The original CP9 headquarters was located on Enies Lobby, Judicial Island (also known as the Island of the Nightless City), which had an 800-year myth of being impregnable. Two years ago, this myth was shattered by the Straw Hat's attack. Enies Lobby, Judicial Island is one of the three major World Government institutions (the three major World Government institutions are Enies Lobby, Judicial Island, Marineford, and Impel Down).
Marineford's combat forces could reach Enies Lobby within 15 minutes by passing through the Gates of Justice and relying on special ocean currents. Former Director Spandam, after receiving an order from Marineford Fleet Admiral Akainu, quickly relayed Akainu's order to the current CP9 Director Lucci.
The full name of the CP9 organization is: Cipher Pol No.9. The former Director was Spandam, and the current Director is Lucci. After taking over, Lucci also changed CP9 to CP0 and recalled all the original CP9 members.
Current members include: Lucci, Kaku, Jabra, Blueno, Kumadori, Fukurou, Kalifa, Hattori (the pigeon on Lucci's shoulder), Spandam, and the newcomer Sea Weasel Nero.
CP9 is a secret intelligence agency directly under the World Government, operating outside of the known government intelligence units CP1-CP8. Including the newcomer, there are a total of 9 members, five of whom are Devil Fruit Ability Users.
CP9 is an assassination organization cultivated by the World Government, engaged in various secret activities, such as assassinating Underground Army executives, hunting down individuals designated by the World Government, and infiltrating designated factions to conduct espionage.
CP1-9 operates independently of the Marine and is directly led by the World Government. Some CP9 members once executed a mission to acquire the blueprints for the ancient weapon "Pluton," using the Straw Hat's safety as leverage to force Robin, the only person in the world (excluding Oden) who could read the text on the blueprints, to help them seize the "Pluton" blueprints from Tom's hands. To obtain the blueprints, Lucci, Kalifa, Kaku, and Blueno infiltrated Water 7, hiding their identities for five years.
Outsiders—including ordinary citizens and rulers of various countries, and even Water 7's mayor, Tom—had only heard of the eight intelligence agencies from CP1 to CP8. Lucci, Kalifa, Kaku, Blueno, and Hattori had been undercover by Tom's side for many years, and Tom had not suspected a thing. As for the current CP0, no one knows of its existence apart from high-ranking government officials.
After CP9 clashed with the Straw Hat and was defeated, they were hunted by the World Government. Everyone returned to their hometowns while evading capture.
After defeating the pursuing Marine, CP9 took a Marine ship to leave their hometown and sailed across the sea. Two years later, they appeared in Dressrosa. Spandam became Lucci's subordinate, and his expression became very respectful. Spandam was the former Director of CP5 and former Director of CP9.
Spandam's heart is insidious, malicious, greedy, hypocritical, twisted, and perverted—in short, he is a guy who can be described with every derogatory term. His strength is extremely poor, even lower than that of a normal person, with a Doriki value of 9 (a Marine soldier with a weapon has a Doriki value of 10). His weapon is the Elephant Sword – Funkfreed, which ate the Elephant-Elephant Devil Fruit (a new technology developed by the World Government's greatest scientist).
Many years ago, he commanded agents to steal a warship built by Franky and used it to attack a judicial ship, framing Tom and others, and killing Franky's master—the Fishman shipwright Tom. The current Director, Rob Lucci, is an Ability User of the Cat-Cat Devil Fruit, Leopard-Form, 30 years old, with a Doriki value of 4000 (without using his Devil Fruit; he would be even stronger with it).
Lucci is the highest combat force of Enies Lobby, Judicial Island, one of the three major World Government institutions. He was once the World Government's Ace assassin and the strongest killing weapon of the intelligence organization CP9, upholding dark justice, and is the strongest among CP9 in 800 years.
When Lucci was thirteen, a kingdom under the World Government was invaded by pirates. The pirates captured 500 soldiers and used them to threaten the king. The World Government sent Lucci to resolve the matter. Lucci infiltrated the warehouse where the pirates held the soldiers and single-handedly killed all 500 soldiers.
When the pirates arrived at the warehouse upon hearing the news, only one young man stood atop a mountain of corpses.
The enraged pirates immediately fired cannons at Lucci. Lucci was hit by five cannonballs in the back. At that time, Lucci had mastered the Six Styles' Iron Body, so he only suffered superficial wounds. These five scars later became his mark, and their shape matched the World Government flag emblem.
