Chapter 31 - Two Ways to Save the World

Dustfall split in half overnight.

Not with walls.

With belief.

Some people stayed near Juvy the sick, the children, the ones who wanted food instead of fear.

Others gathered near Maxruell the armed, the angry, the ones who wanted rules written in bone.

They didn't fight each other.

Not yet.

But they didn't mix anymore.

Juvy walked through the healing tents.

She patched burns with crystal salves.

Pulled bullets out with light.

Spoke softly to shaking hands.

A woman in gray sat near the entrance.

Her face was thin.

Scarred.

Eyes kind.

"You're wasting yourself," the woman said.

Juvy paused. "Who are you?"

"A survivor."

Juvy smiled weakly. "Me too."

The woman leaned closer.

"You heal people who will betray you."

Juvy stiffened. "Everyone deserves help."

"Did the gangs deserve it?"

"Yes."

"Even the one who stabbed that woman?"

Juvy swallowed. "Yes."

The woman nodded slowly.

"That's beautiful."

Then she whispered,

"That's why you'll die first."

Juvy turned but the woman was already walking away.

Across the city, Maxruell watched men kneel.

They brought him weapons.

Stolen food.

Information.

"The Bright Sister shelters gang kids," one man said.

"She weakens your rule."

Maxruell stared at the ground.

She weakens you,

the voice whispered.

"She's my sister," he said.

"That's worse," the man replied.

Maxruell didn't respond.

That evening, a fire started in Juvy's district.

A healing tent burned.

Screams filled the air.

Juvy ran.

Inside—

bandits pretending to be refugees were looting supplies.

She raised her hands.

"Drop the weapons!"

One ran.

She trapped him in crystal.

Another swung at her.

She disarmed him.

"Why?" she shouted.

"Because the Dust King pays better!"

Her heart dropped.

She turned toward Maxruell's sector.

Smoke rose between them like a border.

Juvy found him on the roof.

"You paid them," she said.

He frowned. "For information."

"They burned my tent."

He looked away.

"That wasn't the plan."

"Your plans kill people!"

"So do yours!"

They stood inches apart.

"You think mercy saves the world," he said.

"I think fear keeps it alive."

"You're becoming Cain."

His eyes flashed.

"And you're becoming weak."

She hit him.

Not with power.

With her fist.

He didn't move.

She cried instead.

"I don't want to fight you."

"Then don't stand in my way."

"That's not how siblings work."

"Not in this world."

Silence fell between them.

That night, the gray woman met Maxruell.

"You see?" she said softly.

"She'll get you killed."

Maxruell's shadow twitched.

"Who are you?"

"A friend of your mother."

He froze.

She smiled.

"And an enemy of your sister."

Juvy lay awake listening to distant gunfire.

Maxruell stood on a roof listening to whispers.

Dustfall held its breath.

Two rulers.

Two truths.

And one city ready to break.
