"I understand that many of you have been forced into crime because you had no other choice. With no jobs, no means to earn, you were left with no option but to snatch bread from someone who had it. That created a vicious cycle where crime continued to grow, and hardship became demonized."
"I am not justifying or glorifying crime," he said firmly. "But I am willing to offer a second chance to those who were forced into crime by their circumstances."

Those above the age of 26 appeared visibly crestfallen, especially those just over the cutoff, 27 or 28 years. If only they had been a little younger. But Lucas was not finished.
"That said, even if you are 30, 40, or 50, you can still qualify for the City Watch, provided you are skilled," he continued.
"If you are good with a sword and your ability is on par with an average City Watch soldier, you are welcome to apply."
"I am willing to invest in training, but only for those men who will serve for at least a few decades. That is the return I expect."
"Second," Lucas said, moving on, "we will need labourers, masons, and farmers. If you are a carpenter, blacksmith, or possess any crafting skill, you will have opportunities for employment as well."
"In a few days, you will hear everything in detail. Until then, be prepared to welcome the changes coming to King's Landing."
Lucas stepped down from the stone slab amid a loud wave of cheers. A wide smile stretched across his face. He had just made his first significant move in King's Landing. And that move was to make many of the players restless.
"That was quite a speech, Ser Lucas," Margaery said with a smile. "You have sparked a current of hope and excitement among the smallfolk."
Lucas chuckled casually. "Just doing what I promised."
"You certainly had not promised to improve the lives of the smallfolk," she remarked, raising an eyebrow.

Margaery wanted to know by how much was Lucas was planning to expand the City Watch, but he did not reveal it or did not understand her indication. Even so, she did not question about it directly. Everything will come to light in its due time.
"Shall we return?" she asked.
Lucas shook his head. "I suggest you return to the Red Keep. I am going to scout for suitable locations to build the new city."
"It will be tiresome work," he added before she could ask him to join her, "and I doubt even a full day will be enough."
Margaery nodded with a smile, "Then I will see myself back to the Red Keep."
She could always visit the site later, once it was chosen. For now, she needed to inform her grandmother of everything that had transpired today, especially that Lucas Lannister was expanding the City Watch.
Spies from various noble houses and court officials would already be spreading the word.
With a final nod toward Lucas, Margaery climbed into her carriage.

To permanently station 500 more knights from the Vale in the capital would greatly increase House Arryn's expenses but Jon Arryn felt he had no choice. He needed leverage within the city.
He already had 1,000 loyal Vale knights stationed in King's Landing. Another 500 would provide a significant buffer.
Moreover, many officials within the court also hailed from the Vale, granting him a wide sphere of influence.
Ser Jowel's eyes flickered briefly with surprise, but he understood the situation all too well. He gave a nod as he took the sealed parchment from Jon Arryn's hands and departed to send it to Vale.

