To take a step back, even if Xiaogao wants to switch jobs on his own, and isn't a spy, offending Boss Zhao just to hire an assistant isn't worth it.
Boss Zhao just came over, made peace with Li Jingsheng, and promised not to sabotage Sunshine Clinic anymore. This ending is very good.
At least Li Jingsheng feels quite satisfied.
If Xiaogao is hired, once Boss Zhao gets wind of this, he would likely rush over from the hospital in a rage.
By then, it would probably be an unfriendly scenario.
Moreover, no matter how you put it, Li Jingsheng would be at fault.
