Chapter 27 - Taking Control

When the sunlight of the second day once again shone upon the Hive City, this planet had unknowingly changed its master.

From this day forward, the Hive World entered its new era.

On the second day after the replacement was completed, Noah's clone, who had replaced the governor, directly handed over the position of governor to Noah from a completely new perspective.

No one objected to this action, as Noah had already replaced all high-ranking officials with his own people.

As for the objections from the lower-ranking nobles, those were irrelevant and did not need to be worried about.

The objections raised by the ordinary minor nobles and the former governor's family were of no consequence to Noah.

After all, the governor's succession was conducted in public, and all high-ranking Imperial officials on the entire planet had already approved of the matter.

Although the governor's family had opinions, they did not dare to say anything further.

The Adeptus Mechanicus, Ecclesiarchy, and Inquisition were not to be trifled with.

As a governor's family, they were well aware that if they were to cause trouble at this moment, they would definitely be labeled as heretics or thrown out of the Hive City to be torn to shreds by orks.

Noah couldn't be bothered with the actions of those nobles.

He now needed to sort out the situation of this Hive World.

What kind of situation was Noah facing after just taking over this Hive World?

According to his reconnaissance, the number of orks on the planet had already exceeded 2.5 billion, and a large number of orks were still being continuously born.

And what did he have under his command?

If he didn't count the Mechanical Legion he had accumulated over the past year and the armies of the underground city.

Then he only had a dilapidated Imperium of Man Hive City, along with some Astra Militarum and PDF troops of the Hive City who were still fighting.

It was simply a huge mess.

At the same time, he also saw the various policies left by the previous governor, all of which left Noah astounded.

Look at this work hour limit. In the Terran Federation, working 6 hours a day is already the legal limit.

In fact, normally, work only lasts about 4 hours, and after 4 hours, overtime pay must be issued. Overtime cannot exceed 6 hours of work per day, otherwise, the boss would be directly executed.

But in this world, how did they regulate it?

They used the same standard time as the Terran Federation, but they actually stipulated that their citizens should work 14 hours a day under normal circumstances within 24 hours.

And now, during the ork crisis, this time was pushed to 16 hours, and at its peak, it was even pressed to 17 hours.

What's even more outrageous is that there was no pay for such overtime. Noah stared dumbfounded at the decree in front of him; he really couldn't understand how such a civilization managed to survive.

Wouldn't those guys at the bottom rise up in rebellion?

Oh, no, they couldn't rebel.

Although, to put it bluntly, this civilization was very corrupt, they were, after all, an interstellar civilization. Any resistance from ordinary citizens could hardly shake the foundation of this huge civilization and would only be brutally suppressed.

But then again, he had never seen anything so outrageous. This was completely anti-human and inhumane!

Noah looked at the agreement in front of him, not knowing what to say. He scratched his head in a daze.

Not only Noah, but even the administrative personnel he had trained were dumbfounded looking at this extremely abstract administrative system.

How could these administrative personnel, trained by the Terran Federation's administrative system, have ever encountered such an absurd administrative system as the Imperium of Man?

Noah did not interfere with the internal affairs of the planet; he directly handed these matters over to the 60 internal affairs officials he had trained to handle, while he began to understand the situation of the Imperium of Man.

Originally, Noah had intended to look for things like quantum storage chips to see if such storage items existed.

Who knew that after searching around, he finally found books in the library... Books are, of course, common goods in the Terran Federation.

But normally, these paper books record some unimportant things or novels.

This was the first time he had seen an interstellar civilization record its important information in paper books... Well,

He could accept it. After all, he was a three-system researcher of the federation. It was just a small book, wasn't it?

He could accept it and could continue to flip through these books to obtain information about the Imperium of Man.

Although it was not as comfortable as directly reading data, reading books was also a leisurely and elegant activity, so Noah plunged into the library and began to consult all kinds of materials.

This took 5 days, and after 5 days, Noah slowly walked out of the library.

All right, now he understood the situation of the Imperium of Man.

He had already built up a general framework.

He already knew some common sense things, especially regarding the restrictions on AI in the Imperium of Man.

This Imperium of Man worships a god called the Emperor, whom they refer to as the God-Emperor, who is said to be seated on a golden throne on Terra.

Of course, this is not a superstitious rumor; this God-Emperor has his own immense power, which is to provide an astronomican in the Warp to guide the ships of the entire Imperium of Man.

To put it in simple terms, this God-Emperor is equivalent to a huge lighthouse.

Although Noah didn't understand why this Imperium of Man needed a lighthouse to guide their direction when traveling in the Warp.

But he also understood that this God was not a useless existence; he was useful, and the survival of this Imperium of Man relied on this deity.

This is a great man—

Noah turned to look at the so-called statue of the Emperor. He said, "This is a great man. His existence opened a lighthouse for human civilization."

Although he was not clear why the technological development of this world was so deformity, requiring a lighthouse to guide direction when traveling in the Warp.

But according to the technological inference of this interstellar civilization, if there were no such lighthouse, perhaps the entire Imperium of Man would have long since fallen apart.

Moreover, this Imperium of Man also seems to have been unified by this God-Emperor leading the Imperium of Man to launch the Great Crusade.

This is an undisputed achievement.

Looking at it this way, this Emperor can indeed be called a deity.

In the federation, if he could achieve such great feats, he could also be directly deified.

Noah performed a federation-specific gesture of worship towards the Emperor.

Without anyone's knowledge, at this moment, some changes occurred on the golden throne on Holy Terra.

A pure psionics rushed into the golden throne, and the Emperor's body, though still shriveled like a mummy, showed a tiny, imperceptible improvement in places unseen by others.

Even in the Warp, the Emperor's humanity, which was on the verge of disappearing, had returned a little, although that little was almost negligible, but there was indeed some improvement.

This slight change was not felt by others, but the Emperor, sitting on the golden throne, felt something. He was very curious but could not find the cause of the anomaly.

Besides all these religious things about the Human Emperor and God-Emperor, Noah also learned some other things, but those things were not important.

Six days had already been wasted here; the current priority was not to figure out the problems of the Imperium of Man, but to prepare to clear out the orks in the wilderness.

While clearing out those orks, he would also solve the internal political problems and eliminate all those chaotic vermin.

Of course, not all orks could be eliminated; some ork farmlands had to be left to obtain enough food to feed the people on this planet.

Before the first hydroponic farm was built, he needed to keep these orks to improve their diet.

The taste of orks was quite good; at least in the past year of eating them, Noah felt that the taste of orks could indeed be called a delicacy.

And the biggest point is that these guys are highly productive!

Besides this, there was one more thing to do, and that was to clear out some individuals called Space Marines, or rather, Astartes. These individuals are considered demigods throughout the Imperium of Man.

Noah currently held a cautious opinion regarding these individuals.

These are beings referred to as demigods; who knows how strong these guys are?

He felt that he might need to first test the combat effectiveness of these demigods and what their situation truly was.

Once he had resolved all these miscellaneous and complicated matters, his first step would be completed.

He would have his first colony planet.

The great journey will also officially set sail here!
