Chapter 81 - Chapter 81 Viserys' Reform, Dividing the Andas into Seven Armies

"Mother Andals, you have awakened, revitalized amidst the ruins. Let the seven-pointed star illuminate the path, and please bless King Viserys Targaryen, the Warrior, and bless these long-suffering people."

Archbishop Umber led the crowd in prayer before the statues of the Seven Gods.

"andals are not slaves! Let andals return to glory!" Viserys raised his arm.

"Let Andals return to glory!"

"Let Andals return to glory!"

The piety of their faith and the unity of their beliefs intoxicated the Andals, who were determined to protect their homeland.

The andals present applauded and cheered slogans.

Some rhoynar elders observing the ceremony frowned. The andals and rhoynar had a love-hate relationship, belonging to the same poor brethren who had fallen in status together.

Now that the andals were rising again, it seemed the Loynans's hard times were coming.

Quilo and Black Pearl exchanged glances. This person, who at a mere teenager could restore a nation in Andals, was indeed extraordinary.

Viserys was like a fervent orator; his ideas truly fit the current situation of Andals.

Those words left all the Andals intoxicated.

"His Majesty Viserys, to better manage the Andals region and defend our homeland, I request that, in reference to the holiness of the Seven Gods in heaven, Andals be divided into seven administrative regions," requested Earl Donal Stone Family.

The Kingdom of Andals had its own management system, and the now village-based Andals needed centralized management.

However, people did not expect Earl Donal to be so understanding, not asking the King for a large territory for himself, but directly suggesting a new territorial system.

"Exactly, Your Majesty," Bishop Umber Andalos also nodded. "We act according to the will of the Seven Gods, and the vast Andals will be better managed thanks to Your Majesty's wisdom."

"Granted!" Viserys agreed to this request, which they had, in fact, already discussed.

Argus, standing nearby, presented Viserys with a map of Andals.

"Then let Viserysgrad be the Central Andals Region, with three equally divided Upper Andals Regions above it, and three equally divided Lower Andals Regions below it. Each region shall have an official dispatched by Viserysgrad to manage it and form its own auxiliary army."

Viserys no longer intended to restore Westeros's original feudal lord system in Andals, as the lord system had too weak a centripetal force.

Moreover, because the history of Westeros lords was long-standing, even conquerors could not directly change it.

The later history of the Dragon Dynasty was one where the royal family increasingly compromised with the rebellious great lords.

But in Andals, the grassroots organizations had long since fallen into villages, there were no powerful feudal magnates, and the Andals were terribly poor, often going hungry.

To unleash the full war potential, Viserys chose true centralism. The officials of these grand regions would only be royal itinerant officials, not hereditary lords.

"Under the glorious light of the Seven Gods, I shall proclaim my Seven Ordinances," Viserys said solemnly. "These will also be the foundation of the Andals nation."

All the people listened attentively, eager to hear the detailed content of the King's Seven Ordinances.

"First, Andals is a land of freedom and prosperity; slavery is abhorred by the gods. Slavery is forbidden in the land of Andals, and Andals shall not be slaves. Anyone who attempts to enslave an andal is an enemy of the Andals." Viserys announced the first ordinance, laying the foundation for the nation's character.

This law primarily targeted the slave owners of the Free Cities and the dothraki horsemen, who had most frequently plundered andals before.

Viserys and the Dothraki were already implicitly mortal enemies; the Dothraki, accustomed to destroying towns and civilization, could not tolerate the establishment of Viserys City.

And if the Andals, with their own country, still bowed to the Dothraki, wouldn't their restoration be in vain?

The andals, unlike the cheese vendors of the Free Cities, were also a spirited and proud knightly people.

"Second, andals is a land of peace, always believing in good neighborliness. All who respect the sovereignty and people of Andals are friends of Andals and share peace. If anyone tramples on Andals' sovereignty and harms our people, they are the enemy of millions of Andals," Viserys announced.

In fact, Viserys felt this decree was mainly a clarification. Viserys's current development direction was considering the scattered Loynans to the east.

Many Loynans in the border areas already had intentions of allegiance.

However, the nascent andals was destined to face the wary hostility of the Three Daughters, Pentos, or the Dothraki.

Viserys was also prepared for war; in this land of four battles, if you don't go to war, war will come to you!

"Third, in correspondence with the Seven Blessings, Andals will be evenly divided into seven equal regions, managed by administrative officials dispatched by the King, and the army will be formed by the King. The royal family is responsible for protecting its subjects, and the people obey the royal family's tax arrangements and military service arrangements," Viserys announced.

This geographically divided the system of Andals into seven grand regions, dispersing the original tribes and consolidating them into a royal force.

After all, the Andals were all village-based, and now that the powerful Stone Family had submitted and the andal traitor Greenvine Family was disgraced, it was easier to unify them.

"Fourth, with the establishment of andals, there should also be the spear and shield of the Andals. Knight training will begin with children, and adult males who do not join the army will also receive fixed military service training. The First Legion will consist of regular soldiers and auxiliary soldiers. Andals will implement a system combining regular soldiers, farmer-soldiers, and auxiliary soldiers. Central Andals will primarily select andal elites as a standing army, while Upper Andals and Lower Andals will have a small number of regular troops and extensively develop auxiliary soldiers and farmer-soldiers, who will frequently receive training in Viserysgrad."

Viserys announced, this was also his envisioned Seven Armies System of Andals: seven regions, seven regional soldiers.

In the future, the military strength of Andals would be the regular army of Central Andals, the six auxiliary regiments of the other Upper and Lower Andals, plus the farmer-soldiers—this method of rapid troop mobilization.

Central Andals would gather the strongest regular army, cavalry, and longbowmen, with other auxiliary soldiers responsible for support.

The Loynans seemed to hear the rumbling sound of a war machine; this new King of the Andals was about to completely awaken the knights of Andals and begin a new war.

Quilo listened to Viserys's presentation, as if seeing the King's soaring ambition.

Regardless of Viserys's direction of expansion, awakening the beast of Andals would definitely lead to war, and Essos would likely be turbulent thereafter.

"Fifth, the inhabitants of the land of Andals will live in peace and prosperity. In Viserysgrad, all industries will flourish. The royal family will build new mints, wineries, blacksmith factories, and so on," Viserys announced.

The winery was already prepared; Viserys had brought back the Greenvine Family's stills that he had seized, and the next step was to work quickly to produce whiskey and golden rum to make money.

The technical director for the blacksmith factory also had a suitable candidate: the Tyrosh blacksmith who had followed them from Braavos to this place.

The blacksmith Hotah was a freed slave who had escaped Tyrosh and harbored bitter resentment towards Tyrosh, making him exactly the talent Viserys needed.

"Sixth, all serious crimes, from dismemberment upwards, will be judged by the Royal Court of Viserysgrad, including treason, counterfeiting, and intentional harm to others."

"Seventh, retaliatory revenge is strictly prohibited; avengers should remain calm for thirty days. andal people, after suffering harm, must not seek retaliation within thirty days, but report to the Royal Court. All private duels, all arson incidents, all disturbances disrupting agriculture, are disrespectful to the Seven Gods and the King."

Viserys finished speaking his Seven Ordinances in one breath, proving that he was not only a madman on the battlefield but also a shrewd king.

These Seven Ordinances, even when Viserys returned to Westeros, would be used to implement the royal family's complete centralization of power.

"Long live King Viserys!"

"Long live King Viserys!" The andals cheered. From this day forward, their newborn Kingdom of Andals became a formal entity.
