SECTION 1 — Introduction

Seimei constitutes the energetic foundation of all living beings.

To ensure public safety and guarantee the stable development of every child, the N.A.S.C conducts systematic evaluations and supports families throughout the child's growth.

This guide presents essential information regarding:

the transmission of Seimei,

the categories and their implications,

monitoring protocols,

the reasons for mandatory testing,

and emergency measures.

SECTION 2 — Seimei Transmission

Although the inheritance of parental abilities is common, it is never guaranteed. Each child possesses a unique energetic profile, defined from birth.

SECTION 3 — Category Overview

Each category requires specific regulatory measures.

The following directives are mandatory.

ALPHA (A) — Majority Category (~80%)

Low Seimei circulation.

Common signs:

pseudo-fevers (minor disturbances of the Seimei flow),

bursts of impulsivity or strength during intense emotional states.

No specific supervision required.

BETA (β)

Low but usable Seimei.

Tendency toward recklessness and excessive self-confidence.

Monitor for:

repeated destructive outbursts,

strength exceeding normal human limits,

minor energetic manifestations.

Requirement:

The child must be presented for evaluation if symptoms appear.

GAMMA (Γ)

Onset of genuinely powerful and unstable Seimei.

Risks:

self-inflicted injuries,

danger to others,

uncontrolled Seimei discharge.

Mandatory supervision:

N.A.S.C monitoring begins during adolescence (following the age-12 test).

ZETA (Z)

Extremely high energetic purity.

Characteristics:

early intelligence and maturity,

accelerated healing,

potential regenerative abilities.

Low public safety risk, but requires specialized educational guidance.

EPSILON (ε)

Seimei exits the body and spontaneously generates elements (fire, water, etc.).

High risk category.

Administrative measure:

Parents are informed of the classification at birth.

Specialized monitoring begins at the first manifestations.

THETA (θ)

Extremely rare and dangerous cases.

Without strict supervision, Theta children may:

trigger uncontrollable energetic phenomena,

face life-threatening conditions,

severely endanger their surroundings.

Requirement:

Immediate placement in a specialized facility.

SECTION 4 — Purpose of Mandatory Testing

Birth Test — Initial Assessment

Allows detection of:

immediate risks,

potential Epsilon cases,

Theta cases requiring early supervision.

Age 12 Test — Early Awakening Peak

At this age, the energetic system undergoes significant restructuring.

Objectives:

measure Seimei flow stabilization,

detect progression toward Gamma,

identify early Zeta aptitudes.

Gamma supervision begins at this stage.

Determines the final category.

Although rare, genuine category changes can occur.

Between birth and age 12:

Between ages 12 and 18:

slight increase in S/Q,

transitions from Alpha → Beta → Gamma.

At age 18:

Variations become extremely rare (less than 0.1%).

The category becomes definitive once the test is completed.

Immediately bring the child to NASC emergency services if any of the following occur:

energy or elemental production,

changes in pupils or energetic complexion,

appearance of mist or visible aura,

localized air distortion,

extreme heat or cold surrounding the child,

emotional loss of control accompanied by Seimei manifestation.
