The Gotei 13 couldn't always rely on officers and captains to handle every task.
"Maybe I should start with ten rare blue summons first," Oguro thought to himself.
Just then, a familiar notification chimed in his mind.
"Ding!"
System Mission: Birth of a Divine Nation.
Objective: The foundation of the Divine Kingdom has been steadily established. It's time to bring forth the true nation of God. Declare its founding and give it a name!
Reward: Fifty Reserve Shinigami.
"Reserve Shinigami?" Oguro blinked, checking the description.
They were described as top graduates of the Shinō Spiritual Arts Academy—Shinigami who had obtained Asauchi but had yet to awaken their true Zanpakuto names. They still needed time and battle experience to become full-fledged Shinigami.
Much like the Ten Guards he had before, but with greater potential.
Oguro smiled with satisfaction. "Not bad. A worthwhile reward."
He was going to establish his kingdom sooner or later anyway, so getting an extra bonus was a good deal.
But since this was going to be his official capital, the area around Skypiea needed to be properly cleaned up.
And he still had to deliver soil to the Sky Islanders to stabilize their hearts.
The next day, Oguro gathered everyone.
"Now that Skypiea belongs to me, it's about time to establish the Divine Kingdom."
At his words, Soifon and the other Shinigami straightened with excitement.
As system-summoned beings, the kingdom's creation quest was engraved deep within their souls.
And now, their Lord Soul King was about to take the most important step forward—how could they not be thrilled?
Nami and Robin looked surprised, but the feeling passed quickly.
Given what Oguro had done so far, this was hardly unexpected.
Oguro continued, "Before we found the kingdom, there's something else that needs to be dealt with first."
"God's Island used to be part of Jaya Island on the Blue Sea. The remaining half down there has been overrun by pirates—it's basically a den of scum and filth now."
He narrowed his eyes slightly. "And I don't like having a nest of trash so close to my capital."
Not everyone was qualified to live on the land of a god.
"Lord Soul King, allow me to handle this rabble," said Byakuya Kuchiki, stepping forward.
"Good. With you taking action, none of them will escape."
Oguro trusted a captain-level Shinigami completely.
Since it was merely a cleanup operation against pirates, Nami and Robin stayed behind.
Oguro set off from Skypiea with Byakuya and Rukia Kuchiki, soaring down toward Jaya Island.
From above, Oguro gazed down at the sea below.
As expected—it was the other half of the skull-shaped island.
At the port, dozens of Marine corpses hung from poles, swaying with the wind.
The Marines had tried to purge the pirates before, but Jaya held no strategic value.
The task forces sent were weak and were wiped out completely.
After several failures, the Marines simply stopped caring.
After all, there were no civilians left to protect anyway.
"Just as you said, Lord Soul King," Rukia said coldly, her hand tightening around Sode no Shirayuki's hilt. "This place truly is a cesspool."
Byakuya said nothing, but his frosty gaze made his thoughts clear—he felt the same as his sister.
"Lord Soul King, to what extent shall we eliminate them?" Byakuya asked calmly.
Oguro swept his Observation Haki across the island. "There are around sixty to seventy thousand pirates in Mock Town."
He smirked. "Anyone who dares attack—kill them all. Leave one or two thousand of the weakest alive for labor in the Divine Kingdom. The rest—none are to remain."
"Understood."
Byakuya and Rukia immediately flew toward the harbor, not bothering to hide their presence.
They were spotted within seconds.
"Two Devil Fruit users are approaching!"
In the One Piece world, anyone who could fly was automatically assumed to be a Devil Fruit user.
Fearing that, the pirates didn't immediately start taunting them.
Byakuya turned slightly to Rukia. "There are too many. Cut off their retreat first."
Rukia nodded and drew Sode no Shirayuki in one smooth motion.
"Dance—Sode no Shirayuki."
"First Dance, Tsukishiro."
A cold hum filled the air.
In an instant, the sea around the port froze solid—every ship locked in a thick sheet of ice.
"Enemy attack! Enemy attack!"
The pirates finally realized the intruders weren't friendly and began calling for reinforcements.
A few reckless ones charged directly at Byakuya, who had just landed.
Fools who didn't know their place.
A faint look of disdain flickered in Byakuya's eyes.
Just as their blades were about to strike him—his figure vanished.
Schlick!
A heartbeat later, their hearts and throats were pierced simultaneously.
They dropped without a sound.
Senka.
A special Shunpo technique that adds rotational movement, allowing Byakuya to instantly appear behind his opponent and strike at their vital points.
In the original world, it targeted the Saketsu and Hakusui, but since people in this world lacked those, he adjusted to target the heart and throat instead.
"Tch… that guy's insanely strong!"
"Go—get Boss Rossio!"
Rossio, the "Executioner," bounty forty-two million berries.
The feared ruler of Mock Town.
Inside a tavern, Rossio threw down his hand of cards. "Four Aces! Looks like I win again."
He grinned, sweeping the pile of money toward himself.
Just then, one of his lackeys burst in, panicked and breathless.
"B-Boss Rossio! The port's frozen solid! Some freak's killing everyone!"
Rossio's brow arched. "Another fool trying to take Jaya, huh?"
Being a lawless zone ignored even by the Marines, Jaya had drawn countless ambitious pirates over the years.
But every single one of them had been crushed by Rossio—dreams shattered, bodies fed to the sea.
He cracked his neck, grinning wickedly. "Guess I've got time to entertain our guest."
Back at the port, Byakuya had already begun the massacre.
He raised his Zanpakuto before him, voice low and serene.
"Scatter, Senbonzakura."
The blade dissolved into a thousand glimmering petals of pink.
"Huh? Cherry blossoms?"
The pirates gawked in confusion. Some even reached out, mesmerized by the sight.
Slash!
As the petals drifted past, each pirate's body was carved with dozens of deep wounds.
The beautiful petals were blades—thousands of razor-sharp fragments reflecting the light like a deadly illusion.
