He was in the middle of an argument with two Council members about the formal classification of the testimony documentation when the bond broke open.

Not broke in the sense of damaged. Broke in the sense of a door breaking open forced wide by something that had been pressing against it from the other side and had finally found the conditions to come through completely.

He stopped talking.

The two Council members were still talking. He was not listening to them. He was standing at the head of the table with his hands flat on its surface and every piece of his attention was on the bond, which was doing something it had not done in eight months of outside time.
