if Tokoyami was doing okay.Every time, the man simply smiled that "I know something you don't" smile and answered with a question:
"Why do you think you're worried for him?"
Riku's internal reaction had been instant.
'Because he's my friend, idiot.'
But apparently that wasn't "reflective enough."
And so, he was currently on his way to Kindergarten, dressed like a model-toddler about to hopefully see his healthy friend.
Surely, Tokoyami would have recovered by now...

'...he ran away.'
Riku stood in the classroom, his Cursed energy suppressed out of consideration for a formerly present Tokoyami.
Formerly, because he had just been in the classroom, and now wasn't there anymore.
But, unfortunately for the birdman, Riku had a special ability!
'Alright, he wasn't afraid, just ashamed. That's good. Well, not good but better than fear.'
Still, given earlier events, Riku had been keeping his CE rather thin. He wasn't too sure if Dark Shadow was affected by it when he wasn't summoned, but no point in risking his friends mental health.
'Hmm... i'll go find him. Maybe he'll feel better knowing he's the reason i can hear.'
Which felt really strange by the way. He didn't have that much trouble adjusting given his past, but the sensation of hearing felt kind of different. Basically... hitting him from the front.
Yep. His wings. He heard through his wings. In addition to that, everything was a little bit muffled. 'Thank god for that, having 4 auditory limbs at the front of your head, combined with loud sounds seems painful.'

It was only during recess that he went after Tokoyami. Locating him had been easy enough, but giving him a little time seemed like the right thing to do.
Which... seemed to have been the correct course of action, given Tokoyami's composed presence next to the tree. 'He's expecting me. How dramatic.'
Then, Riku's CE picked up on something else. 'The snack stand...'
An Idea popped into his head. A little bit embarassing... but his existence was already weird enough anyway. No harm in acting it out.
His grin widened as he walked over to the Stand. The teacher reacted in the same was any good natured but uncertain adult would to a approaching Mini-Raga and the man's awkwardness was noted and promptly ignored.
"GRAGH!"
Indeed. His finger pointed at Apple-juice.
For a moment, he stood still, his CE scanning the playground for any children blocking his path.
Then, a moment later, he sprinted over the playground, apple-juice in Hand. He crossed the distance in a few seconds, appearing before Tokoyami who recoiled as Riku's frame nearly rammed into him.
A large and clearly forced grin was plastered onto the sacred Treasure's frame as he held the nearly empty Apple-juice glass towards Tokoyami.
He in turn, decided to take it after a moment of probable dramatic monologue, his gaze faintly trembling as a large sticky apple-juice hand pressed down on his shoulder.
'Damn, what now?'
He wasn't really good with this kind of stuff... and he happened to hate corny emotional conversations. That was a last resort, although he doubted Talk-no-Jutsu to be effective in Braille.
The next moment, the two of them just stood there, before Tokoyami grabbed his hand.
"...i allowed the darkness... to consume me. I'm Sorry."
A strong mixture of emotion emanated from him, while Riku mentally groaned over the statement.
And not just mentally.
"...RAAGH..." (groan.)
He sent a wave of impatience, as he braille'd back.
"No big deal. We're friends, don't nitpick."
Tokoyami's emotions swirled as Surprise, acceptance and... determination poured out of him like a fountain. Riku couldn't see it, but he didn't need to in order to know that his face had morphed into a smile.
'Hell yeah. Mission friendship accomplished.'
Then... the already wide grin on Riku's face widened.
'Wait till he hears about my hearing.'

And just like that, the tension of the past week began to dissolve.
The rest of the day was awkward in the way only five year olds could make it. Riku introducing Tokoyami to fresh and valuable information such as his hearing... and incapability of understanding japanese.
Life slowly returned to how it should be.
Days became weeks, weeks became months and while the QSB evaluations were annoying and stuck on Riku's record, they still didn't incorporate any major troubles for the toddler who was soon dismissed from his sessions.
Time flew.
Under it's quiet guidance, they grew, both mentally and physically.
Soon, the two children left Kindergarten and enrolled into Japan's school system.
Elementary school carried them from 6 to 12.
The following Middle School from 12 to 15.
Incidents ensued throughout that time, testing both of the Children's growth.
All of these tests had been overcome with ease and soon they reached the final months of Middle School.

Longer chapter, i don't know what you think.
I tried to incorporate Logic and bias with Kagemoto, which is how i imagine descrimination to work.
The entire Trauma and therapy thing... is kind of crappy. I suck at emotions and stuff.
And the timeskip... is there?
Well anyway. This chapter could have been published last week, but my cat ran off and it took me legit 5 days to find the damn retard. So my mind wasn't focused on the fanfic. I found the retard cat again, hiding in a flower pot in someone's garden, like two blocks away.
Honestly, the end seems rushed to me, because i kind of hurried... but well. What is, is.
I'll try being faster with the next chapters, but i'm glad to say we're finally getting to UA... after many delays.
