The Imperial Palace did not rest only on dukes.

Below the Four Pillars lay the lattice that truly carried weight day to day: Marquis who governed regions, Counts who ruled states, Viscounts who enforced order, Barons and Earls who knew every village path and tax ledger.

If the dukes were mountains, these houses were rivers—quiet, constant, shaping everything.

And today, they were summoned.

The Hall of Banners was broader than the Strategium, but less intimate. Forty-eight standards lined the walls—twelve marquisates foremost, followed by the crests of twenty-eight count houses, then lesser nobility seated behind.

At the center hung a single banner of burnished steel and deep blue.

Marquis Ironfold — The Keystone House

Marquis Garrick Ironfold, age 54, stood with hands clasped behind his back. His armor was ceremonial but functional—Ironfold never forgot its roots.

Ironfold lands sat between Morvain's fortresses and Valcaryn's marchlands, controlling iron routes, armories, and three imperial foundries.

Beside him stood his wife—

Marchioness Helena Ironfold, 49, composed and sharp-eyed.

And just behind them:

Lady Marienne Valcaryn, 19, betrothed to Ironfold's heir.

Garrick spoke first.

Garrick Ironfold

"House Ironfold remains aligned with Imperial doctrine. Production steady. Armories prepared."

Crown Prince Lucien Solvanyr, seated beside Emperor Aurelius, nodded.

Lucien

"Prepared for what?"

Garrick did not hesitate.

Garrick

"For whichever future you choose, Your Highness."

A murmur followed—approval, not fear.

Lord Cassren Ironfold, 22, stepped forward. He bowed correctly—not too deep, not too shallow.

Cassren

"I will not waste the trust placed in this betrothal."

Lady Marienne inclined her head.

Marienne

"I would expect nothing less."

Aralyn watched carefully.

This is not romance, she noted. This is alignment.

Not all banners were polished.

Three were visibly worn.

House Vaelorin (Fallen Counts)

Count Darian Vaelorin, once ruler of three states, now barely holding one. Age 47, his wife dead, estates fractured after trade failures.

Vaelorin

"House Vaelorin requests reconsideration of levy burdens."

Lucien replied calmly.

Lucien

"You lost exemptions when you lost reliability."

Vaelorin swallowed.

Vaelorin

"We can recover."

Lucien

"Then recover first."

Silence fell. No cruelty. Just order.

House Merrowen (Disgraced Viscounts)

Viscountess Elayne Merrowen, 41, widowed, clever, dangerous.

Merrowen

"My sons serve in the army. My daughter serves the Concord."

Aurelius spoke.

Aurelius

"And yet your books remain… creative."

Merrowen smiled faintly.

Merrowen

"Survival requires flexibility."

Lucien

"Loyalty requires clarity."

She bowed. The warning was received.

Old Baron Hestian Caldrenn, 63, trembling but defiant.

Caldrenn

"My house bled for this Empire."

Lucien

"And the Empire remembers."

He gestured.

Lucien

"Which is why your lands were not stripped—only reduced."

The old baron exhaled slowly.

Not all banners were old.

Three new ones gleamed.

Count Lucan Vaelcrest, 34, former merchant-lord elevated after stabilizing three city-state supply lines.

Vaelcrest

"Trade remains loyal where stability is visible."

Lucien smiled faintly.

Lucien

"Then you will continue to be visible."

Viscount Serah Rennigar, 28, unmarried, water mage.

Serah

"My loyalty is not inherited. It is earned."

Aurelius nodded once.

Aurelius

"Then earn it daily."

Baron Isembard Thornwyl, 41, former legion captain.

Thornwyl

"My sons serve. My daughters study. My lands obey."

Lucien

"As they should."

Merchant Influence — Unspoken but Present

Though not seated among nobles, merchant observers lined the gallery.

Cassivar's banner was present

Lucien addressed them without looking.

Lucien

"Commerce will be protected."

A pause.

Lucien

"And regulated."

Some merchants stiffened.

Lucien

"The Empire does not fear wealth."

He turned.

Lucien

"It fears imbalance."

Later, Garrick Ironfold spoke privately with Cassren.

Garrick

"Fallen houses cling to pride."

Cassren

"And rising ones?"

Garrick

"Must learn restraint."

Marienne added softly—

Marienne

"Power noticed too quickly invites correction."

Cassren smiled.

Cassren

"I married well."

She did not deny it.

Aralyn stood beside Lucien as banners were lowered.

Aralyn

"The lattice holds."

Lucien

"For now."

Aralyn

"And if it shifts?"

Lucien looked back at the empty hall.

"Then we adjust—not break."
