Chapter 37 - Chapter 34: Cities and Guilds

In Magnolia, Fairy Tail held a special meaning to the locals.

As long as the guild didn't cause excessive destruction, the residents rarely even bothered to file complaints.

Over ninety years ago, before the original four founded Fairy Tail, the city was ruled by the dark guild **Blue Skull.**

A dark guild openly occupying a city, imposing heavy taxes, oppressing the population as they pleased—it was nothing short of tyrannical.

What was most puzzling was that at the time both the Magic Council and Fiore's royal authority existed. The Council was tasked with maintaining magical order while the Kingdom reigned as Magnolia's nominal ruler. Yet during Blue Skull's brutal reign, both turned a blind eye.

It wasn't until four young mages arrived that everything changed. These four destroyed Blue Skull and drove out its corruption.

Afterward, **Mavis Vermillion** persuaded her three companions to establish a guild there, forming a protective force to stop other dark guilds from preying on Magnolia again.

Thus **Fairy Tail** was born.

For generations, leaders changed, eras shifted, yet Fairy Tail remained true to its vow: to guard Magnolia. Because of this, the guild enjoyed immense trust and tolerance both from the citizens and the local government.

**Magnolia City Hall.**

Inside the mayor's office, a man in his fifties eagerly spoke to two guests. His tone was reverent, almost flattering, as he recounted the tale of Fairy Tail's origins to them.

One guest was **Jude Heartfilia**—head of the Heartfilia Konzern. He hardly saw himself as a "powerful" figure, but in truth, his rail empire once spanned a third of Ishgar. Even after declining, his wealth still numbered in the hundreds of millions.

The other guest was a short old man seated quietly, nodding as the mayor praised him.

"Protecting the city, shielding its people—President Makarov, your guild is remarkable," Jude said sincerely.

Though heartfelt, to Makarov it sounded ironic.

When Blue Skull was destroyed, he hadn't even been born. Under his tenure Fairy Tail had indeed repelled many dark guilds… but in peacetime? Fairy Tail became Magnolia's greatest *inconvenience.*

Today a house demolished, tomorrow a bridge broken, the next day a wall smashed…

As guildmaster, the letters he received were more often damage claims than thanks.

Still, Makarov smiled and accepted the praise shamelessly. Because Heartfilia's visit wasn't ordinary—when a financial giant chose Magnolia, it strengthened the city and the guild.

"Mr. Jude, may I ask," the mayor ventured nervously, "why would you invest here? Magnolia is stable, yes, but it lacks valuable industries or resources. To be blunt, the Konzern values profit above all. What do you see here worth your attention?"

Both he and Makarov leaned forward curiously.

Jude inhaled deeply. "You're right. Business-wise, Magnolia has little beyond tourism. Investing here makes little sense."

He paused, firm.

"But I haven't come for money."

The mayor blinked rapidly. For a tycoon to say such a thing… unthinkable.

In the past, Jude himself would have sneered at such folly. Yet now…

Looking at Makarov, his tone grew sincere. "My daughter, Lucy, admires Fairy Tail deeply. I've come to ask if she may join your guild."

Makarov froze. After all the talk of investment, *this* was the true request?

The daughter of an elite consortium, wanting to join a rowdy guild where members were injured daily? All simply out of admiration?

Jude seemed to read Makarov's hesitation. "Whether she gives up quickly or persists with resolve—it must be her choice. As her father, all I can do is support her."

Makarov studied him for a beat before nodding quietly. "…I didn't expect such words from you, Mr. Jude. Lucy must be fortunate."

Jude's eyes clouded. "No. I'm not a good father." He lowered his head, guilt flickering across his stern face. "If not for a reminder from a member of your guild, Mr. Noah, I'd still be the wretch who chased money and ignored his child."

Makarov blinked at the name. "Noah? From Fairy Tail?"

Was Jude really talking about *that* Noah? In his eyes, the boy was a chronic slacker. In months, he had only taken two jobs—and even then under duress. Hardly someone one would call "noble."

But Jude continued earnestly, "Mr. Noah didn't tell you? He is a truly noble person."

*If that brat is noble, then I'm a saint,* Makarov grumbled inwardly, but outwardly he smiled politely and waited.

"My friend Reina issued a commission to Fairy Tail. In truth, it was for me. Thanks to Noah, the Heartfilia Konzern survived."

"…I see," Makarov muttered. His practiced sense could piece the truth together from a single sentence.

At last, he let out a small smile. "Consider your request accepted. Lucy Heartfilia is welcome in Fairy Tail."

"When will she arrive?"

Jude chuckled. "She came with me to Magnolia. By now… most likely, she's already at your guild."

At his words, both Makarov and the mayor stiffened slightly. As president and as a local, they both knew Fairy Tail's… eccentric reputation.

At this point, all they could do was hope that Fairy Tail's unique brand of chaos wasn't the first thing Lucy encountered.
