Sky Island, Gods Island.
Following the orders of Thunder God Barzeb Seven, the Sky Island Committee, led by Gan Fall and Kalpa, is distributing land to the citizens.
The strongest warriors from both tribes have all been conscripted by the Thunder Cloud Guards to maintain order on the scene.
Of course, the Thunder Cloud Guards are only under the command of the Thunder God.

Rouge nodded.
"And you agreed?"
Rouge nodded again.
Garp thought for two seconds, then looked down and read it word by word several times before he understood the subtext of the letter.
