File ID: KAC-218
Designation: "The Cannibal of Carthage," "The Cursed General," "Hannibal Barca"
Threat Level: Category 2
Status: Contained (Conditionally)
Discovering Officer: Overseer Gamma
World of Origin: Earth, Prime Historical Continuity
[OVERVIEW]
(NOTE: KAC-218 is classified as a high-risk humanoid anomaly possessing extraordinary military intelligence, regenerative capabilities, an apparent immunity to conventional aging, and an involuntary transformation triggered by prolonged deprivation of human flesh. Personnel are advised that the entity's intellectual capabilities are at least as significant as its physical abilities.)
KAC-218 is a humanoid entity identifying itself as Hannibal Barca, the historical Carthaginian military commander renowned for his campaigns against the Roman Republic during the Second Punic War.
Historical and genetic investigations have provided substantial evidence supporting this identity.
Despite having been born in 247 BCE, KAC-218 remains alive, exhibiting no signs of biological aging beyond those associated with a human male in his late forties.
The entity claims that its anomalous condition originated from a curse inflicted upon him during the final years of his life by an unidentified supernatural force.
The curse imposed an unnatural requirement upon KAC-218:
He must periodically consume human flesh to maintain his humanoid form.
Failure to satisfy this requirement results in progressive physiological and psychological deterioration, culminating in an extreme transformation resembling the entity colloquially known as the Wendigo, a previously contained KAC anomaly.
During this transformation, KAC-218 undergoes extensive skeletal restructuring, muscular hypertrophy, accelerated regeneration, and profound alterations in behavior.
The resulting organism exhibits an overwhelming compulsion to hunt and consume humans.
Of particular concern is the fact that KAC-218 does not completely lose his intelligence following transformation.
Although his higher reasoning becomes compromised by hunger, his ability to recognize patterns, anticipate enemy movements, exploit weaknesses, and employ complex tactics remains substantially intact.
Consequently, KAC-218 is not considered merely a predatory humanoid.
He is a predator possessing the military knowledge of one of antiquity's most accomplished commanders.
KAC-218 has repeatedly demonstrated that containment measures effective against conventional predatory anomalies are insufficient when employed against an individual capable of identifying and exploiting their underlying strategic weaknesses.
[DISCOVERY]
Date of Discovery: ████████
Location: Ruins near ancient Carthage, Tunisia
Incident Report:
KAC-218 first attracted organizational attention following a series of disappearances involving archaeological personnel investigating a previously undocumented subterranean complex near the ruins of ancient Carthage.
The excavation revealed a network of passages containing Punic inscriptions, military artifacts, and skeletal remains.
Several inscriptions referred to an individual identified as:
"The General Who Hungers Beyond Death."
Others warned against entering the lowest chambers.
The earliest decipherable inscription read:
"Let no man follow the Lion beneath the earth, for the hunger given to him shall never be satisfied."
Over the following seventeen days, nine archaeological workers disappeared.
Search parties discovered extensive claw marks along the interior walls, damaged stonework, and scattered human remains.
Surveillance equipment installed at the excavation site recorded an unusually tall humanoid moving through the passages.
The entity appeared severely emaciated, with disproportionately elongated limbs and an exposed skeletal structure.
Initial investigators suspected the presence of an undocumented Wendigo-related anomaly.
A KAC containment team was subsequently dispatched.
Upon entering the excavation, the team encountered what appeared to be an elderly man wearing deteriorated clothing and sitting beside a small fire.
The individual was calm.
He spoke an archaic form of Punic before switching to Latin upon recognizing that the soldiers could not understand him.
When questioned regarding the disappearances, the individual stated:
"I warned them not to come beneath the earth."
The individual then identified himself as Hannibal Barca.
Field personnel initially dismissed the claim.
However, the subject demonstrated extensive knowledge of ancient Carthaginian military organization, political structures, and personal details regarding prominent historical figures.
Several details had never been documented in surviving historical records.
The individual subsequently requested food.