Lucas smiled. He seemed thrilled. Happy.
"Lord Baelish," he said. "I was wondering if you could provide me with the ledger and the records of the salary paid to the soldiers of the City's Watch."
"As a Lord Commander of the Watch, it is imperative for me to have a good idea what and on what intervals my soldiers are being paid," he added with the same smile.
For the first time, since, Lucas had entered the solar, the almost neutral and placid expression on Petyr's face crackled for a bit. He had expected Lucas to come asking for the accounts but he had never expected him to come asking straightforwardly for the ledger. And that too on the very same day the announcement had been made.
A stiff smile appeared on his face.
"Ser Lucas," Petyr said in an attempt to salvage the situation. "I believe that you do not need to trouble with this matter. The payments have always been handled by the Master of coin and I assure that you will have no problems regarding the payment of the salaries."
Lucas shook his head. The smile on his face had not changed a bit but the very same smile which had appeared harmless to Petyr moments ago was now looking to him as if he was being mocked.
"I am afraid you do not understand my intention," Lucas said. "I am not trying to take command of the salaries from you. Now that you said it, paying them from my own pocket does not seem a very bad idea."
"Nonetheless," he continued. "I am looking for the ledger to understand the pattern in the payment of their salaries. How they are paid? What is the salary difference between a solider who has been working for a decade and someone who has been working for a couple of years? The salary difference between a knight and a squire and an ordinary solider. Understanding all these patterns is quite necessary to run the City Watch in a smooth manner."
This time Petyr was left speechless. He could not refute what Lucas was saying. But he could also not show him the ledgers. He needed some time to manipulate the ledgers and the records.
"I am afraid that I will not be able to fulfil your wish your immediately, Ser Lucas," Petyr sighed. "First of all, you will have to take the king's permission to look at the ledgers. I cannot give them without his permission."
"While this may not have been a major problem and I may have looked over it for one time, I currently do not have the ledger in my possession."
"Where are they?" Lucas asked with narrowed eyes.
"In my private residence," Petyr answered smoothly.
A frown appeared on Lucas' face as he countered, "But should they not be stored in your official residence in the Red Keep."
"They should," Petyr said, confidence was returning to his face as he finally had a plan in his mind. "But you know the condition of the Red Keep. This place is infested with rodents, mice and termites. Storing records here is not a safe thing."
"Besides I was thinking about getting my section of the Red Keep renovated thus I shifted all the records to my private residence where they had been stored in a very safe vault guarded all the time by my private guards."
"Oh!" Lucas mumbled. "I see."
"But worry not," Petyr continued. "Though, not today since I have some work to finish but I will provide you the ledger of the last three months by tomorrow evening."
"Meanwhile, it would be great if you can take the royal permission to access those ledgers," Petyr added.
His face was now back to his smug self as he had little doubt that he could get out from this situation very safely.
"Then I will wait for it," Lucas said as he got up from his seat and turned to leave.
He was at the door when he turned back towards Petyr.
"Lord Baelish," he said. "Now that you will be retrieving the books for the salaries of the soldiers of the City Watch, you should also retrieve the tax books and the public and welfare expenditure books."
"Since they are work of my domain from now onwards, I better understand about them too," he added with the same smile.
"Of course," Petyr added stiffly.
"Thank you, Lord Baelish," Lucas muttered and stepped out of the room.
As Lucas walked towards the training yard where the soldiers of the City Watch were to gather, he could not help but smile in amusement.
Petyr was no simple man. He was quite impressed by Petyr's abilities. The man had not panicked and had found out a way from his situation.
Lucas was well aware that Janos Slynt and Peteyr Baelish must have been embezzling the funds in collusion.
He did not need a lot of brain to know that Petyr was merely stalling for time. But what intrigued him was how Littlefinger was going to manipulate the books? If Lucas had wanted, he could exposed Baelish in moments but he did not want to do so.
Baelish was an important player of the game and he was going to be useful in causing chaos. And that chaos will be Lucas' ladder too.
Meanwhile, as soon as Lucas stepped out of the room, an expression of rage formed on Petyr's face. It had been years since, last time, Petyr had felt such an overwhelming anger. But he was not the one to lose himself in anger.
He picked up a parchment and hastily scribbled a message on it. He did not seal it or applied his emblem of the master of the laws.
He pressed the bell on his table and a moment later a man stepped inside.
"My Lord," he bowed.
"Deliver this message to Janos Slynt," Baelish said. "Ask him to come find me immediately or if he is busy at the moment, he must write a reply and give it to you, hand to hand. No delays."
The man nodded and took the parchment from Petyr. He was about to exit the room when, Petyr interrupted.
"Also send Vala in," he said.
"Yes, My Lord," the man grunted and moved with quick steps.
Petyr picked another parchment and began writing on it. He had just finished writing when a lady stepped inside the room.
"My Lord," she bowed.
"Deliver this to Lady Arryn," he said in almost a whisper as he folded the parchment and handed it to the lady.
The lady gave a nod and departed. This was not the first time of her doing such a chore and thus not a lot of words were required about her being cautious and maintain secrecy.
Only after Vala departed, did Petyr breathe a sigh of relief.

Despite being the capital of the entire Westeros and the seat of the king, King's Landing was probably the worst city to live among all the major cities of Westeros.
Lucas' arrival was most likely to bring some much-needed reform to the city if his negotiations with the king, or more accurately with his Hand, were successful.
It took Lucas only a few minutes after entering the city to reach the gates of the Red Keep. There, quite an influential delegation was waiting to welcome him.
Jon Arryn, the hand of the king and Warden of the East. Grand Maester Pycelle. Master of Whisperers and one of the most mysterious men of the entire Game of Thrones Lore, Varys. And Jamie Lannister, one of the Kingsguard and his cousin.
"We finally get the chance to meet the rising star of Westeros," Jon Arryn said as he stepped forward. "Welcome to King's Landing, Ser Lucas Lannister."
"Lord Hand," Lucas replied, "it is a pleasure to meet a man of your calibre."
He then turned to face the Grand Maester. Any other Maester might have been hostile to him, but not Pycelle. His loyalties lay more with Tywin Lannister than with the Citadel.
"Grand Maester," Lucas greeted the old man.
"Ser Lucas," Pycelle beamed. "Welcome… welcome."
"Lord Varys," Lucas greeted the bald eunuch.
"Ser Lucas," the Master of Whisperers said with his usual unreadable expression. "I must admire that you have done your homework well. You recognize all of us even though you have not seen us before."
Lucas let out a small laugh. "Recognizing all of you was not really that difficult. You are quite famous personalities in Westeros, after all."
Varys gave a final nod to Lucas, after which Lucas moved toward Jaime.
"Cousin," he smirked.
"Lucas," Jaime greeted him with a wide grin. "We are meeting after years."
"Yes," Lucas nodded, then turned his attention back to Jon Arryn.
"Ser Lucas," Jon Arryn said respectfully, "all the arrangements for your accommodations have already been made."
"You must be tired after such a long journey. Please rest and recover today. The king has organized a breakfast for tomorrow morning."
It was a messaging that the meeting with the king and all kind of negotiations thereafter will be happening tomorrow.
As if on cue, a group of servants emerged from the sidelines, ready to guide Lucas and his men to their accommodations.
Lucas gave one final nod to the assembled group and then followed after a pair of servants.

