The God Valley incident was the most legendary war before the main story began.
It included, but wasn't limited to, Rocks, Roger, Garp, Whitebeard, Golden Lion, Kaido, Big Mom, John, and Wang Zhi—these were names that shook the world. In that battle, Roger and Garp joined forces to crush Rocks' plan.
The incident started when Rocks attacked the Celestial Dragons of the Figarland family. The Figarlands were close to the Donquixote family and were among the clear-headed nobles. When they were on their way to Mary Geoise, the Rocks Pirates ambushed them. Rocks planned to kill them to cause chaos in the world, but Roger and Garp stopped him.
After Rocks' crew was defeated, his pirates scattered across the world, greatly shaping the future power balance. Golden Lion and Whitebeard were later known as legends alongside Roger, and Whitebeard, Kaido, Big Mom Charlotte Linlin, and Shanks—the Figarland heir Roger found in a chest—would later be called the Four Emperors.
No other war in history had such a stacked lineup, such a huge impact, or left a mark this deep. Rocks was called Roger's first and strongest enemy!
That alone proves Rocks' strength was above Garp, Golden Lion, and Whitebeard. They were all Roger's enemies, but Rocks was the strongest. Toguro now isn't anywhere near that monster's level, but if all he wants is to stir things up, that's more than enough.

"Maybe different monsters have different powers," Garp said. "For example, with that Zero, I didn't sense the same hatred that belonged to the Nine-Tails."