When offered a standard military ration, he refused.
He then stated:
"You have brought soldiers, but no provisions suitable for me. An unfortunate oversight."
Approximately forty minutes later, the subject began displaying signs of extreme agitation.
His hands trembled.
His breathing became irregular.
The skin surrounding his joints visibly darkened.
When instructed to remain seated, the entity answered:
"I would advise your commander to withdraw his men."
The containment team refused.
KAC-218 reportedly sighed.
"Then we shall repeat Cannae, although I assure you this will be considerably less dignified."
The entity transformed approximately eleven minutes later.
The resulting engagement lasted thirty-seven minutes.
Four KAC operatives were killed.
Eleven sustained injuries.
The entity was eventually subdued through coordinated suppression and specialized anomalous restraints.
Upon regaining consciousness, KAC-218 expressed regret regarding the deaths.
However, he also criticized the containment team's positioning.
His exact statement was:
"Your commander placed his strongest men at the center and left his flanks unsupported. Even the Romans learned the consequences of that mistake."
KAC-218 was subsequently transferred to Site-███.
[DESCRIPTION]
In his baseline state, KAC-218 resembles a human male of Mediterranean ancestry appearing approximately forty-five to fifty years old.
Height: 178 centimeters
Weight: 81 kilograms
Hair: Dark brown, partially graying
Eyes: Brown
Build: Lean, muscular
Notable Features: Extensive scarring, including an old injury affecting one eye
The entity possesses physical characteristics consistent with historical accounts of Hannibal Barca.
His speech is deliberate, measured, and authoritative.
KAC-218 is fluent in multiple ancient languages, including Punic, Latin, and Greek.
He has also demonstrated considerable proficiency in several modern languages acquired during his prolonged existence.
Despite his age, KAC-218's cognitive functions remain exceptionally well-preserved.
He demonstrates no symptoms of dementia, significant memory degradation, or age-related neurological decline.
The entity claims to remember nearly every significant event of his life.
This includes the Second Punic War, the Battle of Cannae, the crossing of the Alps, and his eventual exile.
KAC historians have conducted numerous interviews with the entity.
While many of his accounts correspond to surviving historical sources, others contradict established interpretations.
These contradictions remain under review.
KAC-218 rarely displays hostility toward personnel while sufficiently nourished.
He is generally cooperative, provided that his dietary requirements are maintained.
However, he frequently expresses contempt toward incompetence, especially among military personnel.
He has also demonstrated a pronounced dislike of being addressed as a monster.
When questioned regarding this preference, KAC-218 replied:
"I was called a monster long before I became one."
[NATURE]
KAC-218's condition is believed to originate from an unknown curse imposed during the final years of his historical life.
According to the entity, the curse was inflicted shortly before his presumed death in Bithynia.
Historical records generally attribute Hannibal's death to suicide by poison.
KAC-218 confirms that he attempted to take his own life to avoid Roman capture.
However, he claims that the poison failed to kill him.
Instead, he experienced what he describes as an encounter with an unidentified presence.
The entity refuses to provide a complete account of this encounter.
During one interview, KAC-218 stated:
"I believed that death would be my final victory over Rome. I was mistaken. Something had already claimed the battlefield."
When asked to describe the presence, he responded:
"I remember a voice. I remember a bargain I never agreed to. And I remember waking with a hunger that no ordinary meal could satisfy."
The curse appears to maintain KAC-218's continued existence while simultaneously imposing a biological and metaphysical dependency upon human flesh.
Unlike conventional predatory anomalies, KAC-218 does not appear to consume humans primarily for nourishment.
Rather, human flesh temporarily suppresses the transformation.
The precise mechanism remains unidentified.
Synthetic human tissue has demonstrated partial effectiveness.
Animal flesh provides ordinary nutritional value but does not suppress the curse.
Several substitutes have been tested.
Results indicate that the anomalous requirement is highly specific to human biological material.
