Ramika Sen tightens her grip on the country.
She orders a massive campaign against Rocky — freezing his assets, sending the army, and calling him "the nation's enemy."
But Rocky isn't afraid. He meets her face-to-face, his voice calm and cold:
> "Violence... violence... violence. I don't like it. I avoid it. But violence likes me — I can't avoid it."
With those words, he declares himself not as a criminal — but as a ruler.
