Chapter 26 - CHAPTER 22: THE THING ABOUT CHANCE IS THAT ITS FAIR

**The Iceberg Lounge - Underground Private Section - One Week Later**

Suguro Crane stood near the bar with Basil AKA Clayface beside him, both of them flanking the prototype missile launcher they'd stolen from the POLAR submarine. The weapon sat on a reinforced table, partially disassembled to show its internal mechanisms, technical specifications displayed on a tablet next to it. Waylon Jones, Killer Croc, loomed behind them, his massive form serving as intimidation.

They were waiting for their potential buyer, The door to the private section opened, and Oswald Cobblepot entered first, behind him came Harvey Dent AKA Two-Face and his entourage.

Harvey was impossible to miss even in Gotham at 27 years old he had become one of the cities most wanted, the left side of his face was red like jagged scarred stone with wild white hair an appearance that inspired immediate fear in most who saw him and his left eye was a solid glowing gold as if it looked into your soul.

The right side of his face was handsome, with a strong jaw, clear skin, kempt black hair and a blue eye. The contrast was unsettling.

He wore a suit that embodied his obsession with duality: half black traditional pinstripe, half bright red a look that clashed deliberately. His silver dollar, the scarred coin that he summoned from his quirk and he used to make every decision, was visible in his hand, being flipped absently as he walked.

His "wives" flanked him, and they were as contrasting as everything else about Harvey. On his right, the unscarred side walked Grace, a woman in her early twenties with an angelic appearance that was somehow more disturbing than comforting. Her Quirk, "Fallen Angel," gave her white wings that she kept partially folded, a halo that flickered between gold and black, and the ability to induce feelings of either euphoria or crushing guilt in those nearby through touch. She wore white and gold, styled herself as Harvey's better angel.

On his left, the scarred side walked Gilda, in her late 20s, with features that were beautiful but sharp, predatory and had a pair of demonic wings and horns. Her Quirk Hellborn, allowed her to transform into a hellish, horned demon that produces fire and an intimidation power over those afraid. She wore red and black, styled herself as Harvey's dark impulse, and seemed to relish his violent choices.

Behind them came two enforcers, members of Harvey's crew.

Harvey approached the table with the missile launcher, his glowing eye studying it with the same intensity as his normal one. Grace and Gilda remained close, their presence creating an odd energy in the room, one pulled toward corrupted peace, the other toward chaos.

"Evening Crane heard you had something interesting for sale."

Harvey smiled as the scarred side of his mouth pulled at an odd angle, creating an expression that was somewhere between friendly and threatening. He reached the table, running his fingers along the launcher's barrel. "This is beautiful and it has the damage output that could level a building, and if my Quirk works on it the way I think it will…"

His Quirk—"Duality"— was subtle but devastating. With his coin depending on what side it landed on Harvey could duplicate the effect of any action he took, essentially getting two results for one input. A punch became two simultaneous impacts, a bullet became two shots. Applied to a missile launcher, it meant every rocket fired would become two rockets,and doubling the explosive power and the effect would keep multiplying if he kept calling the flip right but once he got it wrong the effect would vanish and he would have to wait to be able to flip again.

"Harvey, darling," Grace's voice was soft, with a vintage atlantic accent like something from the first movies, pulling toward his better nature but with a touch of corruption. "Do you really need more weapons? You already have an arsenal. This just seems like excessive violence. Why don't we go upstairs, have a nice dinner in the main lounge, then have some real fun at home?"

"Because explosions are fun," Gilda countered immediately, her voice sharper, edging him toward chaos. "Imagine what you could do with this, Harvey. The lives you could claim, the destruction you could make. you'd be unstoppable.

Harvey looked between his wives, the coin flipping constantly in his hand, apparently considering both arguments. Suguro remained silent.

Finally, Harvey dismissed both women with a gesture. "Ladies, go enjoy yourselves. Hit the bar upstairs, find a booth, whatever. Let me conduct business in peace."

Grace looked hurt, the expression enhanced by her angelic features but nodded and headed for the exit. Gilda smiled predatorily, squeezed Harvey's scarred hand with possessive affection, then followed her counterpart. Both women would spend the rest of the evening at the bar or in separate booths, continuing their eternal competition for Harvey's favor.

He turned his attention back to the missile launcher. "Alright. What's your asking price? And don't bullshit me."

Suguro had prepared for this negotiation carefully, researching what Harvey had paid for previous weapons. "12 million. That includes the launcher, the ammunition blueprints we acquired from a corrupt POLAR employee, technical specifications for maintenance, and a demonstration if you want to verify functionality before purchase."

Harvey nodded slowly, flipping his coin while he thought. The scarred silver dollar spun end over end, catching the dim light, landing in his palm with a soft *clink*. He looked at it, smiled that unsettling half-smile, then looked at Suguro.

"Tell you what. Let's make this interesting. We'll flip for it."

Suguro remained impassive, keeping his voice respectful. He'd knew that refusing to engage with the coin would be seen as disrespect, and that Harvey's Quirk made him take these gambles seriously.

"What are the terms?"

"Simple. You call it, heads or tails. If you win, I pay full asking price, cash money,. If I win, I pay half." Harvey held up the coin, showing both sides.

Suguro calculated quickly:half his asking price still represented substantial profit and his original price was already higher than it really should have been, and refusing might offend Harvey enough to walk away entirely. The expected value of accepting the gamble was higher than the expected value of refusing.

Suguro looked up. 

"I call heads."

Harvey smiled wider, revealing that even his teeth on the scarred side were damaged. "Confidence. I like that. Let's see what the laws of chance decide."

He flipped the coin high into the air. It spun, tumbling end over end, reflecting the low light in flashes of silver and black. Everyone in the room watched its arc.

The coin reached its apex, began descending, and Harvey caught it smoothly, slapping it onto the back of his other hand. He kept it covered for a moment, building tension, his glowing eye studying Suguro's reaction.

Then he lifted his hand.

The coin showed the unscarred side.

Heads.

"Well, well, well." Harvey said, that unsettling smile becoming something approaching genuine pleasure. "Looks like you're a lucky man Crane, Full price it is, fate's on your side tonight."

He extended his hand for a handshake, and Suguro took it carefully.

Harvey nodded, then turned to his enforcers. "Give Crane the money, and let's get out of here the night's still young. Time to head back to the hideout, see what other opportunities tonight brings."

He paused at the door, looking back at Suguro one more time. "You're alright, Crane, If you've got other interesting items in the future, come find me. I'm always in the market for tools that help me balance the scales." He patted his scarred face. "Literally and figuratively."

Then he was gone, his enforcers following, leaving the private section quiet again.

Penguin approached the table, producing a small notebook where he kept careful records of all transactions conducted in his establishment. "Another successful deal and remember I get my standard cut"

"Agreed," Suguro said

"Excellent. Always a pleasure doing business with professionals."
