Finn didn't say anything more to Jinbe. After giving him a few simple instructions, he waved his hand to signal the Fish-Man's dismissal.

Jinbe saluted Finn one more time, gratitude clear in his eyes, then turned and left the office.

After Jinbe departed, Hina looked at Finn, who sat on the sofa without speaking, and asked, "Admiral, is this appropriate?"

"What do you mean by appropriate or inappropriate?" Finn asked with a slight smile.

"Letting Jinbe become one of the Seven Warlords of the Sea. Is he a suitable candidate?" Hina said.

Finn grinned and nodded. "Suitable. Absolutely suitable."

After a slight pause, Finn continued, "Go retrieve Jinbe's file and put it together with Smoker's. Then promote him to Rear Admiral of Marine Headquarters and classify it as top secret."

"Yes, Admiral," Hina responded, then turned toward the door.

But just as she was opening it, Hina suddenly stopped. She turned back to look at Finn. "Admiral, did you really say that to Smoker when he left?"

"Say what?" Finn asked.

"'My heart and my actions are as clear as a mirror, and everything I do is justice,'" Hina repeated.

Finn smiled and waved his hand. "No."

Hina was surprised. "Why? Hina thought that line was excellent."

"Because Smoker doesn't need it. I've never doubted his sense of justice and perseverance," Finn said without hesitation.

Hina nodded, then said with some surprise, "So... you doubt Jinbe's justice?"

"Isn't that normal? How long has he even been in the Marines?" Finn said calmly. After a slight pause, he continued, "He's different from Smoker."

"Then you're still letting him join this plan? This..." Hina said hesitantly.

"This has nothing to do with justice," Finn said first, then added, "The kindness and loyalty in Jinbe's heart will make him a good Warlord. I just gave him another reason to persevere."

It was obvious Finn didn't want to discuss this matter further. He waved his hand. "Go do your work. Stop dawdling."

Hina snorted unhappily, then opened the door and walked out.

Just as Finn had arranged, Captain Jinbe of Marine Headquarters left a letter the next day, angrily denouncing the Marines' unfair treatment of Fish-Men. Then, along with the newly formed Fish-Man Special Forces unit, he defected from Marine Headquarters.

This left many Marine officers utterly confused, because the treatment of Jinbe and the other Fish-Men in the Marines had been excellent. How could there be any unfairness?