KAC researchers have proposed several explanations:
1. Supernatural Punishment
KAC-218 may have been cursed as punishment for his participation in warfare, the deaths resulting from his campaigns, or some other historical event.
The entity rejects this interpretation.
2. Predatory Metamorphosis
The curse may be transforming KAC-218 into a distinct supernatural organism, with human flesh temporarily preventing completion.
3. Wendigo-Related Contamination
KAC-218's transformation shares several characteristics with the previously contained Wendigo anomaly.
However, available evidence does not establish a common origin.
4. Metaphysical Binding
An unknown entity may have bound KAC-218's continued existence to the consumption of human flesh.
Under this interpretation, the transformation represents a consequence of failing to satisfy the binding.
5. Deliberate Preservation
A minority of KAC researchers believe that the curse was designed specifically to prevent Hannibal Barca from dying.
The cannibalistic requirement may be a secondary mechanism intended to degrade his humanity over time.
This hypothesis remains unconfirmed.
[TRANSFORMATION: THE HUNGRY GENERAL]
KAC-218's transformation occurs in stages.
The progression rate varies according to the quantity and quality of human tissue consumed previously.
Stage I — Initial Starvation
Typically begins after approximately fourteen days without human flesh.
Symptoms include:
persistent hunger
irritability
insomnia
heightened olfactory sensitivity
involuntary muscle spasms
reduced tolerance for ordinary food
increasing fixation on nearby humans
KAC-218 generally retains complete self-control during this stage.
However, he becomes noticeably less cooperative.
Stage II — Physiological Deterioration
Typically begins between twenty-one and twenty-eight days.
Symptoms include:
rapid reduction in apparent body fat
increased skeletal prominence
elongated fingernails
darkening of the eyes
increased muscular strength
accelerated regeneration
heightened aggression
intermittent predatory behavior
During this stage, KAC-218 may begin speaking to himself in Punic.
Personnel have reported hearing him recite military formations, battlefield orders, and the names of soldiers who served under him.
KAC-218 claims that these recitations help him retain mental clarity.
Stage III — Wendigo-Like Metamorphosis
Occurs following prolonged deprivation or extreme physiological stress.
The transformation is violent and generally completes within several minutes.
KAC-218's skeletal system elongates.
His limbs become disproportionately long.
The rib cage expands.
His musculature undergoes extensive restructuring.
The skin becomes pale gray and tightly stretched across the underlying anatomy.
The face develops a pronounced skeletal appearance.
The jaws enlarge considerably.
The teeth become elongated and sharply pointed.
KAC-218's transformed height varies between 3.4 and 4.1 meters.
The resulting entity resembles documented Wendigo manifestations, particularly those displaying extreme emaciation and unnatural proportions.
Unlike some folkloric representations, KAC-218 does not naturally possess antlers.
However, irregular bony protrusions have been observed along the skull and upper spine during particularly prolonged starvation events.
The entity's vocalizations become deeper and increasingly distorted.
Speech remains possible, although it is often interrupted by growling, clicking, and abnormal respiratory sounds.
Stage IV — Total Hunger
Stage IV has been observed only once.
During Incident 218-Omega, KAC-218 remained deprived of human tissue for an exceptionally prolonged interval.
His transformation continued beyond previously documented limits.
The entity's regeneration increased significantly.
Pain responses diminished.
Its physical strength exceeded established Stage III measurements.
Most concerningly, the entity displayed a marked increase in predatory patience.
Rather than attacking immediately, it withdrew from direct confrontation and began manipulating the movements of containment personnel.
The entity appeared to recognize that prolonged conflict would gradually exhaust its opponents.
Stage IV was terminated through emergency feeding procedures.
Further deprivation testing is prohibited.
[INTELLIGENCE AND STRATEGIC CAPABILITIES]
KAC-218's intelligence represents one of the primary reasons for its Category 3 classification.
Historical Hannibal Barca was renowned for his strategic brilliance, particularly his tactical adaptability, understanding of enemy psychology, and ability to defeat numerically superior forces.