CP9's second strongest member is Kaku, an Ability User of the Ox-Ox Devil Fruit, Giraffe-Form, 25 years old, with a Doriki value of 2200 (without using his Devil Fruit; he would be even stronger with it).
Kaku has a long nose similar to Usopp's, but the difference is that Usopp's nose body and front section are round, while Kaku's nose body and front section are square. He possesses astonishing jumping ability and high-altitude landing cushioning.
He ate a Devil Fruit after completing the Water 7 mission, gaining the abilities of a giraffe. He is a swordsman who uses two katanas, and combined with the Six Styles' Tempest Kick, he employs a "Four-Sword Style." He is most skilled at using the Six Styles' "Tempest Kick."
CP9's third strongest member is Jabra, an Ability User of the Dog-Dog Devil Fruit, Wolf-Form, 37 years old, with a Doriki value of 2180 (without using his Devil Fruit; he would be even stronger with it).
As an Ability User of the Dog-Dog Devil Fruit, Wolf-Form, he is a werewolf with the deceptive nature of a wolf. During the five years that Lucci and several other CP9 members were on a mission in Water 7, Jabra was the highest combat force on Enies Lobby.
Moreover, before Lucci and the other CP9 members were about to return to Enies Lobby, he, along with Fukurou and Kumadori, executed the [Assassination of the Underground Army Branch Chief Plan].
His Doriki value is slightly lower than Kaku's, but he believes his overall strength is by no means inferior to Kaku's. During his fight with Sanji, he claimed to be Robin's long-lost brother but was kicked away by Sanji.
His relationship with Lucci and Kaku appears strained on the surface, with frequent bickering, but in reality, CP9 is very united internally. He likes Catherine, a female waitress on Enies Lobby, and once confessed to her but was rejected because Catherine likes Lucci.
CP9's fourth-ranked member is Blueno, 32 years old, with a Doriki value of 820. He is an Ability User of the Door-Door Fruit. A Door-Door Fruit Ability User can open a door anywhere, and the human body is no exception. His highest Realm is opening doors in the air.
CP9's fifth-ranked member is Kumadori, 36 years old, with a Doriki value of 810.
Kumadori is like a theater actor, often performing suicide, but always failing to die due to activating the Six Styles' Iron Body. His catchphrase is to start every sentence with "Yo yo yi." He uses the mysterious Move of Life Return, which Kumadori claims he learned after a thousand years on mountains and a thousand years in the sea, enduring the hardships of an Immortal-like ascetic. However, he was only 34 two years ago. He often says, "If I see my mother in that world…" In fact, his mother is still alive and is also an assassin, but it is unknown if she was ever affiliated with CP9. Her name is "Kumadori Banshee."

CP9's sixth-ranked member is Fukurou, 31 years old, with a Doriki value of 800.
He can use the Six Styles' Hand-to-Hand Combat, which can measure the level of physical technique (i.e., Doriki value). He often accidentally spills secrets. It is precisely because of him that Jabra was dumped by Catherine, the waitress on Judicial Island, which became an open "secret" to everyone on Judicial Island, hence the zipper on his mouth. CP9's seventh-ranked member is Kalifa, a very beautiful woman. She is an Ability User of the Bubble-Bubble Fruit, 27 years old, with a Doriki value of 630.
Kalifa ate a Devil Fruit after completing the Water 7 mission, gaining the abilities of the Bubble-Bubble Fruit. This allows any part of the body that comes into contact with the bubbles to lose its edges, and subsequently, lose friction and become unable to Move.
CP9's eighth-ranked member is Sea Weasel Nero, a newcomer to CP9 who has just completed special training. He has only learned four of the Six Styles: Soru, Tempest Kick, Paper Art, and Moonwalk, but he has actually hidden his true strength, and his specific Doriki value is unknown.
CP9's last-ranked member is the pigeon Hattori. Hattori the pigeon has been raised by Lucci since he was young. From a very young age, Lucci trained and strengthened himself in the name of justice, and the pigeon is his good friend. The pigeon can speak and laugh on his behalf, and is a good helper in assassination missions. Doriki value, after Lucci established CP0, is a metric for measuring a person's combat power, formulated based on Fukurou's Six Styles Hand-to-Hand Combat.
A Marine soldier with a weapon has a Doriki value of 10, and a Doriki value exceeding 500 can be considered superhuman.
Doriki value can be measured using the Six Styles Hand-to-Hand Combat, and most Zoan Devil Fruits can increase Doriki value. Doriki can reflect a person's combat power, but it cannot completely determine a person's overall strength.
