A group of Agents running rampant in Europe every day was one thing; they grudgingly tolerated it. But he did not want to see a group of superhumans rampaging through the streets of Gaul.
"Does this mean S.H.I.E.L.D.'s current scale is insufficient to control the situation?" the British representative also questioned.
S.H.I.E.L.D. could be said to be the most expensive intelligence organization in this World, with an annual budget more extravagant than the United States' seven major fleets.
Technology research and development, personnel training, travel reimbursements, operational loss reimbursements… and that massive Helicarrier, S.H.I.E.L.D. was simply a money-guzzling behemoth.

"We have already found Captain America, Steve Rogers, who is confirmed not to be dead. He will lead this team as Captain. Besides that…"
Nick Fury explained some of the candidates to the World Security Council. After several hours of bickering, the World Security Council reluctantly agreed to S.H.I.E.L.D. forming a superhuman team.
Just as S.P.E.A.R. had formed a team of young people who inherited mythical powers, the Avengers were also permitted to be established.
After receiving permission, Nick Fury immediately made slight modifications to the plan, adding some people the World Security Council did not want to see.
For example, Dr. Banner, who could turn into the Hulk, and that big blonde in New Mexico who called himself Thor, and the elusive Kamen Rider Geats, as well as the recently debuted New York City street hero Spider-Man. Plus Tony Stark as a consultant, the Avengers' combat power was definitely not bad.
Nick Fury did not bring in some overly dangerous individuals. For the first phase, maintaining this level of combat power was just right. After these individuals grew stronger, Nick Fury would then prepare to bring in more people.
After seeing off the difficult World Security Council, Nick Fury walked out of the conference room and said to a trusted Agent:
"Have Coulson come see me."

"Director, I heard you were looking for me?"
"It seems your idol not being dead makes you very happy, Agent Coulson," Nick Fury raised his single eye, a hint of teasing in his tone.
"It's my honor to be able to help Captain," Coulson said proudly. "Although not everyone can accept Captain now, like last night I was arguing with an online gamer whose ID was 'My idol Iron Man can smash ten Captain Americas'."
"This has nothing to do with online trolls," Nick Fury shook his head, then said to Coulson:
"Captain's recovery will be handled by others. Coulson, I have a new mission for you."
"A new mission? Please instruct me," Coulson accepted happily. He was already very happy that his idol was not dead, so he would do anything now.
"Do you want to be a high school principal?" Nick Fury asked.
"Is there anyone or anything noteworthy in that high school?" Coulson asked.
"More than one," Nick Fury said vaguely. "I want you to go to Midtown High School in New York City and observe every student carefully. Can you do that?"
"Mission accomplished, Director," Coulson replied firmly.
A few days later, Midtown High School held an inauguration ceremony because they had a brand new principal.
Coulson stood on the podium, wearing a well-fitted suit, and announced to the entire faculty and student body:
"You can call me Coulson, and from now on, I am the principal of Midtown High School…"
