The consequences of both choices were clearly stated, but Uchiha Fugaku also employed a rhetorical trap; not going would mean Yahiko cares about his own life, unwilling to put himself in danger, thus leaving other members of the Akatsuki Organization in peril.
The Akatsuki's separation wouldn't be far off by then, and lacking outside support, they would have to come out and be active.

"I've decided to accept Hanzo's invitation. By then, I'll handle all the arrangements..."
