Chapter 25 - Whirlpool Empire cap 25

Mito Uzumaki was not only the wife of the First Hokage and matriarch of what remains of the Senju clan, but she was also a powerful kunoichi with the ability to use the chakra of the nine tails. 

No one in the village dared to mention the subject of choosing the next Jinchuriki for fear of upsetting her. 

Furthermore, there was something else that no one mentioned but that everyone couldn't ignore. 

Mito was a member of the Uzumaki clan, a clan that now had a Shinobi God. 

Tsunade had no room in her mind to think about that, being very angry because her grandmother would die when she lost the biju sealed inside her. 

"Calm down Tsunade, no one is going to force me to do that, but I'm already old, I must do this soon so I can help in the sealing process," said Mito when she saw that her granddaughter might look for Hiruzen and create chaos.

"Grandma..." Tsunade murmured when she heard what Mito said. 

Although her grandmother looked very old, Tsunade had refused to think that her grandmother could leave her. 

As one of the few remaining members of her family, Tsunade's heart ached when she thought of her grandmother dying. 

Mito saw her granddaughter's tearful face and sighed. 

Although he wanted to live a few more years to see his grandchildren grow up, the nine-tails was the strongest bijuu by a wide margin, so he shouldn't delay choosing another Jinchuriki for too long if he didn't want his sealing abilities to diminish with age. 

"Grandma, Sister, I'm home!"

Suddenly, Nawaki's voice was heard from outside the house and they both decided to go out to greet him. 

Tsunade took a little while to wipe away the few tears she had. 

While the elemental nations were surprised and waiting to see what would happen with the appearance of a Shinobi God, the Shinobi God Gin Uzumaki was having a conversation with the 10 clan elders who one by one gave him a report on the state of the new land annexed to his country.

The land of water was one of the top 5 nations, so it had a large amount of resources. 

The second elder mobilized the army to protect the newly won land and received help from the third elder to form a civil guard and maintain order.

The civilians didn't care who ruled as long as they were kept fed, so most didn't cause any problems until now.

The ninth elder was tasked with reviewing the infrastructure of the ancient water country and reported that it needed maintenance or something new to be built. 

All of the above was financed by the eighth elder who worked in the country's economy, and also studied the new land looking to find new sources of money for the country. 

The tenth elder did not speak, but everyone knew that he would stay until the end of the meeting to report on the progress of his spy network in the ancient land of water. 

Hours later, only Gin Uzumaki remained in the room, but he didn't stay there for long before disappearing.

Of course, many lived here because of what was called the city of fog. 

In the city of fog, many people came and went, whether to their jobs, their homes, or schools. 

After capturing the village population, Gin divided them into civilian population and ninja population. 

The civilian population was quickly freed because of their limited power and the fact that they would not cause many problems. 

Of course, many Uzumaki from the intelligence department used various seals to determine if they were lying during the interrogation, and several spies were found. 

Conducting this interrogation of the village population, which was smaller than the entire country, was very easy.

The temporary clan leaders saw him shake his head and asked for his opinion. 

Toshiro was one of the guards of the first Mizukage and was now the strongest in the village after the possible death of the Second Mizukage. 

If the village had still stood, Toshiro would have taken the position of third Mizukage. 

Toshiro shared his thoughts, and everyone fell silent upon hearing them.