KAC-218 retains these attributes.
The entity possesses over two millennia of additional experience.
Its knowledge has expanded to include modern military doctrine, technological warfare, intelligence operations, psychological manipulation, and KAC containment practices.
The following incidents illustrate its capabilities.
1. The Twelve-Minute Containment Exercise
KAC-218 was invited to participate in a simulated containment breach exercise.
The objective was to determine whether the entity could escape a hypothetical secure facility using limited resources.
KAC-218 was supplied with a simplified map, security patrol schedules, and information regarding defensive systems.
Within twelve minutes, the entity identified seven exploitable weaknesses.
Five were previously unknown to the facility's security officers.
The sixth involved manipulating emergency-response procedures.
The seventh required no physical escape.
KAC-218 demonstrated that he could convince the defending commander to authorize his release by creating a situation in which continued containment appeared strategically disadvantageous.
The simulated commander complied.
KAC-218 described the exercise as:
"An unnecessarily complicated siege against an opponent who had already opened the gates."
2. The Cannae Reconstruction
During an academic interview, KAC historians requested that KAC-218 reconstruct the Battle of Cannae.
The entity provided detailed explanations of the battle's tactical progression.
He subsequently criticized several modern interpretations of the engagement.
When given a hypothetical Roman counterstrategy, KAC-218 revised his original deployment and demonstrated an alternative encirclement method.
Researchers repeated the exercise using multiple simulated opposing commanders.
KAC-218 consistently adapted his approach.
It should be noted that these simulations do not independently prove the accuracy of his historical claims.
However, they establish his ability to reason effectively under changing tactical conditions.
3. The Thirty-Seven Minute Breach
Following his initial transformation at the Carthaginian excavation site, KAC-218 successfully manipulated containment-team positioning.
Analysis demonstrated that several apparently impulsive attacks had served to separate personnel from supporting units.
The entity repeatedly targeted communication equipment and exploited narrow passages.
Rather than attempting to defeat the entire team simultaneously, KAC-218 reduced its numerical advantage through successive engagements.
The resulting tactics closely resembled his historical preference for isolating and defeating portions of larger forces.
4. The Unspoken Order
During a psychological assessment, KAC-218 was presented with a hypothetical scenario involving a hostile anomaly and an understrength defensive unit.
After reviewing the information, he refused to provide a plan.
The examiner asked why.
KAC-218 replied:
"Because you have already decided to sacrifice the third squad."
The examiner had privately intended to propose such a maneuver.
KAC-218 subsequently identified the assumptions leading to that decision.
No evidence of telepathy was detected.
The entity had inferred the plan from the examiner's questions and presentation of available resources.
[PERSONNEL DIALOGUE: TRANSCRIPT EXCERPT — FIRST FORMAL INTERVIEW]
Interviewer: Overseer Gamma
Subject: KAC-218
Overseer Gamma: State your name for the record.
KAC-218: Hannibal. Son of Hamilcar. Of the house of Barca.
Overseer Gamma: You understand that the historical Hannibal Barca died more than two thousand years ago?
KAC-218: Yes. I was there when it was supposed to happen.
Overseer Gamma: Explain.
KAC-218: The Romans had finally cornered me. I had spent my life refusing to kneel before them. Poison seemed preferable to a triumphal procession through Rome.
Overseer Gamma: Yet you survived.
KAC-218: Unfortunately.
Overseer Gamma: You claim you were cursed.
KAC-218: I do not claim it. I endure it.
Overseer Gamma: By whom?
KAC-218: I do not know.
Overseer Gamma: A god?
KAC-218: Perhaps. I have encountered enough things calling themselves gods to know the title means very little.
Overseer Gamma: Why human flesh?
KAC-218: That is a question I have asked for two thousand years.
Overseer Gamma: And if we refuse to provide it?
KAC-218: Then eventually I will stop being the man sitting before you.
Overseer Gamma: Is that a threat?