The next morning, Lucas woke up early. A small section of the Red Keep had been allocated for Lucas and his group, and they had settled in quite well.
Tillie, who had mingled with the servants assigned to them, had already prepared a bath for him. Lucas refreshed himself and enjoyed his first bath in Kings' Landing.
Used to the almost modern plumbing amenities of the Casterly Rock, Lucas was not very pleased with the facilities of the King's Landing. And the constant stinking smell of the sewage and waste waffing in through the windows almost irritated him.
After getting dressed, Lucas, followed by Gary, departed for the scheduled breakfast with the king.
"Young Master," Gary said as he walked behind Lucas, "we might encounter some additional guests during the breakfast."
"Additional guests, you say?" Lucas asked, raising an eyebrow.
"Yes," Gary replied. "Lady Olenna Tyrell, Lady Margaery Tyrell, and Loras Tyrell arrived in King's Landing a day before we did."
"Lord Renly Baratheon has taken Loras Tyrell as his squire, and his grandmother and sister accompanied him partly to see King's Landing, but more importantly to pay a courtesy visit to the king," Gary added.
"By the time I learned this information yesterday, you were already asleep, so I did not disturb you."
Lucas nodded. Though he kept walking, his mind was now turning over thoughts of the Queen of Thorns and the Queen of Roses. He knew that, like the majority of people, Gary had likely misunderstood their presence. The courtesy call on the king was, in all probability, just a façade.
Lucas knew Olenna's schemes ran deep, and the sudden arrival of the grandmother-granddaughter pair in King's Landing was no simple matter. The only thing that could have drawn them here was, quite simply, himself.
And now he was quite interested in what they were planning which he already had a rough idea of.
Although Olenna was a sharp woman, the only strategy the Tyrells had adopted in the canon was to wed Margaery to whoever had the best prospects of becoming king. Renly Baratheon, then Joffrey, and finally Tommen.

"This would serve as a great place for a castle," Gary remarked, eyeing the natural incline. "A formidable defensive line could be built around it."
"Yes," Lucas nodded. "The sloped path leading up to the castle can be easily defended from above. Any attacking force climbing the incline would be crushed under a rain of stones."
This was the spot. The location where the castle of the new city would stand. It stated purpose was going to be as a royal castle but Lucas was going to build according to his liking and desires.
It was positioned at the southernmost end of the land Lucas had envisioned for the city. It was an area roughly equal in size to King's Landing itself.
Nearby, a stream cut across the landscape, providing a natural source of water for the future inhabitants. Lucas surveyed the vast expanse of land stretching before him, his gaze eventually settling on the forest lining the western edge of the envisioned city. These lands were widely considered unsuitable for farming. The lands were tough with unyielding soil that resisted cultivation. It was hard to plough and drill them with the inferior quality of iron tools commonly available. There were no systems of irrigation to support the crops apart from natural rain.
But Lucas had other plans. He would transform this land into fertile farmland.
The labourers he had called for from King's Landing would become the first generation of farmers here. And they would not be left to struggle with subpar tools. Lucas intended to provide them with superior equipment. Stronger shovels, sharper ploughs, and other high-quality tools forged in the Metal town.
With such tools in hand, they would be able to break the stubborn soil and begin cultivation. But tools were only part of the solution. Lucas would also supply them with superior seeds.

A knock on the door snapped Tywin out of his daze.
"Brother, it is me," the voice came from outside. Kevan Lannister.
"Come in," Tywin said as he picked up the crumpled parchment and placed it in his robes. He would inform Kevan about what had transpired in King's Landing but not everything written in the parchment was for his eyes.
Kevan, Lucas' father, and his mother and siblings were in Casterly Rock. This was a leverage which always gave a sense of comfort to Tywin with regards to Lucas.

