Konan is held on the fourth level, where rarely anyone visits. They have several sealing techniques applied on them; as ordinary people, they can't do much. And the prison's construction considers Earth Release Ninjas, with iron plates outside its walls, making it impossible to infiltrate stealthily using Ninjutsu.
Other than delivering meals daily, almost no one pays attention to them.
Arriving at Konan's cell, Uchiha Yoichi opened the door and walked straight inside. Konan, seeing Uchiha Yoichi wearing the Divine Robe, guessed he was the Hokage of Konoha.

Konan stood up and said, "This information is only known by Nagato..."