KAC-218: No, Overseer. It is a warning. There is a difference, though I appreciate that your profession gives you little reason to distinguish them.
Overseer Gamma: How many people have you killed since your supposed death?
KAC-218: I stopped counting centuries ago.
Overseer Gamma: You speak rather casually about murder.
KAC-218: I commanded armies. Death was familiar to me long before this curse. That does not mean I have forgotten its weight.
Overseer Gamma: Do you regret what you've become?
KAC-218: Every day.
Overseer Gamma: Then why continue living?
[KAC-218 remained silent for approximately nineteen seconds.]
KAC-218: Because I have tried dying.
Overseer Gamma: And?
KAC-218: Death refuses to have me.
[EFFECTS/ABILITIES]
KAC-218 exhibits the following confirmed anomalous properties:
Biological Immortality:
KAC-218 does not undergo conventional biological aging and has remained alive for more than two millennia.
Regenerative Physiology:
The entity can regenerate significant physical injuries. Regenerative effectiveness increases substantially following transformation.
Enhanced Physical Strength:
In its baseline form, KAC-218 possesses physical capabilities modestly exceeding those of a trained human combatant. Following transformation, strength increases dramatically.
Enhanced Speed and Reflexes:
Transformed KAC-218 demonstrates movement speed, agility, and reaction time significantly beyond conventional human capabilities.
Heightened Sensory Perception:
The entity can detect human biological scents, blood, and movement across considerable distances.
Cannibalistic Dependency:
KAC-218 requires periodic consumption of human flesh to suppress its transformation.
Wendigo-Like Metamorphosis:
Prolonged deprivation produces extensive physiological restructuring and predatory behavioral changes.
Hunger-Induced Escalation:
Continued deprivation increases physical capabilities while progressively destabilizing cognition and emotional control.
Exceptional Strategic Intelligence:
KAC-218 possesses extensive military knowledge, tactical adaptability, and an unusually sophisticated understanding of human behavior.
Historical Knowledge:
The entity provides firsthand testimony regarding numerous historical periods, although independent verification remains necessary.
Curse-Bound Survival:
KAC-218 has survived injuries and poisoning that would ordinarily prove fatal. The precise limits of this property are unknown.
[BEHAVIOUR]
KAC-218 is generally calm, disciplined, and cooperative when his anomalous dietary requirement is satisfied.
He demonstrates considerable restraint.
Unlike many cannibalistic anomalies, KAC-218 does not appear to derive pleasure from consuming human flesh.
He consistently describes the requirement as degrading and humiliating.
The entity has expressed particular disgust toward the smell and taste of human tissue when not experiencing severe hunger.
During one interview, KAC-218 stated:
"I have eaten at the tables of kings. I have tasted food from lands the Romans never knew existed. Yet none of it quiets this hunger. There is no pleasure in that."
KAC-218 spends much of his containment period reading, exercising, studying historical documents, and participating in tactical simulations.
He has demonstrated interest in modern geopolitics, technological developments, and military history.
He frequently expresses amusement when modern historians debate his decisions.
His opinion of Rome remains notably unfavorable.
However, he does not demonstrate indiscriminate hatred toward modern Italians or individuals of Roman descent.
When questioned, he stated:
"Rome was my enemy. Its descendants are not responsible for a war they never fought."
KAC-218 is capable of forming respectful relationships with personnel.
He responds positively to individuals demonstrating competence, integrity, and intellectual curiosity.
He displays contempt toward unnecessary cruelty, arrogance unsupported by ability, and commanders who recklessly sacrifice their subordinates.
Most importantly, KAC-218 does not wish to transform.
He recognizes the transformation as a loss of personal autonomy.
The entity has repeatedly requested that KAC personnel maintain an adequate supply of laboratory-grown human tissue.
[CONTAINMENT]
KAC-218 is housed within a reinforced humanoid containment suite at Site-███.
