After speaking the transformation command and inserting the Delta Phone into the left side of the belt, the silvery-white Photon Blood instantly covered Raven's body. Just like that, he transformed into Kamen Rider Delta.
Raven leaped forward, kicking Masahiko Minami away just as he was about to attack a woman with a child.
"Look at yourself now. Do you still think you're human?" Raven sneered at the downed Masahiko Minami.
"I'm not a monster... I'm human!" Masahiko Minami kept repeating the phrase, but the Amazon's savagery still consumed his mind, driving him to attack everything in sight.
Raven could, of course, resolve this Amazon, Masahiko Minami, in an instant, or even directly control him. However, this was a performance, and he needed to cooperate with the other party to put on a good show.

Finally, news circulated that the monster attack incident was connected to a secret underground laboratory run by the National Police Agency in the suburbs. To quell the situation, the NPA was forced to issue a public apology, utilizing the traditional 'bowing craftsman' spirit to shoulder a significant portion of the blame.
Under Smart Brain's subtle guidance, public opinion began to shift. The disappearances caused by Orphnochs were now largely blamed on the National Police Agency and the person in charge, Masahiko Minami. At the same time, people were arranged to destroy all files related to Yuka Osada at the police station.
Only then did Raven finally feel at ease. With those troublesome police officers gone, Yuka no longer had to live in fear.

Because of the order Raven had given to Smart Brain, almost all Orphnochs were forbidden from attacking humans to increase their numbers. This led to a nearly ninety percent reduction in deaths caused by Orphnochs.
Only a few outliers, those who neither wished to live as humans nor be managed by Smart Brain, remained self-willed, continuing to attack people everywhere. People were arranged to contact Takumi Inui and have him use the Faiz Gear to destroy these human-attacking Orphnochs.
