His light element is versatile and can be useful, but Thor with his lightning whenever he fell into a disadvantage makes the thunder fall entirely on himself to get rid of his tricks and gain additional strength.
But he isn't useless either, he can also draw power form any source of light around him. For example, the sun, although limited he can borrow the power of source for a short time. And he didn't fight Thor with full power until now. Although being young and inexperienced in these domains, he had prophetic dreams. In the future, he saw many possibilities, surtur destroying Asgard, Hela ruling an Asgard filled with undead only to be slayed by Thanos for covetting infinity stones, or Thanos and Hela joining forces for defeating Odin using infinity stones, celestials attacking Asgard. Loki himself bringing doom to Asgard.
Not one, he saw many outcomes and his reason for seeking strength is also this. He developed a paranoia. So he is thinking about other ways, for example the gate to eternity. But he decided against that, as that will lead to Thanos going there before and making a wish to annihilate half the population to impress lady death.
Seeing Lady death still indifferent he will come straight to Asgard and will annihilate all Asgardians to vent his anger with the infinity gauntlet. He saw many possibilities like this which prevented him from acting out in certain plans. He even wanted to go to the well of Ymir but even that will lead to a different outcome.
He isn't chosen by the Njorns not does he possess Gaia's Protection like Thor for doing something Rune King Thor did. Gaia always came to help Thor when he is in danger. But he isn't like that, if he asks Odin for help, it'll lead another disaster where Odin will sacrifice himself and his power to Ragnar, this will indirectly trigger Ragnarok which he failed to stop once again.
He had a headache about how to survive and break Ragnarok forever. Especially with those leeches, those who sit above shadows scheming in the dark. For his every significant choice that created a major deviation of their plan, they simply weaved another. Their poweris terrifying.