The suite includes:
reinforced walls
remotely operated access mechanisms
continuous physiological monitoring
environmental controls
emergency sedation equipment
and redundant containment barriers
KAC-218 is permitted access to literature, historical research materials, and approved recreational equipment.
Communication privileges remain conditional upon cooperation.
Feeding Protocol 218-A
KAC-218 must receive a scheduled quantity of legally and ethically sourced, laboratory-grown human tissue sufficient to suppress the curse.
No person may be killed or injured to supply KAC-218.
Human remains obtained through unauthorized means are strictly prohibited.
Current testing indicates that properly cultivated human tissue provides sufficient suppression under normal circumstances.
A continuous reserve must be maintained.
If supplies become unavailable, personnel must initiate emergency containment procedures before the onset of Stage II deprivation.
Under no circumstances may KAC-218 be deliberately starved as punishment.
Special Containment Directive
Personnel are prohibited from discussing:
complete containment architecture
internal security rotations
contingency planning
evacuation schedules
command hierarchy vulnerabilities
and unresolved security incidents
in the presence of KAC-218.
The entity has demonstrated an ability to construct operationally useful conclusions from seemingly insignificant information.
KAC-218 is also prohibited from participating in unsupervised security planning.
Following Incident 218-Delta, all requests for strategic consultation require written approval from an Overseer.
[INCIDENT 218-DELTA: THE STRATEGIC CONSULTATION]
During a routine security exercise, a KAC commander requested KAC-218's opinion regarding a proposed defense plan against a hypothetical hostile anomaly.
The commander expected a brief tactical assessment.
Instead, KAC-218 spent approximately twenty minutes identifying weaknesses in the plan.
He then proposed a revised defensive strategy.
The revised plan was implemented during a subsequent simulation and substantially outperformed the original.
Following this success, the commander requested additional assistance.
KAC-218 agreed.
Over the next three weeks, the entity participated in seventeen simulations.
Its recommendations resulted in consistent improvements to defensive performance.
However, an internal audit discovered that the simulations had inadvertently revealed significant information regarding Site-███ security protocols.
When confronted, KAC-218 expressed amusement.
Overseer Gamma: You were collecting information about our security systems.
KAC-218: Of course.
Overseer Gamma: For what purpose?
KAC-218: You asked me how to defend your fortress. I cannot advise a defense without understanding what might defeat it.
Overseer Gamma: And now you understand.
KAC-218: Better than your commanders, apparently.
Overseer Gamma: Have you been planning an escape?
KAC-218: No.
Overseer Gamma: Why should I believe you?
KAC-218: Because if I intended to escape, Overseer, I would not need to leave this room to begin.
The entity subsequently explained that a sufficiently effective escape would involve manipulating the organization's decisions rather than directly attacking its defenses.
When asked to elaborate, KAC-218 refused.
No additional strategic consultations have been authorized.
[NEUTRALIZATION]
Not authorized.
KAC-218's regenerative capabilities and curse-bound survival make conventional neutralization unreliable.
Furthermore, the entity's cooperative behavior and apparent desire to suppress its predatory condition support continued containment rather than termination.
The KAC Ethics Division has determined that KAC-218's condition warrants treatment as a dangerous but potentially manageable anomalous affliction.
Attempts to remove the curse are ongoing.
No successful method has been identified.
Neutralization may be reconsidered should KAC-218 demonstrate sustained hostile intent or become impossible to contain.
[ADDENDUM 218-A: THE WENDIGO CONNECTION]
KAC-218's transformation bears considerable resemblance to the Wendigo anomaly previously contained by the organization.
Comparative analysis has identified several overlapping properties:
extreme hunger directed toward human flesh
skeletal elongation
abnormal muscular development
predatory sensory adaptation
heightened regeneration
substantial resistance to physical injury
and progressive psychological deterioration
However, significant differences remain.
The previously contained Wendigo anomaly displayed a primarily predatory behavioral profile.
KAC-218 retains advanced strategic reasoning and partial self-awareness during transformation.
