Chapter 2 - Raiden Ei, Let Me Test That Blade

The Kanjou Commission oversees the Outlander Affairs Office.

Anyone coming to Ritou to do business, hold events, deliver letters, or transport goods must first register there.

In other words, it's the place where one applies for entry permits.

Originally, this procedure didn't cost anything.

But under the Sakoku Decree, the Kanjou Commission quietly imposed a registration fee on outsiders.

Everyone in Inazuma knows that this fee is something the Kanjou Commission made up themselves.

There are no written rules.

None of the money goes to the shogunate's treasury.

The Outlander Affairs Office and the Kanjou Commission officials just pocket it.

They charge whatever they want.

If they find some rich but meek foreign merchant stuck in Inazuma, they'll demand millions of Mora for the registration alone.

But if the outsider has a local friend to speak for them?

Maybe a few hundred Mora.

Sometimes nothing at all.

And since this income doesn't affect Inazuma's public finances anyway—

I figured I might as well rob them.

Consider it my travel funds.

It's just a shame I only got around a hundred million Mora this time.

Their ledgers indicate that every night before closing, they send the major share directly to the Kanjou Commission.

Which matches the usual flow of corruption.

No matter. A hundred million Mora will last me a while.

When the chance comes, I'll just rob the Kanjou Commission headquarters directly.

Across Teyvat, the women reading the diary fell into stunned silence.

Particularly those in positions of power:

Jean, Acting Grand Master of the Knights of Favonius.

Ningguang, Tianquan of the Liyue Qixing.

Furina, adored star of the Opera Epiclese.

All felt a kind of indescribable chest tightness.

So…

The Mora Su Xuan stole came from their own people.

Furina's fingers twitched.

"So this was the true function of the Sakoku Decree…

Not to block others from entering—

but to trap them inside and bleed them dry."

"And the Kanjou Commission does this openly.

Does the Electro Archon not care?"

Her voice dropped cold.

"If it were my court, I'd send every last one of them to the Fortress of Meropide, to live and die as companions to their precious Loyalty Tokens."

Naganohara Fireworks Shop.

Yoimiya stared at the glittering stack of Mora on the table.

Even just at a glance—tens of thousands, at least.

Su Xuan must have split the haul, giving her half as thanks.

Her heart lurched.

"Wait—does that make me an accomplice!?"

"No wonder he never wrote my name. He always just said 'the kind girl'…"

"He must have been protecting me."

"Then… does he know other people are reading this diary too?"

Something still felt off.

Naganohara Fireworks is in Inazuma City.

The Outlander Affairs Office is in Ritou—across Byakko Plain and Konda Village.

Even moving at full speed, you can't go from the city → Ritou → rob the registry → return, all in one night.

"Even with some mysterious power… that's impossible, right?"

"If he really did do that—"

Yoimiya felt her scalp tingle.

She might have taken in someone truly extraordinary.

A golden flash reflected across the room.

Yoimiya snapped back to reality and immediately swept the Mora into her Vision's storage space.

"No way can anyone find out about this."

"If I see him again someday… I'll return it."

Her expression softened slightly.

"Fate is like fireworks—bright, brief, and gone in the blink of an eye… I wonder if we'll ever meet again."

"At least, with this diary… I can still follow his journey."

"I hope he has a good day, every day, wherever he goes."

She sighed—only to suddenly freeze.

The diary continued:

That's about all for last night.

Today is a new day.

I originally planned to leave Inazuma immediately.

But while looking up at Tenshukaku, I had a thought.

There's a saying:

"There will always be mortals who dare to face the thunder's majesty."

And before I set out, I'd like to use Musou no Hitotachi to test the power I've unlocked.

So—

Hey, the big braid girl hiding in the Plane of Euthymia.

Come on out.

Let me test your sword.

Yoimiya: "!!!!!!!!!!!!!!!!"
