Chapter 10 - The Emperor Establishes the Order

The order of cultivation was established inside the imperial study.

There was no grand court session.No proclamation to the world.No ritual witnessed by the masses.

Only Xiao Xuanyin.Su Wan.And the three cultivators granted permission to enter the palace.

Qing Heng stood among them.

Still dressed in plain blue robes.Still calm, composed, and polite—as if he were certain he stood on the side of "righteousness."

"For Your Majesty to establish an order of cultivation," Qing Heng said sincerely, hands clasped,"is a blessing for all cultivators under heaven."

Xiao Xuanyin did not respond to the compliment.

He rose slowly from his seat.

In that moment—

The air inside the imperial study seemed to grow heavier.

"I will establish an order," he said calmly."Only three rules."

He spoke slowly.

So slowly that each word felt like iron striking stone.

Qing Heng lifted his gaze.

Three rules.

The fewer the rules, the easier they were to interpret.The easier they were to manipulate.

In his mind, possibilities unfolded rapidly.

The first rule would likely affirm imperial authority.The second would restrict cultivators from harming civilians.The third—perhaps—would restrain the emperor himself.

Perfect.

Once written, interpretation would begin.

And whoever interpreted—

Would rule.

"First rule," Xiao Xuanyin said.

"All cultivators who enter the mortal realmmust obey mortal law first."

Qing Heng's brow twitched almost imperceptibly.

This rule sounded reasonable.

Harmless, even.

But before he could analyze it—

"Second rule," Xiao Xuanyin continued.

"No cultivator may interfere in state governancethrough cultivation."

The words fell.

Qing Heng's pupils contracted violently.

The other two cultivators' expressions changed at the same time.

This was no longer restraint.

This was severance.

It cut off their hands entirely—hands that had been reaching, quietly, for centuries.

"Your Majesty," Qing Heng finally spoke, his tone still gentle, but faster now,"if cultivators are forbidden from participating in governance, then this cultivation order—"

"Third rule," Xiao Xuanyin interrupted.

"All cultivators who consider themselves above mortal lawmay immediately leave the realm."

"But once they leave—"

"They are forbidden from ever setting foot in Great Liang again."

There was no flourish.No emotional emphasis.

Yet the words struck like thunder.

Leave the realm?

That meant exile from the core of human fortune.

It meant losing access to the greatest engine of cultivation—

People.Population.Faith.Civilization.

It meant being pushed to the margins of the world.

Cut off from momentum.

"Why are you dissatisfied?"

He had no rebuttal.

He had miscalculated.

He had not come to bind the emperor.

Su Wan leaned against the window, eyes on her phone.

She clicked her tongue softly.

"The effect's even better than I expected."

Xiao Xuanyin stepped beside her.

"He won't stop here."

"Of course not," Su Wan replied with a smile."So his next move will be to go around you."

Xiao Xuanyin paused. "Around me?"

She lifted her phone slightly.

"Yes. Me."

She tilted her head, eyes gleaming with faint amusement.

"The emperor is hard to manipulate. Too visible. Too absolute."

"So next, he'll try the empress."

"And he'll think—""That I depend on you."

She laughed quietly.

"Not realizing that you rely on me too."

The small white spirit beast let out a soft sound beside them.

Outside, the night wind stirred.

The cultivation order had been established.

The realm would soon tremble.

And the true game—

Was about to movefrom the shadowsinto the open.

Somewhere Beyond the Palace

Qing Heng stood alone beneath the night sky.

His expression was calm.

But his fingers were clenched.

"So," he murmured,"you chose the throne over the heavens."

A faint smile curved his lips.

"Very well."

"Then let's see—"