Furthermore, the entity's curse appears independently structured, with feeding functioning as a temporary suppression mechanism.
No evidence has established that KAC-218 is biologically descended from, created by, or directly connected to the original Wendigo.
The similarity may result from a shared supernatural principle, convergent anomalous transformation, or an unidentified external influence.
Further investigation has been authorized.
[ADDENDUM 218-B: THE ROMAN HISTORIAN]
During a historical interview, Researcher ██████ presented KAC-218 with a translated passage written by the Roman historian Livy.
The passage concerned Hannibal's military career and his reputation among the Romans.
KAC-218 read the text silently.
He subsequently laughed.
When asked what he found amusing, he replied:
"The Romans spent centuries describing me as a monster. If only they had waited."
The researcher asked whether Hannibal believed history had treated him unfairly.
KAC-218 responded:
"History is written by those who survive to explain themselves. Carthage did not."
When asked whether he still considered himself a Carthaginian after two thousand years, the entity became silent.
After approximately one minute, he answered:
"I have outlived my country, my family, my soldiers, and every man who ever called me an enemy. I have forgotten the sound of some of their voices. But I have not forgotten where I came from."
He declined further questions.
[ADDENDUM 218-C: THE CURSE]
During a routine psychological examination, KAC-218 was asked whether he believed the unknown force responsible for his condition remained alive.
The entity initially refused to answer.
Following repeated questioning, he stated:
"I do not know whether such a thing can be called alive."
When asked to elaborate, KAC-218 described a recurring dream.
In the dream, he stands alone upon the battlefield of Cannae.
The ground is covered with the dead.
The sky is black.
There are no Romans.
No Carthaginians.
Only the fallen.
An unidentified voice asks:
"Are you satisfied?"
KAC-218 responds:
"I won."
The voice asks again:
"Are you satisfied?"
The entity claims that the dream always ends with the same statement:
"Then let victory feed you."
KAC researchers have suggested that the curse may possess a symbolic connection to Hannibal's historical achievements and the human cost of warfare.
This interpretation remains speculative.
KAC-218 has not identified the speaker.
When asked whether the voice belonged to a god, a demon, or something else, he answered:
"Whatever it was, it understood cruelty better than Rome ever did."
[NOTES BY OVERSEER GAMMA]
"I have spoken with Hannibal Barca on several occasions.
I expected an animal.
Instead, I encountered a man who has spent more than two thousand years trying not to become one.
I find that distinction important.
Hannibal was a general before he was an anomaly. He commanded armies, crossed mountains that his enemies believed impassable, and nearly brought the Roman Republic to its knees.
He understands war in a way most modern officers never will.
That alone makes him dangerous.
Now imagine such a man transformed into something resembling the Wendigo.
An ordinary Wendigo is terrifying because it is hungry.
Hannibal is terrifying because he knows how to use that hunger.
He understands patience, deception, terrain, morale, logistics, and the consequences of exhausting an opponent.
Even while transformed, those instincts remain.
During our first containment operation, he could have simply attacked until we overwhelmed him.
Instead, he divided our men, isolated their support, and turned the excavation's passages into a battlefield of his choosing.
It took our personnel thirty-seven minutes to contain him.
I suspect he would have considered the performance embarrassing.
What troubles me most, however, is the curse.
There is something profoundly deliberate about it.
Someone, or something, took a man whose reputation was built upon his capacity to defeat armies and condemned him to a hunger he cannot defeat.
I do not believe that coincidence.
I also do not believe we have heard the complete story of how the curse was inflicted.
Hannibal is withholding something.
Perhaps out of shame.
Perhaps out of fear.
Or perhaps because he knows that learning the truth would be more dangerous than leaving him contained.
Until we understand the nature of his condition, we will continue to provide him with what he needs.
Not because we trust him.
Not because we forgive everything he has done.
But because, for the moment, Hannibal Barca remains the most reliable containment mechanism against the creature he becomes.
And I have no intention of allowing the general to lose that battle."