What would your reaction be if you are suddenly killed in a crossfire between a criminal gang and the police? Well, technically you cannot have a reaction as you are dead.
But what if you do not actually die even when you are dead? Sounds weird? You may question my sanity and think what am I even blabbering about? Right? But it is not that weird. This is as real as it could get.
It happened to me. I was shot. Three bullets pierced my heart and lungs. Police bullets? Criminal bullets? I do not know, but it does not really matter.
I died but not completely. I got another chance at life. I reincarnated.
But in between these two events, I met an entity. A god? A deity? What should I call him?
I do not know. There are a lot of things that I do not know. But back to the story.
That powerful entity told me that I am one of those lucky souls among billions and trillions of souls who get a chance to reincarnate with their memories intact.
Where was I to be sent? The world of Game of Thrones.
A world where if you are a commoner or small folk, your life is worthless. A noble can kill you on his whim, purely for his enjoyment and no one would question it.
And even if you are a noble, it is not very safe. Your head could be chopped off on charges of treason, you could be butchered at a wedding in ploy set up by your own bannerman or your own son can shoot you with a cross bow.

The pearl would retain its purification power, the power to remove any poison, and its infinite storage space.
I was given the option to retain its ability to refine any pill from herbs or to choose something else related to the pearl. While pill refining sounded like a cool power, I was certain that the Game of Thrones world did not have such high grade herbs which could be useful in refining really powerful pills. So, I chose to replace it. I chose to replace it with healing powers.
Then the second power. I got the powers of a Tamer. I could tame not only beasts and wild animals but also people. Now, it was not as if I could tame anyone with it. The power would work only on those who were already willing to follow me, to stay loyal to me. The greater their acknowledgment of me, the greater the chances would be for me to tame them.
And then the final power. Something that I felt was extremely necessary. Something to boost my physical capabilities. The Super Soldier Serum.
I was quite happy and expectant about my powers. Although it was not extremely OP where I could split cities in a single strike, like many other fanfictions, I had decent powers. It was enough to do whatever I wanted in this world.
But then came the bombshell. I was told that my powers would activate only after I turn 18. Why?
That until my body was fully developed those powers could not fully merge with my body.
I haggled a lot about this and the deity relented. No, my powers would still activate only after I turned 18.
But he gave something else as an additional gift as compensation. I was allowed to take complete knowledge of two fields from my world. Although it did not sound like something that could help me live up to 18 years, something was still better than nothing.
Though there was a lot of inward thinking on my part, I finally selected two fields. Something which would prove to be immensely useful in the Game of Thrones World and would not be impossible to build upon because of lack of technology. Metallurgy and Paper industry.

Casterly Rock was alive with festivity today. It was a day of great celebration as one of the Lannisters, Lucas Lannister, had turned ten and eight name days.
The walls, windows, great halls and the courtyards of Casterly Rock had been lavishly decorated, and a grand feast had been planned for the evening. The mood permeating in the Casterly Rock was one of happiness and delight. The servants were moving fast with their work not purely out of obligation but also because they too were delighted. Lucas Lannister was admired and loved by the servants of the castle.
Tywin Lannister was standing by the window of his solar as his eyes followed the movements of servants moving in hurry in preparation of the feast. He could see that it was not a forced excitement. The servants and the residents of the Casterly Rock really loved and adored Lucas.
Lucas Lannister, son of Kevan Lannister and his nephew, was probably the greatest Lannister to be born in centuries. Yes, greatest and Tywin had no qualm in acknowledging this, at least to himself. And Lucas had just turned ten and eight name days.
Like every other Lannister, Lucas had not been draining the gold mines of the Casterly Rock. No, he was instead, filling the Lannister coffers. Though a major chunk of money, he kept with himself. Even Tywin, a man who was not easily swayed, could not help but feel awe at this nephew of his.

First was his eldest, Jaime Lannister, the one he loved most. Jaime was a great warrior, a brilliant swordsman, but that was all he was. His mind was filled only with swords and duels. But she was also far too overconfident, and Tywin knew that overconfidence would one day be her downfall. She did not often understand the sensitivity of a lot of matters and was always in haste to make decisions. And she could not bear things going against her.
Beyond that, she was vain and prodigal, spending gold as if House Lannister did not mine it but grew it on vines that bore new fruit every season. Even after becoming the Queen of the seven kingdoms, she did not feel an iota of hesitation in draining the gold from the Lannister mines.
And finally, there was Tyrion Lannister. Tywin despised the dwarf. Not only was Tyrion grotesquely imperfect, and Tywin hated imperfections, but he also blamed Tyrion for the death of his beloved wife.
Even so, perhaps that hatred might have lessened if Tyrion had accomplished something of worth. In truth, Tyrion was probably the most intelligent of all his children, but he never put that intellect to proper use.
